Niadtong 2006, nakuha ni Msgr. Uy iyang doctorate sa Sacred Theology sa Pontifical Gregorian University sa Rome, Italy.

The Japan International Cooperation Agency (JICA) vowed to continue supporting the development of Bohol Province as a disaster-resilient growth center in the Visayas.
JICA said this during the recent Bohol Resiliency Congress: Post Earthquake and Yolanda Assessment 2016 as part of the 3rd year commemoration of the 2013 Bohol Earthquake.
“JICA and Bohol’s development cooperation has grown year after year. From our early support to Bohol’s development plan in the 1970s to the recent disaster risk reduction and management (DRRM) trainings of the local government and communities, Bohol proves to be a model showcase of a successful cooperation between Japan and the Philippines,” said JICA Senior Representative Takahiro Morita.
To further boost DRR in Bohol, JICA dispatched recently a group of LGU officials from the Municipality of Tubigon to train in Japan, including participants from Bohol’s Provincial Disaster Risk Reduction and Management Office (PDRRMO) and Bohol Island State University (BISU).
The training is part of the on-going development cooperation Enhancement of Capacity for Participatory Disaster Management on Prevention, Preparedness, Response, and Recovery in the Municipality of Tubigon, Bohol (Bohorizon Project) being implemented by the Nagoya Institute of Technology (NITech) with the LGU of Tubigon and BISU. The delegates from Bohol visited Nagoya City Disaster Management and Measure Bureau Prevention Center, public schools, and public works office to study Japan’s disaster prevention measures and river engineering system.
Coinciding with the Bohol Resiliency Congress, JICA also witnessed the signing of the cooperation between BISU and NITech towards a knowledge exchange of students and researchers from both universities.
“Aside from DRR, JICA continues to share Japan’s knowledge and expertise with the people of Bohol through our dispatch of Japanese volunteers under the Japan Overseas Cooperation Volunteers (JOCV) Program,” said Morita.
A former Japanese volunteer in Bohol led the establishment of the first Fabrication Laboratory (FabLab), a design platform that helps manufacturers, micro and small enterprises, and students translate their design ideas accurately.
Aside from support to DRR and to the local creative industry, JICA has initiated several cooperation projects in the province through an electrification project in Bohol’s farthest barangays, infrastructure such as the Bohol Circumferential Road and Arterial Road and the new Bohol Airport, as well as in the agriculture (establishment of Bohol Agriculture Promotion Center and irrigation systems) and special education sectors (opening of support center for children with disabilities through former JOCVs).

Local government officials from Tubigon, Bohol, staff from Bohol Provincial Disaster Risk Reduction and Management Office and faculty members from the College of Architecture of Bohol Island State University experienced a simulation of a magnitude 10 earthquake inside the facility of the Nagoya Municipal Minato Disaster Prevention Center. The group went to Nagoya for a training to further boost disaster risk reduction and management in Bohol.

TAGBILARAN CITY, October 14 (PIA)–There is a current move by information communication technology (ICT) and business process management (BPM) bigwigs to shake off the list of next wave cities (NWC) in lieu of a more reliable location profile.
No less than Philippine Software Industry Association (PSIA) president Jonathan de Lazurriaga bared this at the Kapihan sa PIA Thursday, a day before Bohol opens its doors again to prospecting investors during the Bohol ICT Summit.
ICT and BPM investors especially the big ticket call center companies into business process out sourcing have always looked for possible locations of expansion of operations.
This need pushed local industry leaders to rank potential locations and called them the NWC where in a list, the industry stakeholders update over the years.
Lazurriaga explained that the NWC is a distinction given to possible locations all over the country based on four identified factors.
He said one factor considered is the availability of local talents like call center workers aptly trained adopting a global standard for competitiveness.
Under this, he explained that a place must have sufficient training institutions that come up to quality and quantity of the graduates to hopefully man the possible investments.
Secondly, national industry stakeholders look for the most business friendly environment in a location.
Investors especially in the BPO would like to settle in an area that would be easy to make business with, safe where crime and corruption is inexistent to low.
Third, BPM investors want power and water service utilities that are cheap and reliable, the location is safe and costs of living is manageable, social issues like traffic, pollution, food, housing and basic necessities are reasonable as this affects the cost of operations.
Finally, investors would certainly be interested if the new location has already or is willing to put up key infrastructure needed for the BPO management operations.
However, Lazurriaga said the listing has become less significant with investors now seeing the key factor of a life-work balance in their workers.
For now, the move is to do away from the NWC ranking, the chair of the country’s software industries leaked.
The PSIA chair said the NWC has created a template that is sets blinders to the more relevant work-recreation balance, that the ICT stakeholders would rather go for a profile of locations to guide big-ticket call center companies to locate.
It may be recalled that Bohol has recently pressed for the placing of Tagbilaran as among the NWC in the country.
The Bohol ICT Summit has been an identified step towards the attainment of the goal.
But, Lazurriaga stressed that getting to the NWC may not be that important anymore.
PSIA hopes that when the profiles are out, it would certainly shift the focus of investors in the BPO and ITC, and this is what Bohol should get, Lazurriaga who comes to the Bohol ICT Summit bared. (rac/PIA-7/Bohol)

TAGBILARAN CITY, October 13 (PIA)–A super-speed wireless fidelity (WIFI) connection is now available for passengers transiting through the Tagbilaran Airport, and in no time at all, it would be available at the City Hall, Provincial Capitol and Plaza Rizal.
The ceremonial tapping of the free one gigabyte per second (1GBPS) wifi connection, internet access at the Tagbilaran City came 102 days after President Rodrigo Duterte assumed power and 77 days after he stated his dream of more democratic internet access in public areas.
All one needs to do is simply connect to SmartWifi, and all the wifi-enabled devices and all networks, PLDT Assistant Vice President and Head of the Enterprise Service Fulfillment Management Harold Kim Orbase said as he hinted that the connection in all public places is upcoming.
Earlier, last July 25, in his first State of the Nation, President Rodrigo Duterte openly dreamed of ambitious free wifi access in all public spaces in the country, even as the government partners with telecommunications companies to put up the necessary infrastructure to lay out the connections.
At the airport, when one is connected, he could get uninterrupted video streaming for possible video conferencing through video calls and large data downloads.
The connection, courtesy of a tie-up among Smart Communications, Philippine Long Distance Telephone Company and San Miguel Corporation’s Trans Aire Development Holdings now allows tourists the much appreciated time to roll out subliminal promotions of Bohol tourism sites.
It also allows tourists vacationing in Bohol to leave final instructions to their business associates who would have to run their operations in the absence of vacationing key staff.
The Bohol airport has been identified as one with high traffic bulk in the Visayas now opened with access to high speed internet connection, Orbase said.
Tagbilaran Airport, joins other high traffic areas like Iloilo International Airport in Iloilo City, Roxas Airport in Roxas City, Kalibo International Airport, Dumaguete Airport and soon to be launched Mactan Cebu International Airport connection.
In his welcome address during the event, City Mayor John Geesnell Yap asked PLDT Smart to also afford the same high speed and reliable internet access to the new City Hall.
Coming right after Tagbilaran’s request is Governor Edgar Chatto who also teased the telecommunications company officials present at the launch to also give in for Bohol Capitol and the public Plaza del Principe in front of the St Joseph Cathedral.
The free internet access at the airport is just among the show windows of Smart PLDT on the strength of the internet connection available in Bohol, which according to sources at the telecommunications company, is backed by the group’s robust and resilient wireless and fixed-line network infrastructure.
The infrastructure support, is among the close to P1 billion PLDT invested this year to put up the framework for a SMART wifi, over the years.
It accordingly forms part of Smart’s three-year massive network modernization program in anticipation of growth in data traffic.
