MANILA, Jan. 07 (PIA)–Nipasidaan ang Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) og mas init nga panahon sa mga mosunod nga buwan tungod sa nasinating epekto sa El Niño phenomenon.

Sa Metro Manila, mahimong mokabat sa 38 degrees celsius ang maximum temperature sa Abril samtang 38.6 degrees celsius sa Mayo.

Nagpasabot kini nga halos hapit na moabot sa record high ang maximum temperature.

Matud pa ni Hilario, gipaabot ang huwaw, below normal level ug alimoot nga temperatura sugod karong bulan sa Enero.

DOH, manghatag og libreng bakuna batok sa rabies sa publiko

MANILA, Jan. 06 (PIA)–Manghatag ang Department of Health (DOH) og libreng bakuna batok sa makamatay nga rabies sa mga animal bite treatment centers sa tibuok nasud.

Kini aron ipakatap pa ang ilang kampanya ug mapapas ang rabies nga makuha gikan sa pinaakan sa atong mga gi-alimahang hayop partikukar na ang iro ug iring nga hinungdan sa kamatayon sa kapin 220 ka tawo niadtong 2015.

Gibutyag ni DOH Kalihim Janette Garin nga libre nilang ipanghatag ang walo ug kumpletong dose sa bakunang anti-rabies sa 480 ka animal bite treatment centers sa nasud ilabi na sa mga grabeng nanginahanglan niini.

Dungan niini, nanawagan ang Kalihim nga dili gayud angay pasagdan ang pinaakan sa hayop ug moadto dayon sa pinakaduol nga bite center sa higayong mapaakan.

Gikonsiderar sa DOH nga napasagdan na ang sakit sa rabies nga mahimo raman untang mapugngan.

Nipasidaan pa ang DOH sa panglawas sa publiko nga sa higayong manggawas na ang mga sintomas sa sakit, dili na kini mahimo pang tambalan.

Gibutyag ni Garin nga usa pa gihapon ang sakit nga rabies sa nag-unang problema sa panglawas sa tibuok Pilipinas nga naa sa 1,100 na ka mga Pilipino ang nanginahanglan og bakuna matag tuig.

Kinaunahang satellite sa PH, ilusad sa Abril

MANILA, Jan. 06 (PIA)–Madayon na sa buwan sa Abril ang paglusad sa kawanangan sa kinaunahang micro-satellite sa nasud.

Matud pa ni Department of Science and Technology (DOST) Executive Director Dr. Carlos Primo, tawgong “Diwata 1” ang maong satellite.

Gamiton ang labing unang Pinoy-made Micro-Sat sa pagbantay sa ruta sa bagyo, surveillance sa atong teritoryo ug pagkuha og hulagway sa mga lugar nga maigo sa kalamidad.

Ang Diwata 1 adunay gibug-aton nga 50-kilogram ug susama lang kadak-on sa usa ka Balikbayan box base sa pasabot ni Dr. Primo.

Hinimo sa mga scientist gikan sa University of the Philippines (UP) nga nagpaka-eksperto pa sa nasud sa Japan ang maong satellite.

Kun malusad na kini sa kawanangan, magpabilin kini didto sa gilay-ong 420-kilometers ibabaw sa atong nasud ug ikaduha kini motuyok matag adlaw sa Pilipinas.

Sa pagkakaron, hapit na usab mahuman ang gihimo nga usa ka Receiving Station sa Subic Zambales nga maoy modawat sa mga impormasyon nga ipadala sa Diwata 1.

KALSADA Program to be launched in Bohol

TAGBILARAN CITY, Jan. 06 (PIA)–The P6.5-billion project dubbed as KALSADA, one of the biggest nationally-funded projects will be officially launched here on Friday, January 8.

Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA), is an innovative devolution program that aims to institutionalize good governance by enabling and shepherding local government units on Local Road Management, according to Department of Budget and Management (DBM) Secretary Florencio Abad.

The program will rehabilitate and upgrade provincial roads and transfer these road assets permanently to the provincial government, which will maintain them.

The program will also develop the Provincial Road Network Development Plan (PRNDP) for each province and promote the use of an online open data portal as a mechanism for monitoring and evaluating the provincial roads.

Provinces were selected based on their compliance with the Department of Interior and Local Government’s (DILG) Seal of Good Financial Housekeeping and submission to the DBM of their Local Public Financial Management Assessment Report.

The P6.5 billion fund has a breakdown per province according to a formula that considers performance and need scores such as previous provincial utilization of SLRF and provincial road network length of the provinces that have complied with the requirements for consideration.

Sec. Abad, Secretary Jose Singson of the Department of Public Works and Highways (DPWH) and DILG officials will lead the ceremony at 4:00 in the afternoon at the Dagohoy Room of Bohol Tropics Resort, this City.

Gov. Edgar Chatto, who is the head of the Technical Working Group (TWG) of the KALSADA Program will also lead provincial officials and other guests to the event.

Together with KALSADA program, the New Bohol Tourism Video will also be launched together with the Updates on the Bohol Domestic Fiber Optic Network (Bohol DFON).

FIRED

The year ended and another year started with firecrackers exploding and pyrotechnics lighting up Bohol skies.

Firecracker exploding, pyrotechnics display and noise making has been a tradition which Filipinos borrowed and adopted as their own.

The tradition roots from the Chinese, who thought bad luck is as chicken as the dog which runs with its tails tucked every time an explosion happens.

For the bad luck that has hounded Chinese families during the previous year, scaring it off would mean good luck as the new year opens. Or so, they thought.

In fact, for some believers, exploding and lighting up pyrotechnics is not enough.

Like the Filipinos penchant for the back-up systems in everything, lighting firecrackers and pyrotechnics need to be accompanied by other attempts at bringing in good luck: the round fruits on the dining table for example, are just some of them.

In the Philippines, the use of firecrackers and pyrotechnics have always been seen as a free zone.

Everyone with the money to purchase some, can basically ignite them: the more people you scare the better.

Of course, this is not rooted from a belief that bad luck does come from people, although some would gladly ascribe the jinx to them.

So, when people start thinking exploding pairs with scaring people to death, in a country with regulations that are left un-imposed, firecracker makers craft the scariest of them all, so there’s Goodbye World or Goodbye Philippines for that matter.

And, next to that, expect people to get hurt. And so does making useless stumps from what was once arms and limbs are every New Year’s aftermath.

And from the Bureau of Fire Protection (BFP), Supt. Renato Marcial, made the rounds on TV and radio talk shows to pound home the proposal for a total ban on firecracker use by civilians on Christmas and New Year’s Eve.

Indeed, it sounds radical, as this is always viewed as contrary to tradition.

For a once or twice a day revelry now proposed to be banned, the BFP might be too alarmist, so they say.

But then, the Department of Health’s latest bulletin says injuries relating to firecracker use, most of them occurring during the New Year countdown and the parties afterwards, have hit really alarming counts.

While this happens to be, according to the DOH, 57 percent lower than the five-year average for the same period in 2010-2014, the figure becomes threatening especially if one of them is your kid.
Traditionalists however insist that there is such a thing as responsible use of firecrackers.

This means that firecrackers use by private individuals, households and civilians is banned but let the professionals do the scaring.

Now that firecrackers are exploded even in limited, dangerous environments, expect injuries.
Not, however in a controlled environment or designated area where the risks are contained and rubbish easy to clear.

Davao has shown that it can be done. The next thing we need to do is copy what Davao has done.

That however can not work with the kind of leaders we have whose fire are just as a fleeting as a firecracker.

Would a rather different kind of fired leader come out?
