Government Service Insurance System (GSIS) President and General Manager Robert G Vergara announced the opening of the Emergency Loan window to members residing or working in five more municipalities in Visayas and Mindanao that were affected by the inclement weather in recent weeks.
“Government workers residing or working in Banaybayan, Banaybanay, Davao Oriental; Culasi, Antique; Lawa-an, Antique; Talisay City, Cebu; and Valladolid Negros Occidental may now apply for the loan until September 17,” Vergara said. These areas, according to Vergara, have been placed under a state of calamity following the heavy rains and flash floods brought about by typhoon Gener, Ferdie and the southwest monsoon in the past three weeks.
Close to 3,000 GSIS members in the five municipalities are set to avail of the loan program. The GSIS has set aside a budget of Php54.6 million for the program.
Availees may apply for the loan through the nearest GSIS Wireless Automated Processing System (GWAPS) kiosks The proceeds will be electronically credited to the GSIS members’ account through their UMID cards. Members who do not have UMID cards may apply over-the-counter in any GSIS office.
The loan facility is available to members who work or reside in the calamity areas; not on leave of absence without pay; have no pending or administrative charge; have no arrears in premium payment; and have no loan that remain unpaid for six months or longer.
The agency of the member-applicant must not also be suspended because of non-payment and non-remittance of premiums and loans.
Under the emergency loan, qualified members may borrow P20,000, payable in equal monthly installment for three years.
Borrowers with outstanding emergency loans shall be allowed to renew the loan if they have paid at least 12 monthly installments but not earlier than the anniversary date of the previous loan. (GSIS)

EXECUTIVE Secretary Paquito N. Ochoa on Wednesday sought a comprehensive review of all the pending programs and projects left by the untimely demise of Secretary Jesse Robredo in the Department of the Interior and Local Government (DILG) to ensure that reforms are implemented and the operation is continuous.
Ochoa, who was designated as officer-in-charge of the DILG by President Benigno S. Aqiuino III following the tragic plane crash that killed Robredo and his two pilots last Saturday, was at the agency Wednesday morning to seek a list of the programs in the pipeline as well as assure DILG employees that there will be no interruption in the services they provide to the public.
“While we join Secretary Robredo’s family and the nation in this time of bereavement, the President felt also that it is appropriate to designate an OIC for the meantime, on a very temporary nature to ensure that the DILG is running and its service to the public is continuous,” Ochoa said.
According to the Executive Secretary, he already asked an inventory of all the pending matters for review and their status, particularly the reforms that Robredo has started in several offices under the wings of the DILG.
Ochoa particularly mentioned the ongoing reforms which Robredo has put in place in the Philippine National Police and the Bureau of Jail Management and Penology, as well as his plans to relocate informal settlers.

THE Philippine Overseas Employment Administration warns Filipino workers, especially women, against accepting offers of employment that would require them to leave illegally using exit points in the southern parts of the country.
Administrator Hans Leo Cacdac said workers deployed through the backdoor exits would usually end up either stranded without work in a foreign country, or forced to accept low-paying household jobs or as farm hands in remote plantations or establishments used as front for prostitution.
Cacdac said human traffickers use exit points in the southern provinces to deploy workers without proper work documents to countries such as Malaysia, South Korea, China, Morocco, Lebanon, Syria, and other Middle East countries.
“From the southernmost parts of Mindanao and Palawan, traveling by sea to Malaysia is the more convenient way for a human trafficker to move its victims to their final country of destination,” Cacdac added.
The POEA administrator said that just recently, the Philippine Overseas Labor Office in Kuala Lumpur reported that five Filipino women are being held in a night club in Malaysia which is controlled by a large syndicate involved in human trafficking for prostitution.
The report said the syndicate transported the victims through the Zamboanga-Sandakan-Kota Kinabalu-Johor Bahru route.
Cacdac said recent studies on human trafficking in the Philippines indicated that most of the victims were travelers deceived by their recruiters about their real jobs or the conditions of their employment overseas.
“Hence, I would advise aspiring OFWs to be doubtful when recruiters offer Mindanao and Palawan as exit points. Please be very, very careful and always check whether the recruiter, foreign employer, and the job order are in POEA records,” Cacdac concluded. (POEA)
