Hindi lahat ng mga mamimili ay nasusulit ang perang
nagagastos. Kung kaya’t dapat na maging mahusay
sa pamimili para walang sentimo na nasasayang.
Ang mga sumusunod ay mga katangian ng isang
matalinong mamimili:
•
Mapanuri. Matiyagang sinusuri ang lahat
ng bahagi ng isang produkto, mula sa presyo,
sangkap, timbang, at expiration date.
Pinaghahambing din ang mga produkto
upang malaman kung ano ang mas sulit bilhin.
•
Hindi nagpapadala sa mga advertisement.
Pinahahalagahan ang kalidad ng produkto higit
sa advertisement at marketing nito. Hindi rin
nagpapaapekto sa personalidad ng nag-eendorso
o sa nakaeengganyo at nakatutuwang
mga patalastas.
•
Makatwiran. Binibigyang-halaga ang bawat
sentimo at sinisigurong kapaki-pakinabang
ang bibilhing produkto. Hindi nag-aaksaya ng pera

alam niya kung paano mapupunan ang kulang
upang matugunan ang pangangailangan.
•
Sumusunod sa badyet at hindi nagpapanic buying.
Kahit na sinasamantala ang mga midnight sale,
buy one, take one promo, at mga giveaway
na produkto, nananatili pa ring sensitibo
sa nakatakdang badyet at iniiwasang mangutang
upang ipantustos sa pamimili

Malapit na naman ang pasukan at panahon na naman
ng pag-iisip kung paano titipirin ang badyet pambili
ng mga school supplies. Narito ang ilang tips:
•
Ayusin ang mga lumang gamit sa eskwelahan.
Piliin kung alin ang maaari pang mapakinabangan.
Halimbawa, ipunin ang mga bahagi ng kwadernong
wala pang sulat at saka ito buuin upang maging
panibagong notebook.
•
Gumamit ng papel imbes na plastic. Subukin
ang mga lumang dyaryo at gamit na manila paper
upang ipantakip sa mga kwaderno at libro imbes
na plastic. Malaki rin ang maitutulong nito
para sa kalikasan.
•
Bumili ng mga matitibay at dekalidad na gamit.
Halimbawa, kung ang bibilhing bag ay madaling
masira, higit pa ang magiging gastos
dahil sa paulit-ulit na pagbili ng bago.
•
Piliin ang mga reusable containers.
Kung nagbabaon, mas malaki ang matitipid
kung reusable containers ang gagamitin
dahil hindi na kakailanganin pang paulit-ulit
na bumili ng bagong lalagyan.
•
Isipin na ang paglalakad sa pagpasok.
Kung malapit lang naman ang paaralan, lakarin
na lamang ito upang makatipid sa pamasahe.
Isa rin itong paraan upang makapag-ehersisyo.
•
Mag-Divisoria o kaya naman ay samantalahin
ang mga sale. Hindi maikakailang napakamura
ng mga paninda sa Divisoria ngunit marapat
na maging doble ingat, higit na sa kalidad.
Mayroon din namang mga sale sa mall o discount
sa mga tindahan kung madami ang bibilhin.

GSIS President and General Manager Robert G. Vergara announced yesterday that beginning May 15, low-income government workers may start nominating their children to the enhanced College Scholarship Program of the Government Service Insurance System (GSP) where 200 slots are available for School Year 2012-2013.
“As part of celebrating our 75th anniversary this year, the current Board of Trustees revised the scholarship program to ensure that our low-income members will be given the opportunity to send their children to colleges and universities that provide quality education.”
Unlike in the past scholarship programs, the selection of scholars will no longer be done through an electronic raffle. The GSIS will instead accept scholarship nominees from members with a salary grade of 24 or below, or its equivalent. The nominee of parents with the lowest salary grades will be given priority in the scholarship grant. Further, the nominee must be a child of the member and an incoming freshman accepted in the schools identified by the pension fund.
The scholar of the program will be entitled to the actual cost of tuition and miscellaneous fees not exceeding Php20,000 and a monthly stipend of Php2,000. The scholar may also opt to take a four- or five-year course but must meet the scholastic requirements set by the school for student retention under the program.
The distribution of the 200 scholarship slots per region will be proportionate to the number of GSIS members in each region. Thus, GSIS will select 60 scholars from NCR; three (3) from CAR; nine (9) from Region 1; nine (9) from Region 2; 16 from Region 3; 10 from Region 4-A; one (1) from Region 4-B;11 from Region 5; 14 from Region 6; 10 from Region 7; 11 from Region 8; 12 from Region 9; 11 from Region 10; nine (9) from Region 11; 10 from Region 12; and four (4) from Region 13.
The pension fund has already awarded a total of 1,371 scholarship grants since the inception of the program in 1998. From this total, 404 active scholars are currently enrolled in various colleges and universities nationwide as of April this year.
Aside from the scholarship program, the GSIS is granting its members, a Php4,000 educational assistance, which is payable in five years at six percent interest rate.

LAOS Prime Minister Thongsing Thammavong visited the International Rice Research Institute (IRRI) Friday for the signing of a memorandum of understanding between his country and the research institution for greater collaboration.
According to IRRI Director General Dr. Robert Zeigler, Lao People’s Democratic Republic (Lao PDR) made significant advances in food production since the early 1990s and now has the potential to become a rice exporter, which would add to the national economy and contribute to regional food security.
Through the memorandum, IRRI will build on its collaboration with Lao PDR to develop rice varieties especially suited to the country, conserve local rice bio-diversity, improve the production of quality seeds, address factors that limit rice productivity, help mechanize rice production, and build capacity across the rice science and extension sector.
Lao PDR will seek financial backing to support the work outlined in the MOU.
Collaboration between Lao PDR and IRRI began in the late 1960s and continued in the 1970s with testing of improved rice breeding material from IRRI’s rice breeding and selection work in Lao PDR.
The first MOU was signed in 1987 between Lao PDR and IRRI. Starting 1990 until 2007, a Swiss agency extended assistance, heightening Lao PDR-IRRI collaborative work.
In January 2007, Lao PDR and IRRI signed another agreement establishing a regional hub and a Mekong sub-region office. Currently, IRRI has had at least 13 staff posted to Lao PDR.
The Southeast Asian country has already reaped the benefits of rice research through the adoption of modern rice varieties and rice farming technologies that have helped boost national rice production to over three million tons, up from 1.5 million in the last 20 years, Ziegler said.
During his Friday’s visit, Prime Minister Thongsing also toured IRRI’s International Rice Genebank, to which Lao PDR has contributed more than 15,000 types of rice—making it the second largest contributor.
Rice seed preserved in the International Rice Genebank is the source of valuable traits for the development of new and improved rice varieties for future generations.
Prime Minister Thongsing also donated several traditional rice farming tools from Lao PDR to IRRI’s Riceworld Museum during his tour of the facility.
