All flags in gov’t buildings must be flown at half mast during 10-day national mourning, PGMA orders

For ten days starting August 1 to August 10, all flags in government buildings and installations to be flown at half mast. This was the order of President Gloria Macapagal-Arroyo, in a period of national mourning for the late former President Corazon Aquino.

This order is applicable to all flags in government buildings and installations in the Philippines and abroad. The order is contained in Proclamation No. 1850 and was signed for the President by Executive Secretary Eduardo Ermita.

In issuing the Proclamation, President Arroyo said that former Pres. Aquino will always be remembered and will live forever in the heart of every Filipino “as a beloved mother of the nation who led her people back to the road of freedom and democracy.” (PIA)

Catigbian gets P1.2M tractor fund from DA

CATIGBIAN gets P1.2M representing 50% of the funds for its priority plan to purchase a tractor from the Department of Agriculture (DA).

Mayor Roberto Salinas, representing Catigbian received the check from DA Regional Director Ricardo Oblena, during the Agri-trade Fair two weeks ago.

Salinas, who has been envisioning highly agricultural town Catigbian as a green haven for peace and development was so elated during the fund turn-over witnessed by Catigbianons and Bohol farmers who turned out for the fair.

Salinas also said the town would be putting up the other 50% of the amount to be able to purchase the tractor and hopefully start a government based mechanized farm tilling industry as a complement to the locally owned tractors which are for rent to farmers needing mechanized support in their fields. Panglao beachfront clearing now stalled

CLEARING of the public access areas in Panglao beachfronts has been stalled, reports Mayor Benedicto Alcala in a radio interview.

Alcala who said he has temporarily stopped issuing business permits to resorts intruding in the 20 meter public access zones also bemoaned that a temporary restraining order issued to stop the demolition of structures has now become “permanent”.

Tourists and local observers have hailed the clearing the 20-meter public access zones by Panglao local government noting that the move has restored order and cleanliness in the beachfronts.

Some resorts owners however were able to secure court orders to stop the LGU from the demolition and while the TRO was for 20 days, some interpreted it as effective with the pendency of cases filed against Mayor Alcala.

Alcala also admitted that the Governor’s Office know about the stalled implementation and through the Provincial Legal Office, advised that the LGU would just have to await for the resolution of the case. (PIA)

Rotation of roles give RP job as US-ASEAN dialog coordinator

PRESIDENT Gloria Macapagal Arroyo is not a lapdog, as alleged when the US gave to the Philippines the role as the country-coordinator in the regular Association of Southeast Asian Nations-United States Dialogue.

In fact, according to the Department of Foreign Affairs (DFA), the role as country coordinator is a three-year cyclical role within the regional grouping and not a special privilege.

To the DFA, the remarks of United States President Barack Obama that the Philippines is its “coordinating country” for ASEAN-US dialogue, is simply a reiteration of that role.

In a meeting at the Oval Office last July 29, US President Obama told Mrs. Arroyo that he is looking forward to traveling in Southeast Asia and to the Philippines as the coordinating country in the U.S. relationship with ASEAN.

Obama’s remark was an acknowledgment of the Philippines’ current role as country coordinator rather than as a designation, DFA spokesperson Eduardo Malaya said.

The Philippines took over the three-year rotating responsibility from Singapore during the 42nd ASEAN Foreign Ministers Meeting (AMM) held in Phuket, Thailand last July 22. (PIA)

CSC orders gov’t workers to pray for President Cory

CIVIL Service Commission (CSC) through Chairman Ricardo Saludo has issued memorandum circular ordering all government workers to pray for the eternal repose of the soul of the former President during flag raising ceremonies on all Mondays of August.

Saludo also ordered workers to prominently display yellow and black ribbons or banners in government facilities as a sign that the CSC joins Aquino and Cojuangco families in deepest sorrow and solemn prayer over the passing of former President Corazon Aquino.

In related development, convenors of mass action for Cory Aquino bared that Boholano supporters of Cory Aquino would gather tonight from 6 to 8 PM at the Plaza Rizal for a prayer vigil for the eternal rest of the soul of the former president.

The vigil activities include a mass and prayer for the president as a way of acknowledging the country’s indebtedness to the person who restored democracy in the country.

Interested persons are also invited to wear yellow shirts or black shirts with yellow ribbons for the gathering at the plaza tonight. (PIA)
