The Civil Service Commission (CSC) has released various anti-red tape programs and projects so as to improve frontline public services.
These activities include extensive dissemination of Republic Act No. 9485 otherwise known as Anti-Red Tape Act (ARTA), seminar-workshop on ARTA, anti-corruption sensitivity seminar, assessment of frontline services, and enhancement of service standards.
The CSC list of approved ARTA programs and projects include the following: capability building/training for frontline employees especially of client-heavy agencies; launching of Citizen’s Charter; dialogues with stakeholders on how services can be enhanced; conduct of quarterly People’s Day by agency heads; set up complaints and assistance desk and mechanisms to eliminate fixers and fixing activities; and customers/clients online help and feedback program.
The General Appropriations Act (GAA) for Fiscal Year (FY) 2009 under Republic Act 9524 mandates all government agencies to appropriate at least one-half of one percent of their total FY 2009 Maintenance and Other Operating Expenses (MOOE) for anti-red tape related programs and projects. (PIA)

“At least four tropical cyclones are expected to enter in the Philippine Area of Responsibility (PAR) this June.” This is according to the Seasonal Climate Outlook for the Philippines from January to June, 2009 of the Climate Monitoring and Prediction Center (CLIMPC), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). President Gloria Macapagal-Arroyo and Vietnam Prime Minister Nguyen Tan Dung agreed to strengthen cooperation and bilateral ties. Talks were made during the 20th ASEAN-ROK Commemorative Summit held at the Shilla Hotel. Among the cooperation agreements reached by the two leaders included trade in rice and fostering peace and security in the South China Sea.
Vietnam also committed its support for the Philippine’s candidate to the United Nations and other regional fora.
On trade, import and export between the two countries have exceeded earlier targets set for 2010.
“Total trade between the Philippines and Vietnam is over $2.2-billion so we’ve surpassed the target we set for 2010…which is $2-billion,” Foreign Affairs Undersecretary for Policy Enrique Manalo said. (PIA-MMIO)

The Philippines and Korea have forged a five-year cooperative agreement to promote and develop agricultural, scientific and technical cooperation through mutual assistance in the areas of research and development (R&D), technology transfer, education and personnel training.
Currently in South Korea, Department of Agriculture (DA) Secretary Arthur Yap, with President Gloria Macapagal Arroyo, said that the Memorandum of Understanding (MOU) urges both parties to propose joint projects aimed at specific areas of cooperation.
These areas are: agriculture and livestock comprising the engineering/automation, plant science, animal science, genetic resource development and advanced biology, bioenergy, agri-ecology and environmental sciences, and post-harvest technologies to prolong the shelf life of tropical fruits. (PNA)

On June 10, 2009, Siquijor will host the Regional Peace and Order Council (RPOC-7) meeting. The agenda are the turn-over of Internal Security Operations (ISO) from Central Command to the Philippine National Police (PNP), report on the functionality of Anti-Drug Councils (ADACs) in Region -7, Peace and Order Situation and Drug Situation.
Internal security operation is one of the areas given emphasis in reorganizing the Regional Peace and Order Council (RPOC) as directed by President Gloria Macapagal-Arroyo through signing last year the Executive Order No. 739 to address insurgency and other threats to national security.
ISO, functionality of ADACs, Peace and Order Situation and Drug Situation were also taken up during the RPOC 7 meeting in Dumaguete City earlier. Council members from law enforcement agencies and LGUs unanimously declared support after Rep. George Arnaiz (2nd District, Negros Oriental) noted that the campaign against illegal drugs was hindered due to lack of coordination among law enforcers.
With this, Gov. Garcia (Cebu) tasked each agency to sit together and create a committee to come up with a program against drugs. She also called on agencies to address the existing “struggle of authority” among the law enforcers. (PIA)
