PDEA holds refresher course for Bohol police, LGUs, agencies

The Philippine Drug Enforcement Agency (PDEA) will be conducting a seminar for the Police, LGUs and Agencies tomorrow (January 24) at Camp Dagohoy for the purposes of a refresher course.

The seminar intends to reorient the police, and others, on the Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act of 2002 to equip them with understanding on how to build invulnerable cases against drug abusers and traffickers.

Retired SC justice denies leak came from him

Retired Supreme Court (SC) magistrate Ruben Reyes DENIED that he was the one who leaked the unofficial decision on a pending election case before the tribunal. Thus resulting to a possible impeachment of Chief Justice Reynato Puno.

”I swear before God and man, hindi ako pwede maging leak. (I cannot be the leak.) I am not the source of the leak. I cannot tolerate it. If they find that the leak came from my office, then pinpoint the employee who did it,” Reyes said.

The magistrate said that no person in his/her right mind would release an unpromulgated decision since it would be a violation of the country’s Anti-Graft and Corrupt Practices Act.

He also revealed that the draft decision he wrote went through three different offices, which are all being investigated by a high court panel.

The SC probe involves the draft decision of Reyes on the petition of Olivia Paras to unseat Negros Oriental Rep. Jocelyn Limkaichong.

Paras and Louis Biraogo had asked the SC to invalidate Limkaichong’s proclamation on the ground that she is allegedly not a natural-born Filipino, a requirement for public office. Paras lost to Limkaichong in the 2007 district elections by over 7,000 votes.

In the draft decision, Reyes nullified the proclamation of Limkaichong, but nine out of the 14 justices concurred only “in the result” when the ruling was passed for signing. This means the justice agreed with the conclusion but not with the arguments Reyes had presented. This prompted Chief Justice Reynato Puno, in consultation with the en banc, to withhold the promulgation of the decision.

PDP Laban party members confused as 2 claim to be Prov’l Pres.

Atty. Timi Cabatos and Board Member Yul Lopez claim to be Provincial President of the party PDP Laban in Bohol, thus confusing party members as to who will lead the party.

Cabatos claims that he was chosen to be the Prov’l Pres. during the Provincial Assembly of PDP Laban last 2006. However Lopez said that he is the one pointed by Atty. Coco Pimentel – Secretary General in a meeting of party heads.

Nasty worm wriggles into millions of computers

A nasty worm has wriggled into millions of computers and continues to spread. This worm, popularly known as “Conficker” or “Downadup”, has infected more than nine million computers by Tuesday and is spreading at a rate of one million machines daily.

Though this worm has yet to do noticeable damage, it has been debated that maybe it is impotent and is just waiting to detonate, or is a test – run by cybercriminals.

It is a self-replicating program, which takes advantage of networks or computers that isn’t updated with the security patches for Windows RPC Server Service.

It infects machines through the Internet or by hiding in USBs carrying data from one computer to another. Once in a computer it digs deep, setting up defenses that make it hard to extract.

PRB depositors’ refunds starts mid-February

Due to the huge amount of complaints by the depositors of the recently closed Pilipino Rural Bank (PRB) – Tagbilaran branch, the government of the Depositors Insurance Firm were forced to let it be known when the insurance claims will be given in the next few months.

BDIC says that thier target date for starting the refund for the insurance claims will be mid-February.
