Signal no. 1 was hoisted over Camotes Island in north Cebu and parts of the Visayas and Mindanao with the entry of tropical depression Auring, the first weather disturbance of the new year.
Ten vessels bound for Leyte and Bohol provinces canceled their trips or returned to their port of origin because of rough seas since Friday, affecting hundreds of passengers.
The weather bureau said the seas were dangerous for fishing boats and small seacraft, but some larger passenger vessels didn’t want to risk the voyage.
The country has been experiencing the rainy weather and cool winds of the northeast monsoon or Amihan.
But yesterday, a low pressure area east of North Mindanao developed into a tropical depression with 55 kilometer winds, according to a 5 p.m. bulletin from the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).
Affected by Signal no. 1 are the Visayas areas of Samar, Leyte, Southern Leyte and Camotes Island in northeast Cebu.

The illegal sewerage connections of private establishments along CPG Avenue were finally sealed last Wednesday to ensure that the controversial outfall at Graham Avenue will be free of contamination.
Gov. Erico Aumentado personally inspected the water outfall site last Tuesday which showed much cleaner water. He ordered PENRO Nestor Canda to get samples for another laboratory test at the regional DENR laboratory in Cebu City.
Canda said after opening the manholes along the avenue, a total of 31 illegally opened sewerage outlets were sealed by the combined DENR-DPWH team ordered by DENR Regional Director Leonardo Siballuca who expressed concern on the polluted seawaters fronting the City Port.

Candijay Mayor Sergio Amora Jr., Sofronio Simacio, Cecilio Melecio, Nestor Romero, Rommel Santos, Emilio Santos, Ronald Reyes, Rob Langden arwood and Teodoro Casimsiman are now criminally charged for theft of manganese estimated to be worth P1-million illegally extracted within a large-scale mining area in barangay Katipunan, Anda.
The criminal action was filed at the Bohol Provincial Prosecutor’s Office against the aforementioned for conspiring to quarry manganese in an area not covered by its environmental compliance certificate (ECC).
The disputed quarry site, claimed by Hench Mining Services Development Corporation and is the subject of a Mineral Production Sharing Agreement (MPSA) application, was encroached by the mining activity of respondent Simacio who has obtained a permit to quarry an area about 1.5 kilometers away.
It may be recalled that the Mines and Geosciences Bureau (MGB) regional office has issued a cease and desist order against Simacio to stop manganese extraction last September 26, 2008.

LAST WEEK, it was eight, now it’s nine non-working days marking the onset of 2009.
This happens as President Gloria Macapagal-Arroyo has declared January 2 a non-working holiday, Wednesday, Philippine Daily Inquirer reports.
Before the President declared January 2, local papers have issued advisories for eight non-working days, including December 27 and 28, Saturday and Sunday as traditional week-end rests.
Regular holidays for the week are December 25, or Christmas Day, December 30 or Rizal Day and January 1 as the New Year’s Day.
The recent development also added a day for the workers to get a bit of respite with December 26, 29, and 31, as contained in Proclamation 1463 already declared additional special holidays.
