Ang Credit Information System (CIS) ni Sen. Edgardo Angara ug Quezon City Congressman Vincent Crisologo nangandoy nga patas-an ang kalidad sa mga trabahante ug magtukod sa usa ka imprastraktura sa kompyuter nga labawng gikinahanglan sa nga buot magnegosyo dinhi.
Ang balaod magpa-ubos sa risgo kon mamuhunan, magpakunhod sa bili kon mangitag kasayuran sa mga tigpautang lakip na ang interes nga ipasa aron mahibal-an nang daan sa mag tigpanghuwam ug pila ang interes nga ilang kabayran sa ilang huwam.

THE fifth secondary school in Catigbian town rises following the Department of Education’s (DepED) official approval of the new Haguilanan High School (HHS), Mayor Roberto Salinas reported lately.
HHS, with 56 students from nearby Catigbian barangays and neighboring Balilihan town comes as the 3rd government public school here.
HHS comes after Mantacida High School in barangay Mantacida, Catigbain National high School in Poblacion, Holy Child Academy in Baang and Immaculate Mary Academy also in Poblacion.
Both Holy Child Academy and Immaculate Mary Academy are private secondary schools.
Ever insisting on putting up one more secondary school despite knowing it would burden the town with operational subsidy costs, Salinas said it would be worth to make quality public secondary education accessible to his constituents.
Over the development, the mayor said Catigbianons were filled with great jubilation.
DepEd, through Dr. Clemen Jala, representing Dr. School’s Division Superintendent Elpidio Jala turned over the pertinent documents to Matyor Salinas in simple ceremonies, the mayor said.
Catigbian has made another record, Dr. Jala accordingly said.
In the history of Bohol secondary schools, what several applicants take years to process, Catigbian did theirs in less than three months, Jala said in his brief message at the rites.
Now wanting to grab all the credit for the recent achievement, mayor Salinas also named those whom the credits would be shared and who have become instrumental in their positive achievement.
Salinas named CNHS principal Teogenes Galon, Haguilanan barangay officials led by Chairman Cristobal Rasonabe, Municipal Budget Officer Asunto, Treasurer Ranulfo Suarez, Planning Officer Tifilito Rulida and the support from the Bohol Schools division office under Dr. Jala.
Pending its full operation costs in the national budget, Salinas said the town will have to dip into its resources to sustain its operation.
He added however that Representative Edgar Chatto (Bohol I) has promised to ensure that the school budget gets included in the 2009 general appropriation act. (PIA/rachiu)

WANTING to develop niche markets that sustain agricultural growth, Bohol opens its agri-windows to the world in a 3-day October Agri-Fair 2008, unraveling at the Bohol Agricultural Promotions Center (BAPC) in Dao October 13.
The fair timed when the country seeks to expand its agri-aqua and food-links to buffer the impact of a global credit crunch is also seen as a support to President Gloria Macapagal Arroyo’s efforts in seeing the crisis as an opportunity for developing more niche markets of Philippine products.

These technologies in agribusiness; from development of new hybrids, to unprecedented investments in irrigation, to dramatic increases in loans to help farmers as embodied in the Agricultural and Fisheries Modernization Act form part of the government’s response to food security and global economic crunch.
In Bohol, farmers take the fair as a venue to share and gather new technologies, business match with private sector and financiers in the agribusiness community to prod each other into more activity in agriculture, food and aqua-culture.
The BAPC grounds turn into a virtual one-stop shop of farm market of ideas, technologies, experiences, testimonies and investment fora all in 3 days, this time culminating with a day of matching farmers with financial credit groups wanting to pour in capital into the agribusiness.
On the opening day, October 13, booths open showcasing different programs in Bohol’s aggie sector, farmers take their turns in preaching the benefits of their adopted new technologies. On that day, free information materials are also given out to spread the aggie-investment word.
That same day, farmer extension workers under the Assistance for Barangay Agricultural Growth (ABAG) dispense technologies for different commodities. These workers, assigned all over the province can be tapped for their services, fair organizers said.
On the following day, October 14 unveil the high value crops agribusiness investment forum. Business matching between producers and buyers would be the day’s highlight. On that day, would be farmer-entrepreneurs get inputs on agribusiness outside Bohol.
On October 15, the most awaited Techno Gabay Awards open up at the Bohol Cultural Center for 29 Local Government Units, 87 agricultural extension workers and 29 farmer scientists vie for 9 awards and categories in science and technology based farming practices and agricultural services.
On October 16, Bohol celebrates World Food Day with United Nation’s Food and Agriculture Organization country representative Kuyuzuki Tsurumi and Agriculture Secretary Arthur Yap.
That same day, local farmers celebrate the Rice Festival as they reiterate sustainable agriculture on the day’s occasion.
Leading farmer leaders of Bohol’s Rice Accelerated Emergency Response Program (RACER) carrying the programs for food sufficiency from different parts of the province.
Highlights of the day also include games and organic food and culinary exhibits, a free movie and a free concert.
On the fair’s last day, the gates open for the livestock and agribusiness investment forum where livestock and poultry buyers from nearby provinces match business with livestock producers.

HONING further the skills of the local monitoring board (LMB) teams investigating alleged human rights abuses and violations committed by government forces and the communist rebels, the government sends in experts to train local peace workers in fact-finding missions.
The seminar workshop on fact-finding set October 14, 2008 at the Bohol Plaza Resort, gathers members of the Bohol Local Monitoring Board (LMB-Bohol) and other individuals involved in fact finding missions sent by the Provincial Peace and Order Council (PPOC) to gather information on alleged human rights abuses.
The workshop supported by the Government of the Republic of the Philippines (GRP) Monitoring Committee is aimed at equipping local peace workers with the appropriate tools in fact finding missions.
As a special support arm of the PPOC and LMB Bohol, teams conduct fact finding missions on alleged human rights abuses and has become a regular PPOC activity since 2001 until it became instituted in 2004, says LMB member and Philippine Information Agency’s Yvette Bede Matabalan.
The workshop would be handled by resource persons from the Philippine Alliance of Human rights Advocates and the Commission on Human Rights national legal and investigative office, she added.
Bohol’s fact finding missions on alleged human rights abuses has been recognized as laudable by the Office of the Presidential Adviser on the Peace Process (OPAPP), the GRP Peace Panel, the Armed Forces of the Philippines and other government and non-government organizations.
Even the church leaders see the fact finding missions as a strategy in addressing alleged human rights abuses or violations by both government forces and the communist insurgents, said Romeo Teruel, Bohol PPOC fact finding team leader.
The GRP and the Communist Party of the Philippines New People’s Army of the National Democratic Front (CPP/NPA-NDF) initially agreed to the protocols of the comprehensive agreement on the respect for human rights and the international humanitarian law and, as signatories, both must operate within the same limitations, another PPOC member said.
The PPOC fact finding team has investigated the involvement and victimization of civilians in armed encounters between the military and rebel groups, alleged extra legal and extra judicial killings, human rights violations committed by soldiers and policemen since its creation in 2001.
