This coming October 30, 2009, President Gloria Macapagal-Arroyo is set to sign into law the Climate Change Act of 2009, after the Legislative-Executive Development and Advisory Council (LEDAC) agreed that one of the effective tools to face the global challenge of climate change must be institutionalized.
The law aims to mainstream climate change into policy formulation, development panning, and poverty reduction programs. It also creates a Climate Change Commission (CCC) to coordinate, monitor, and evaluate the programs and action plans of government relating to climate change.
The CCC will be headed by the President. It will be composed of three Commissioners, one of whom shall be the vice-chairperson.
The Commission is mandated to formulate “a framework strategy on climate change, which will serve as the basis for a program for climate change planning, research and development, extension, and monitoring of activities to protect vulnerable communities. (PIA)

This October 2009, the country will be celebrating the 20th National Statistics Month, in pursuant to Presidential Proclamation No. 647. The important role that statistics play in good governance, peace and sustainable development will be highlighted.
The celebration aims to promote, enhance, and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society, and to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.
“Enhancing Security Sector Statistics for Good Governance, Peace and Sustainable Development” is this year’s theme of the Statistics Month observance. (PIA)

In 2005, under the leadership of the National Nutrition Council (NNC), he Medium-Term Philippine Plan of Action for Nutrition (MTPPAN) was formulated as the country’s blueprint to address malnutrition among Filipinos.
In 2008, the PPAN was updated to be more responsive to socio-political and economic developments brought about by global trends. The MTPPAN aims to contribute to the achievement of the country’s commitment toward the UN Millennium Development Goals and Targets as well as on poverty reduction and hunger mitigation. (NNC/PIA)

Food security exists when all people, at all times, have access to sufficient, safe and nutritious food to meet the dietary needs and food preferences for an active and healthy lifestyle. This is the definition given by the World Food Summit.
Results of the 7th National Nutrition Survey showed that more than 3 million preschool children suffer from undernutrition. School children, adolescents and adults also suffer from protein-energy malnutrition and micronutrient deficiencies.
According to the Food Insecurity Survey , 3 in every 10 mothers and 2 out of 10 children experienced food insecurity in the past three months. And 2 out of 10 mothers, while 1 out of 10 children experienced hunger.
About 7 out of 10 mother respondents expressed anxiety regarding the sufficiency of the food in the household and the money to buy food.
The food insecurity survey results are consistent with the results of the Social Weather Stations (SWS) hunger survey which showed an increase in the number of Filipinos who suffered from involuntary hunger. (NNC/PIA)

“Climate change and its potential impact on rice”, is the focus of Rice Today’s October-December 2009 edition. It reveals that it is difficult to prove climate change is responsible for current weather events.
However, by using advanced modeling techniques, the International Rice Research Institute (IRRI) has mapped rice-growing regions in the Philippines that are most likely to experience the negative effects of climate change, showing the extent to which climate change threatens rice production.
This issue also kicks off IRRI’s 50th anniversary celebrations, starting with the 6th International Rice Genetics Symposium in the Philippines. The symposium will attract today’s rice scientists from around the world as it will serve as an avenue for exchanging information regarding the latest rice genetics research. (PIA)
