President Benigno S. Aquino III has declared Jan. 24, 2011 as “Philippine Tropical Fabrics Day” to instill patriotism and nationalism among Filipinos, promote the preferential use of locally-manufactured goods using local resources and adopt measures that will help generate wider employment of local fabrics.
Proclamation No. 86 which Aquino signed Dec. 21 last year, defines tropical fabrics as those containing natural fibers produced, spun, woven or knitted and finished in the Philippines for use of office uniforms and government officials and employees and for other purposes.
According to the President, the implementation of Republic Act 9242 provides the needed push for the judicious utilization of natural fibers like pineapple, banana, abaca and Philippine silk on the one hand and the revival and upliftment of the local textile and garments industry on the other, both of which shall redound to creation of livelihood in the agricultural and industrial sectors.
He said as the use of Philippine tropical fabrics unfolds overtime, there will be a growing awareness and sense of pride among Filipinos to patronize and use locally-manufactured textiles.
The President designated the Philippine Textile Research Institute and the Department of Science and Technology to ensure and plan out activities during the observance of the Philippine Tropical Fabrics Day.
The Chief Executive also called on the fabric producers, textile manufacturers and garment industries, including the private sectors, associations and institutions to actively participate in the proper observance of the Philippine Tropical Fabrics Day and to give their full support in the local production and use of local tropical fabrics and in recognition of their importance in manpower capability-building. Despite the spate of negative travel advisories on the Philippines, the number of foreign
arrivals totaled 3,451,668 in 2010, or 19.5 percent higher than the 2,887,303 who came to the
country in the previous year, according to the Bureau of Immigration (BI).
Immigration officer-in-charge Ronaldo Ledesma said the negative advisories by foreign
governments warning their citizens against going to the Philippines did not have any impact
at all. He said foreign arrivals even peaked during the last quarter of the year, when most of
the advisories were issued due to alleged threats of terror attacks in the country.
BI records showed that from 188,028 foreign visitor arrivals last September, the number
increased steadily to 204,779 in October, 218,482 in November, and 265,651 in December.
Ledesma noted that the BI statistics are consistent with the tourism department’s target of
3.3 million tourist arrivals in 2010. The number pertains to all international travelers, including
tourists, investors, expatriates, students, and balikbayans who acquired foreign citizenship.
BI Immigration Regulation Division chief Alberto Braganza said that of the 3.4 million
foreigners who came last year, about 80 percent or 2.7 million arrived at the NAIA, while the
rest were admitted in other ports such as Mactan, Clark and Davao. (PIA)

The Supreme Court has affirmed with finality its ruling upholding the constitutionality of a
2007 law that allows warrantless arrests of terror suspects and their temporary detention
without charges.
In a two-page resolution, the court en banc denied the motion for reconsideration filed by
several cause-oriented groups for their supposed failure to raise new arguments that would
warrant a reversal of the tribunal’s Oct. 5, 2010 decision.
“The Court resolved to deny with finality the said motion for reconsideration, as the basic
issues raised therein have been passed upon by this Court and no substantial arguments nor
compelling reason were presented to warrant the reversal of the questioned decision,” the SC
ruled.
The law — the Human Security Act of 2007 or Republic Act 9372 — took effect on July 15,
2007 despite strong opposition from various cause-oriented groups who believed the law
would lead to human rights abuses.
In its Oct. 5, 2010 decision, the SC, by a unanimous vote, dismissed all six consolidated
petitions questioning the validity of the HSA, saying none of the petitioners had any legal
standing to file the case since “none of them face any charge” under the said law. (PIA)

BOHOL peace advocates see an overwhelming need to enhance its human rights monitoring capacity
inbed in its peace and order council’s Local Peace Forum (LPF).
At least the multi-sector representatives gathered at the Bohol Tropics January 4, to be oriented at
the Ateneo Law School Human Rights Center’s project to establish Multi-sectoral Quick Reaction
Team (MSQRTS) here to help monitor human rights and document possible allegations of violations.
At the gathering, church representatives led by Bishop Leonardo Medrosos, ecumenical groups, local
government unit representatives, lawyers from Bohol law schools, non government workers, security
forces, government agencies, representatives of the court and the media listened to the nuances of
the MSQRT established to monitor extra judicial killings and enforced disappearances.
MSQRT program coordinator Atty Ma. Krishna Gomez said that aide from the monitoring and
documentation, the project also includes training packages for human rights mainstreaming, and
psychosocial counseling to beneficiary provinces.
She shared that since the project started in 2008, the MSQRT has shared Information and shown
greater transparency and accountability amongst member institutions as well as enhanced trust
amongst members.
The establishment of the body in some provinces has brought in constructive involvement of the
media and opened up tables for discussion on the surfacing of issues and joint efforts in finding
solutions to EJK and ED.
On this, Governor Edgar Chatto hailed the efforts of Ateneo vene as he pointed out that the victim
centered mechanism brought about by the MSQRT concept is an apt move.
He however stressed that while the confluence of interests is shown in the faces of the attendees
and that the multisectoral effort is the right approach, he insists that a dialog would be done in
proceeding with the project that deems to be reactive and proactive at the same time.
Asked if the MSQRT would not be a duplication of the already set LMB, Atty Gomez said most of the
decisions would come from local stakeholders.
“It may be something new, taking the form of the old and perhaps a hybrid of the old and the new”,
Atty. Gomez said.
On the other hand, DILG Rustica Mascarinas said “I think that what we have LPF but the scope does
not include ELK and ED, so this could be an added feature of the LPF. (racPIABohol)
