Aquino in Japan for APEC meeting

President Benigno Aquino III is in Japan to strengthen ties with other leaders for the Asia-Pacific Economic Cooperation (APEC) meeting and aim for cooperation on significant issues such as human resource development, climate change and stability of foreign exchange market.

APEC leaders will discuss the Bogor Goals of free trade and socioeconomic strategy based on a balanced, inclusive, sustainable and knowledge-based growth, and cooperation on human security.

The APEC is a forum for 21 Pacific Rim economies that seeks to promote free trade and economic cooperation throughout the Asia-Pacific region. APEC members account for approximately 40 percent of the world’s population, approximately 54 percent of world gross domestic product and about 44 percent of world trade.

Mr. Aquino had said he expects an exchange of ideas on stabilizing the value of currencies in the region, including the Philippine peso, due to the weakening of the US dollar.

The Japan visit is President Aquino’s third foreign sortie after attending the Association of Southeast Asian Nations meeting in Hanoi last month and the United Nations General Assembly in New York last September. (PIA)

Guidelines on use of networking sites among gov’t workers out soon

A guideline for the responsible use of social networking sites such as Facebook and Twitter,
among government employees will be issued soon.

In a media briefing Tuesday, Deputy Presidential Spokesperson Abigail Valte said
Malacanang has already approved the guidelines but several departments and agencies
are still being consulted on the proper implementation of the government’s social networking
policy.

The guidelines, according to Valte, is based on the existing code of conduct for public officials
and employees.

She said the consultation process will look into the legal aspect on the implementation of
the guidelines to ensure that the rights of government workers such as their freedom of
expression are not violated.

“There is already an approved guidelines on the social networking policy but several
agencies are still being consulted on how to properly go about it,” Valte said. (PCOO)

Interpol issues ‘orange notice’ amid terror warning

The International Police Organization (INTERPOL) has made public the details of improvised
explosives disguised as packages, which were used in a failed terror attack on the United
States last month.

The so-called “orange notice” contains photographs and technical details of the latest bombs,
which were discovered and made safe at airports in Dubai and Britain after an intelligence
warning.

Al-Qaeda’s Yemen-based branch, al-Qaeda in the Arabian Peninsula (AQAP), has claimed
responsibility for sending the sophisticated devices, in which the explosive Pentaerythritol
Tetranitrate (PETN) was packed into printer cartridges and attached to timers.

The alert went on to warn that PETN cannot usually be detected by X-ray scanners, and that
sniffer dogs or screening by chemical swabs should be used.

Created in 2004, the INTERPOL Orange Notice is used to warn police, public entities and
other international organizations of potential threats related to disguised weapons, explosives
and other dangerous materials. It can also be issued by the General Secretariat for any act
or event which poses a risk to the safety and security of citizens around the globe.

In the Philippines, the Philippine National Police posted the INTERPOL “orange notice” on its
website, asking the public to be vigilant to such potential threats. (PIA)
