On December 2, 2009, President Gloria Macapagal-Arroyo formally filed her certificate of candidacy (CoC) with the Commission of Elections (Comelec) provincial office in Barangay Poblacion as representative of Pampanga’s second district.
The second district is comprised of the towns of Sasmuan, Porac, Floridablanca, Sta Rita, Guagua and Lubao.
In her taped statement aired over government radio station dzRB, the President said “after much soul searching, I have decided to respond affirmatively to their call. To that end, I will file my candidacy for Congress in order to serve the hard working people of my home province.”
The Chief Executive said that after much contemplation, she realized that she is not ready to step down completely from public service. (PIA)

“No to partisan political activities.” This was the reminder of the Civil Service Commission (CSC) to all government officials and employees holding non-political offices or positions, thus refraining from directly or indirectly engaging in any partisan political activities.
Based on the Administrative Code of 1987, employees who engage in partisan political activities are liable and may be dismissed from the service.
As early as 1998, the CSC has already issued a memorandum circular defining “partisan political activity” as “an act designed to promote the election or defeat of a particular candidate or candidates to a public office.” (CSC)

The Commission on Elections (Comelec) has launched its official website for voters’ education on automated electoral process.
The website has been dubbed as “IBA na ngayon” or “I’ts Better Automated (IBA) nga Ngayon.”
The website features articles, slideshows and videos to guide voters on how to fill up special paper ballots for automated polls, how the precinct count optical scan (PCOS) machines works, Comelec said.
The website aims to give a better understanding of the automation process and to eventually, “trust the new system” that aims to prevent fraud by speeding up the counting of votes at the precinct-level and holding electronic transmission of results to canvassing centers and Comelec servers. (PIA)

Certificate of candidacy (COC) by mail, telegram or facsimile and COCs not filed with the correct offices shall not be accepted by the Commission on Elections.
The COC’s must be filed by the candidate personally or by their duly authorized representatives in writing and under oath on regular days from Nov. 20-Dec. 1, 2009, during office hours, except on the last day which shall be until midnight.
However, when there are two (2) or more candidates for an office with the same name and surname, each candidate, upon being made aware of such fact, shall state his paternal and maternal surname.
Persons filing the COC may include one nickname or stage name by which he is generally or popularly known in the locality, provided that no candidate shall use the nickname, stage name or initials of another and that titles, such as Don, Datu, Doctor or Ginoo or words of similar imports shall not be allowed. Lay down governance platform. This was the Malacañang challenge to the presidentiables in the 2010 election.
Deputy Spokesperson Lorelie Fajardo said the administration is eager to showcase the achievements of Defense Secretary Gilberto Teodoro Jr., the standard bearer of the ruling administration coalition party Lakas-Kabalikat ng Malayang Pilipino-Christian Muslim Democrats (Lakas-Kampi-CMD).
Fajardo stressed the economic accomplishments of the Arroyo administration and the favorable reviews of international financial institutions cannot be invented because they are based on hard data and statistics.
Despite the criticisms of the opposition, the Philippine economy under President Arroyo has grown for 34 consecutive quarters and is one of the few in Asia which has avoided recession. (PIA-MMIO)

The Commission on Elections (Comelec) has called on the Department of Labor and Employment (DOLE) and the Civil Service Commission (CSC) to issue guidelines allowing private and public employees to register as voters even on weekdays and that their temporary absence from their work be considered as official time. This is in action to the fast approaching deadline for registration of voters on October 31.
Through Resolution No. 8669 promulgated on September 15, 2009, the COMELEC en banc noted that the DOLE is “bestowed with powers and functions for the full protection to labor, promotion of their welfare, and supervision over the relationship between employers and employees.”
Thus, the COMELEC deemed it necessary to “request the Department of Labor and Employment (DOLE) to issue the appropriate circular/guidelines urging private employers to allow their employees to file their applications for registration, transfer/reactivation, changes/correction/inclusions/reinstatement of entries of registration records even during weekdays, and to consider their temporary absence from work on official time.”
The poll body also made a similar request to the Civil Service Commission (CSC) to issue the appropriate order for civil servants. (PIA)
