Sen. Panfilo “Ping” Lacson announced that he was withdrawing from the 2010 presidential race. His reason for such action was the huge expenses of waging a campaign.
“The time has come to face the reality that the intent to lead in this land in order to do good has become an enterprise only to those who have access to unlimited funds. I bow to that reality,” Lacson said. This was why he did not attend Friday night’s televised Leadership Forum among prospective presidential candidates.
Lacson said he could have accepted the P200-million pork barrel allocated each senator every year so he could match the resources of well-moneyed candidates, but he chose not to for integrity’s sake.
The presidential hopefuls who appeared at the forum-former President Joseph Estrada, Sen. Loren Legarda, Makati City Mayor Jejomar Binay and Metropolitan Manila Development Authority chairman Bayani Fernando.

The Commission on Election’s special committee will now have to spare time to hear pending motions for reconsideration from previous disqualified bidders, despite the emergence of a supplier with the lowest bid.
The Special Bids and Awards Committee (SBAC) found the Smartmatic-Total Information Management consortium’s bid compliant with the commission’s requirements after the committee completed the evaluation of the remaining financial bids.
Smartmatic made a Php 7.2 Billion bid for the automation of the 2010 polls which covers 82,200 automated counting machines. Its close competition, Indra Sistemas, was disqualified because its Php 11-Billion offer is limited to 52,000 machines units. (PIA-MMIO)

President Gloria Macapagal-Arroyo signed into law the P11.3-billion supplemental budget for automation of the May 2010 polls.
Republic Act 9525 or the Supplemental Budget Law, would allow the Commission on Elections to fully automate the elections as it has been pushing for this to address cheating which is rampant during elections.
In a statement, Presidential Political Adviser Gabriel Claudio stressed that signing into law showed the President’s commitment to modernize the electoral process through automation.
This is in order to safeguard the true will of the Filipino electorate as well as ensure honest, efficient, and credible polls next year, he added.
Claudio said the 2010 elections would be a landmark democratic exercise as this would be the first time that the country will adopt the automation system in elections. (PIA/ Bohol)

Lakas-Christian Muslim Democrats and the Kabalikat ng Malayang Pilipino
(Kampi) will caution any split in the 2010 elections as it moves to further seal its merging which was “experimented” during the last local elections.
Lakas provincial chairman Gov. Erico Aumentado said the party will be strongest this time in preparing for next year’s elections after Pres. Arroyo and former Pres. Ramos met the both parties to seal their merge.
Gov. Aumentado retains his silence on whom to anoint as the official administration bets for the provincial and congressional slots.
Political observers noted that the governor will be tested on his political expertise in resolving the choices for official candidates under the Lakas-Kampi.

The so-called presidentiables have begun to fan out to the provinces in search of votes and voters. The presidentiables as of now are 11.
The frontrunners, per recent surveys, are: Vice President Noli de Castro, 59, 31 %; Loren Legarda, 49, 28 %; Manny Villar, 59, 27 %; Francis Escudero, 39, 19 %; Panfilo Lacson, 60, 14 %; former President Joseph Estrada, 71, 11 %; and Mar Roxas, 51, 10 %.
Others with only single digit ratings are Makati Mayor Jejomar “Jojo” Binay, 66; Metro Manila Development Authority Chairman Bayani Fernando, 63; and a corporate CEO, Chairman Efraim Genuino, 59, of the state casino monopoly Philippine Amusement and Gaming Corp. (Pagcor).
A presidential candidate must visit at least once 81 provinces, 136 cities, more than 200 congressional districts, and 1,495 towns. There are only two ways to skip this ritual of visiting major provinces: (a) use one’s immense popularity, and (b) spend on media exposure. The cost for that effort: P4 billion.
Two qualities will define the presidentiables: youth and experience. Two issues will define the presidential elections of 2010: the economy and corruption.
At this stage though, the economy seems still strong and dynamic. But fortunes could change come election time.
