MANILA, Mar. 11 (PIA)–Halos P3 bilyon ang gigahin sa Department of Budget Management (DBM) alang sa pagpalit og mga bag-ong high-powered firearms ug radio equipment sa Philippine National Police (PNP).
“Despite the challenges facing the PNP, the National Government fully supports the police force in fulfilling their mandate to prevent crime and maintain peace and order,” matud pa ni DBM Kalihim Butch Abad.

Dog and cat owners in the country would no longer have to pay a laboratory fee to have their pets tested for rabies.
This is a welcome development as Secretary of Agriculture Proceso J. Alcala ordered a moratorium on charging of the laboratory fee for rabies examination in government facilities.
DA is waiving the payment of laboratory fees at the Philippine Animal Health Center of the Bureau of Animal Industry (DA-BAI) and the Regional Animal Disease Diagnostic Laboratories (RADDLs) of the Department of Agriculture Regional Field Offices beginning February 2015 until December 31, 2016.
Although rabies diagnosis is available in government facilities, there are still unreported cases of animal rabies due to non-submission of samples for laboratory confirmation. The payment of a laboratory fee for rabies is seen as a hindrance because most people in rural areas could not afford to pay the fee.
Secretary Alcala said the laboratory examination for rabies should be free of charge to encourage submission of more samples from suspected animal rabies cases. Waiving the lab fee is in line with DA-BAI’s thrust to hasten the goal of a rabies-free Philippines through dog vaccination.
“There are a number of people who could not afford to pay the Php 200.00 laboratory fee for rabies examination. In waiving the laboratory fee, more pet owners especially in the rural areas will be encouraged to have their dogs tested for rabies” said Dr. Emelinda Lopez, Rabies Focal Person at DA-BAI. This will provide a clearer picture of the disease situation and will support the channelling of resources for rabies prevention and control in greatly affected areas.
DA-BAI started its Rabies Awareness Month Kick-off Activity on March 2, 2015 with the theme: “Bakunadong Pusa’t Aso sa Rabis Protektado”, coinciding with the agency’s 85th Foundation Anniversary. Rabies Awareness Month, celebrated annually every March, aims to increase public awareness on the risks of rabies and the importance of having dogs and cats vaccinated regularly against this fatal disease.
The activity is in line with the BAI’s goal of accelerating the achievement of a rabies-free Philippines by 2016. One of its aims is to vaccinate at least 70% of the estimated dog population in the country or about seven million dogs yearly for the next two years.
This year’s campaign benefits from increased resources of Php 40 million for rabies prevention and control being implemented by the Bureau of Animal Industry (BAI) with support from the Department of Health (DOH) and foreign-assistance from the World Organisation for Animal Health (OIE) and the Australian Government. The OIE project aims to vaccinate 300,000 dogs annually in the Bicol Region and contribute to national rabies eradication efforts.
Local Government Units (LGUs) have been very active in conducting mass rabies vaccination and awareness campaigns nationwide. (DA/PIA)

“GRADUATING” barangay officials are now one step closer to retirement benefits.
This after Rep. Erico Aristotle Aumentado (Bohol, 2nd District) filed a bill seeking the grant of benefits upon retirement of the punong barangay, members of the Sangguniang Pambarangay, barangay secretaries and treasurers as well as the barangay tanods, barangay health workers (BHWs), day care workers (DCWs), and members of the Lupong Tagapamayapa.
The move, in effect, amends Republic Act 7160 or the Local Government Code. It expands the scope of “barangay officials” as expounded in RA 7160.
Under House Bill 325, officials who are 60 years old and have served the barangay for at least nine years in an elective or appointive capacity stand to get a lump sum upon their retirement equivalent to their honorarium for 12 months but not to exceed P100,000.
Aumentado said the bill also intends to recognize the efforts of the barangay officials who, more often than not, are the frontliners in addressing problems in their locatoities, especially the remote ones.
In these cases, he said, when barangay folks manage to contact the police, sheer distance, rough roads and poor logistics often make their arrival too late – either the troublemaker has left, or the trouble has gone beyond control.
He added that the retirement age of 60 instead of the 65 of most civil servants also intends to let the retirees enjoy their remaining years with some funds to start a business or an income-generating project while still active and able.
In the Philippine setting where extended families are often the norm, the head of the family, who may be the father or mother, takes even their married children and even grandchildren under their wing. This means, the head may not save up for himself, or herself, for some needs after retirement, hence the envisioned benefit.
Under the bill, the retirement fund will be taken from the increase in the barangays’ share in the 20% development fund – from 40% to 41%. The 1% excess shall be kept in trust for the retirement fund.

Leads TESDA to 21st HEAT IT Caravan in Bilar
Technical Education and Skills Development (TESDA) Director General Sec. Joel Villanueva gave an excellent rating for the agency’s partnership with the Provincial Government of Bohol, citing the province as among top priorities of the agency jn its programs and projects.
“Partnership is key and with the equally excellent leadership of Gov. Edgar Chatto, we look forward to more projects and programs in Bohol.”, he said at the press conference last night.
The TESDA chief reported 65.3% employment rate for the entire Technical Vocational Sector in the last impact evaluation, a testament that it is doing well.
According to Villanueva, TESDA is also set to receive its ISO certification for the entire country, a first for the education sector, and second among all national agencies, next to the Department of Health (DOH), thanking Bohol and the entire Region 7 for being among first to be accredited in the journey to ISO certification.
The ISO certification waives the 5 year work experience required for employment.
TESDA currently boasts of 125 TESDA institutes, 6 in Bohol, and 4,500 including private institutions offering up to 245 training regulations with 29 courses available through online services.
Villanueva has committed to bring to the province a mobile training center in the next 3 or 4 months under a partnership with PAGCOR.
Villanueva leads the entire TESDA team as he joins the HEAT IT Bohol caravan today in Bilar to introduce scholarship programs of the agency, including Training for Work, Private Education Student Assistance Fund, Special Training for Employment Program, and Bottom Up Budgeting.
He also attends the graduation ceremonies for a thousand TESDA graduates at the Bohol Island State University (BISU) Bilar Campus today.
