THE Department of Budget and Management (DBM) rolled out P42 million as allocation—of which P29 million has been released as cash—to support the operational requirements of the Bangsamoro Transition Commission, in line with the Aquino administration’s goal of facilitating socio-economic reform and development in the Autonomous Region in Muslim Mindanao (ARMM) through the creation of the Bangsamoro Basic Law.
“This release is meant to cover the initial budgetary requirements of the Transition Commission, particularly for its operational needs. The Aquino administration has already mobilized the necessary talent and resources to establish the commission and ensure its success in drafting the Bangsamoro Basic Law. In the long-term the Transition Commission will play a crucial role in fostering and sustaining peaceful dialogue between the Administration and the Bangsamoro,” said Secretary of Budget and Management Florencio “Butch” Abad.
Pursuant to Executive Order No. 120, the Transition Commission was constituted to draft the proposed Bangsamoro Basic Law, with provisions consistent with the 2012 Framework Agreement on the Bangsamoro.
The P42 million will fund the Transition Commission’s requirements for Personnel Services (P17.03 million)—specifically for 16 officials appointed to the commission—and its Maintenance and Other Operating Expenditures (P25 million). The releases were funded against the Miscellaneous and Personnel Benefits Fund (MPBF) under the 2013 General Appropriations Act and the FY 2013 Contingent Fund, respectively.
The amount requested is part of the P100 million authorized by President Benigno Aquino to support the operations and personnel requirements of the commission, chargeable against the FY 2013 Contingent Fund and subject to further evaluation of the DBM.
“We are taking the necessary steps towards supporting the realization of a truly united, accountable and participative Bangsamoro, guided by our peace and development agenda for the region. We believe that the fruition of our goal to provide better public services, improved economic development, and more job opportunities for Bangsamoro constituents is already under way,” added Abad. Dante de Lima, National Coordinator for Rice Program nga gipadalhan na nila og sulat ang National Food Authority (NFA), Department of Trade and Industry (DTI) ug Bureau of Customs (BoC) aron masiguro nga dili makalusot ang mga bugas nga kontaminado sa kemikal nga lead.
Base sa gihimong pagsusi, ika-unomon nga mas taas ang nakitang matang sa lead sa mga bugas nga gikan sa China.
Gawas niini, giingong mas taas usab sa kemikal nga cadmium – usa ka heavy metal – ang bugas nga usa ka matang sa kemikal nga mahimong magdala sa sakit nga kanser.
Tungod niini, giingong plano sa DA nga mopahigayon og sample testing alang sa mga rice mill products sama sa noodles, bihon ug uban pang mga produkto.

MALACAÑANG said it remains committed to addressing poverty in the country through various initiatives and it is not solely relying on surveys as benchmarks for its interventions.
In a latest Social Weather Stations (SWS) survey, it showed a rise on the number of hunger incidence in the country, from 16.3 percent in December to 19.2 percent this March.
But in a press conference in Malacanang, Deputy Presidential spokesperson Abigail Valte said the SWS survey, since it is done quarter to quarter, is a little bit volatile or is moving up and down.
“This is partly why we don’t tend to take the survey alone as the sole benchmark for prioritizing several areas for us to concentrate or to at least target these areas,” Valte said.
One of the continuing thrusts of the government is the expansion of the conditional cash transfer (CCT) program of the government, the Palace official said.
The government said that all over the country there were 3.9 million family beneficiaries of the CCT. The CCT is a human development program that invests in the health and education of poor households, particularly of children aged 0-14 years old.
Other programs also include livelihood for the poor, Valte said. This initiative provides trainings to support for those who wish to start small businesses, small or medium enterprises, she added.
The government has also identified several areas to prioritize to generate more jobs particularly in the agri-business and tourism sectors, she added. (PND)

Matud pa ni DepEd Undersecretary Tonisito Umali, 23.9 milyon ka estudyante gikan kinder hangtud high school ang gipaabot nilang mosulod karong tuig sa mga pampubliko ug pribadong tunghaan diin 3 milyon niini ang sa pribadong tunghaan.
Sa niaging tuig, giingong naa sa 20 milyon lang ang natalang gidaghanon sa mga estudyante.
Apan padayon pa gihapon ang enrollment karon diin ang mga maulahi, kinahanglang mohatag og igong rason ilabi na nga niadtong Enero pa nagsugod ang early registration.
Sa pagbukas sa klase, giingong kakulang pa gihapon sa mga lawak-tunghaan ang mosugat sa mga estudyante.
Gawas sa mga lawak-tunghaan, kulang usab og mga magtutudlo bisan nakakuha na og 61,500 ka mga bag-ong magtutudlo ang DepEd.
Matud pa sa DepEd, 19, 579 ka classrooms pa ang kulang ug target nila kining mahuman sa dili pa matapos ang school year 2013-2014.
