“THE deadline has passed but we are not letting our guards down,” Col. Romeo Brawner told the Provincial Peace and Order Council during a meeting at the Bohol Tropics Thursday January 13.
“We are fortunate that we have surpassed the deadline set by Abu to kidnap foreigners,” Brawner said during the recent assessment of the peace and security situation in Bohol.
“We will not let our guards down, we will maintain security not only in Panglao but the whole of Bohol as well, our boats will remain in the area and our focus will remain in place,” he added.
Governor Edgar Chatto also echoed Brawner pronouncements saying “The most critical moments are when we believe the danger has passed.”
Brawner, who leads the army Special Forces Battalion cited the intelligence report that said a band of Abu Sayaff bandits were heading to Bohol on a double-engine speedboat Monday January 10 to kidnap two foreign tourists.
Brawner also confirmed that the same intelligence report which said that the deadline for the operation was within January 10-11.
“Bohol was indeed a target for kidnapping by Abusayyaf, our Manila intelligence has confirmed,” Brawner shared.
Immediately after receiving the intelligence report, which was validated and was said to have come from a reliable agent in Zamboanga, police and military authorities in Bohol rolled into motion security operations and crisis management planning to get the most immediate deterrent assets in the general area where the hit was supposed to happen.
PSSupt Constantino Barot also immediately placed Bohol under a heightened security alert even as he directed the deployment of additional police troops, augmented police stations located within Panglao island and neighboring tourist islands of Balicasag and Pamilacan.
The Philippine Navy also sent a patrol boat while the Army Special Forces also deployed their sea asset to beef up security operations in the seas.
Barot also bared that the Philippine Air Force has committed an attack and a utility chopper for the operations of the area south of Bohol.
On this, Governor Edgar Chatto stressed that “Our preparedness would never be substituted by anything else.”
We should always have the capability to respond not only to the present, but future dangers and threats, Chatto told PPOC members. (racPIABohol)

Sa pagkakaron, ang mga commuters lamang sa LRT ug MRT ang nakapahimolos sa subsidy sa gobyerno ug apil ang dili commuters niini ang gi-abaga sa katawhan pinaagi sa ilang buwis.

President Benigno S. Aquino III has declared Jan. 24, 2011 as “Philippine Tropical Fabrics Day” to instill patriotism and nationalism among Filipinos, promote the preferential use of locally-manufactured goods using local resources and adopt measures that will help generate wider employment of local fabrics.
Proclamation No. 86 which Aquino signed Dec. 21 last year, defines tropical fabrics as those containing natural fibers produced, spun, woven or knitted and finished in the Philippines for use of office uniforms and government officials and employees and for other purposes.
According to the President, the implementation of Republic Act 9242 provides the needed push for the judicious utilization of natural fibers like pineapple, banana, abaca and Philippine silk on the one hand and the revival and upliftment of the local textile and garments industry on the other, both of which shall redound to creation of livelihood in the agricultural and industrial sectors.
He said as the use of Philippine tropical fabrics unfolds overtime, there will be a growing awareness and sense of pride among Filipinos to patronize and use locally-manufactured textiles.
The President designated the Philippine Textile Research Institute and the Department of Science and Technology to ensure and plan out activities during the observance of the Philippine Tropical Fabrics Day.
The Chief Executive also called on the fabric producers, textile manufacturers and garment industries, including the private sectors, associations and institutions to actively participate in the proper observance of the Philippine Tropical Fabrics Day and to give their full support in the local production and use of local tropical fabrics and in recognition of their importance in manpower capability-building. Despite the spate of negative travel advisories on the Philippines, the number of foreign
arrivals totaled 3,451,668 in 2010, or 19.5 percent higher than the 2,887,303 who came to the
country in the previous year, according to the Bureau of Immigration (BI).
Immigration officer-in-charge Ronaldo Ledesma said the negative advisories by foreign
governments warning their citizens against going to the Philippines did not have any impact
at all. He said foreign arrivals even peaked during the last quarter of the year, when most of
the advisories were issued due to alleged threats of terror attacks in the country.
BI records showed that from 188,028 foreign visitor arrivals last September, the number
increased steadily to 204,779 in October, 218,482 in November, and 265,651 in December.
Ledesma noted that the BI statistics are consistent with the tourism department’s target of
3.3 million tourist arrivals in 2010. The number pertains to all international travelers, including
tourists, investors, expatriates, students, and balikbayans who acquired foreign citizenship.
BI Immigration Regulation Division chief Alberto Braganza said that of the 3.4 million
foreigners who came last year, about 80 percent or 2.7 million arrived at the NAIA, while the
rest were admitted in other ports such as Mactan, Clark and Davao. (PIA)

The Supreme Court has affirmed with finality its ruling upholding the constitutionality of a
2007 law that allows warrantless arrests of terror suspects and their temporary detention
without charges.
In a two-page resolution, the court en banc denied the motion for reconsideration filed by
several cause-oriented groups for their supposed failure to raise new arguments that would
warrant a reversal of the tribunal’s Oct. 5, 2010 decision.
“The Court resolved to deny with finality the said motion for reconsideration, as the basic
issues raised therein have been passed upon by this Court and no substantial arguments nor
compelling reason were presented to warrant the reversal of the questioned decision,” the SC
ruled.
The law — the Human Security Act of 2007 or Republic Act 9372 — took effect on July 15,
2007 despite strong opposition from various cause-oriented groups who believed the law
would lead to human rights abuses.
In its Oct. 5, 2010 decision, the SC, by a unanimous vote, dismissed all six consolidated
petitions questioning the validity of the HSA, saying none of the petitioners had any legal
standing to file the case since “none of them face any charge” under the said law. (PIA)
