BFAR keeps fish supply mandate, Inaugurates 11th CFLC in Ubay

UBAY, Bohol, January 9 (PIA)—While legislators are busily tackling ways to bring down the price of fish in Bohol, Bureau of Fisheries and Aquatic Resources (BFAR)  kept to their mandate and inaugurates Bohol’s 11th fish hub, January 9 in Ubay town.

The fish hub is a facility where fishermen can land their daily catch to be assured of a market, or at least refrigerate them so it does not go to waste and can be sold the following day.

BFAR call these facilities Community Fish Landing Center (CFLC), and placed in them post-harvest facilities as well as spaces for trade, administration and at least a decent space for meetings and training.

Earlier, fishermen have admitted that bringing their catch to the mainland is risky as there might not be a market for their fish and without refrigeration at home, their catch might stale and go to waste.

On this, the BFAR intends to respond to that issue while noting that fisher-folk, including the entire fish trade value chain are registered and organized.

The CFLC acts as their common venue to train, to organize and plan as well as to mend their nets, sell their catch and store them in shared facilities to maximize on the harvest, BFAR Regional Director Dr. Allan L. Poquita said.

The Ubay CFLC is the 11th of the 14 multi-million facilities which Bohol got from the national government since 2016 to 2017.

Ubay CFLC has stainless steel stalls, and freezers so fish can be stored when it is not sold right away.

The new CFLC comes in its iconic shades of blue, two storey structure with provisions for an administration room, male and female restrooms, stock rooms, display and open spaces while the roof deck is a massive oven railed space for whatever the fishermen and their organizations deem it useful.

Funded by the national government through the National Anti-Poverty Commission, BFAR, National Fisheries Development Corporation and the local government unit of Ubay, the convergence of funds made the project a P2.8 million facility model of partnership, explained director Poquita.

Ubay Mayor Constantino Reyes, who used to have a fishing fleet before he ventured into politics, recalled that Ubay used to be among  the town markets with the most bountiful fish.

It was also the time when the fisheries were not regulated and there was illegal fishing.

But himself convinced that regulated fishing as well as sustainable fisheries is the right way, he has spearheaded his town’s campaign into convincing blast fishers to go sustainable fishing.

With Ubay sitting in the midst of a biodiversity hotspot in the Danajon Double Barrier Reef, its sprinkle of islands, islets and shoals breed good fish which are tempting fishermen to go blast fishing.

To make sure destructive blast fishing ins stopped, the mayor organized confessed illegal fishers and gave them starter livelihood projects.

The town is also setting up two floating detachments to be manned by a composite team of wardens, police and the army as well as BFAR to keep guard of the town’s island fishers and poachers.

Now that BFAR has put up and nears its 14th CFLC, people are hoping that other sectors also look at how they can contribute to solve the mysterious pricing system when the amount fishermen get when they sell is too measly and decent enough.

With sustainable fisheries now convincing people that smart way is the better way, people each day ask the dreaded question: Will these facilities really affect and bring down the price of fish? (rahc/PIA-7/Bohol)

Bohol awaiting arrival of Brazilian girolando cattle

 

 

 

TAGBILARAN CITY January 6, 2018 (PIA)—The move to make Bohol the country’s dairy capital nears, hooves at a time.

 

This as the Department of Agriculture (DA) through secretary Emmanuel Pinol is set to bring to Bohol the first batch of girolando cattles which the country imports from Brazil.

 

The batch, according to separate sources at the DA said as much as 2,000 heads are expected to arrive in Bohol this year.

 

Governor Edgar Chatto, in his message to Boholanos gathered during the opening of Bohol’s third Dairy Box, a mall stall selling buffalo milk, bared the development even as Sec. Pinol has wanted to know how Boholanos would take the plan to transform the province into udder for the country’s dairy requirements and cut on imported dairy dependence. .

 

Gov Chatto said the government through the DA plans to import about 5,000 heads of Girolando dairy cattle from Brazil to attain the goal.

 

He added that the government is now awaiting the completion of the quarantine of these cattle to make sure that these imported breeds carry no diseases that can affect the native breeds in the province.

 

Bohol, which has been declared free from foot and mouth disease affecting cloven livestock is also particularly cautious about the entry of the disease that can be carried by imported breeds.

 

Bohol has over 3,000 hectares of lands at the Ubay Stock Farm which could be ideal for the target of increasing the local supply to respond to the national requirement.

 

The Philippines hand been largely dependent on imported milk and dairy products from New Zealand and other countries like the United States and Canada, as only 1.8 % of the national requirements produced here.

 

At the Ubay Stock Farm is the National Dairy Authority’s Multiplier Farm which also operates a cattle dairy farm while in the same complex is the Philippine Carabao Center, which has now produced an average of 200 liters of buffalo milk daily.

 

Bohol livestock adopters who availed of the New Zealand Cattle dispersal program noted that milk production is not much with the tropics.

 

Already averaging 200 liters of carabao milk a day from its buffalo livestock farmers, the next target is to continue with the Italian Buffalo dispersals while looking at the Girolando breeds.

 

Research showed that Girolando cattle is a cross breed from the Dutch breed Gir and the Holtein cattle.

 

The goal was to get an improved breed with a high productivity, fertility and efficiency and still not be affected by the warm equatorial climate.

 

The female Girolando has physiological characteristics perfect for production in the tropics like udder capacity and support, size of teats, has high milk production, its black and white spots perfect for its thermo-regulatory capacity, among others.

 

According to the cattlesite.com, Girolandos start producing calves at around 30 months, peaks in milk production at 10 years to 15 years, with a between birth intervals at 410 days.

ASIA PACIFIC GOVERNANCE CONFAB HIGHLIGHTS “BOHOL MODEL”

Bohol’s Open Governance model took center stage in this year’s ASIA PACIFIC LEADERS FORUM ON OPEN GOVERNMENT in Jakarta, Indonesia last December 14.
The host country thru Indonesia’s Ministry of Planning invited Bohol Governor Edgar M. Chatto to speak on Sub National Open Governance and its impact to development taking the experience of Bohol province.
Gov. Chatto’s name was among the list of nominated speakers evaluated by the organizing committee in Jakarta.
His innovations in Open Government  both in executive and legislative branches and the strong indorsement of the Philippine Government earned for him the slot to speak in the Forum attended by over 500 delegates from Asia Pacific countries.
Also invited to speak in the Forum were DBM Secretary Ben Diokno, who spoke on Participatory Budgeting and COA Chairman Michael Aguinaldo who shared the Philippine experience in Transparency policies.
The Philippine delegation was received warmly in Indonesia by Philippine Ambassador Maria Lumen B. Isleta and top officials of Liwayway Group of Companies owned by Amb. Carlos Chan, Richard Yu and Kyle Sy.
The one day trip of Gov. Chatto to Indonesia was his shortest foreign travel so far fully sponsored by the Indonesian government at no expense to the province of Bohol including that of his wife Balilihan Mayor Pureza Veloso Chatto who accompanied him.

Cases of violence against women, girls decreasing!

 

 

TAGBILARAN CITY, December 8 (PIA)–Bohol Police Provincial Office reports a 52% dip in violence against women and children (VAWC) from January to November in 2017.

 

The downtrend is already considered huge accomplishment and records would also show that in 2016, VAWC cases reached 165 cases, according to a report read by Police Senior Inspector Nida Perocho.

 

Perocho, who came to the Kapihan sa PIA bringing a summative report on the vawc cases in Bohol also clarified that the cases in their records at Camp Dagohoy reflect only those getting into town blotters that prospered into legal suits.

 

As to the development, authorities continue to urge women and girls who might be victims of physical, sexual, emotional and psychological or economic abuse to come out where help is available.

 

It would only be when they come out from hiding that they can be helped, emphasizes Inspector Perocho.

 

And coming out may mean getting these cases known by legal suits.

 

One thing good about reporting these cases of abuse is that the perpetrators would have something to think about before committing another atrocity as he can really get to jail, added social worker Desiree Faith Lingo, at the radio forum.

 

By reporting and filing suits however, many women and girls fear they have nowhere to go.

 

A facility called Bohol Crisis Intervention Center here responds exactly to cases like that, volunteers BCIC’s Donna Belle Mante.

 

BCIC is designed as a temporary shelter and safe house for women and children who are victims of violence, where victims get to a support group, avail of stress debriefing, medical, legal and other services from the government while their cases are considered inc ourts.

 

Among the advocacies adopted for the national observance of the 18 day campaign to end violence against women set November 28-December 12 is the Kapihan sa PIA in Bohol.

 

Topping crimes which were elevated to the courts were physical abuse which reached 20 cases, psychological abuse at 14, economic abuse at 14 and rape at 5.

 

Acts of lasciviousness cases reached 4, sexual harassment and incestuous rape each had 2 cases while a single case of bigamy and violation of personal protection order reached Camp Dagohoy.

 

A high case count of rape in the cases filed was affected by a case where there were 19 counts of rape filed to a perpetrator of a single victim, Inspector Perocho detailed.

 

As to the decrease, BCIC, a temporary shelter for women and children operated by the Provincial Government said that it entails two considerations.

 

An increase in cases may mean more and more people know that they can report these to authorities, while a decrease can really mean such, social worker Donna Belle Mante said.

 

Mante, who sits among the key authorities at the BCIC said since their establishment in 2002, their occupancy rate has always been averaging 30 sheltered victims.

 

BCIC has now been tagged as a safe house for women and girl victims of gender based abuses, Mante said.  (rahc/PIA-7/Bohol)

TIEZA endorses new Bohol tourism loops

THE Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has approved in principle the development of new tourism loops for Bohol.

Rep. Erico Aristotle Aumentado (Bohol, 2nd District) said the TIEZA concept groups that visited Bohol last month have endorsed the Abatan River-San Vicente Ferrer pilgrimage site-Punta Cruz Watchtower loop in Maribojoc town, the Ubay Stock Farm in Ubay and all possible activities on top of rodeos that can be done there, and more exciting and titillating activities at the Danao Adventure Park in Danao.

Aumentado said the concept groups will next conduct the formal feasibility studies to determine what infrastructure and improvements are needed to ensure complete, convenient, enjoyable and memorable tourist experiences.

Based on the studies, the detailed engineering designs (DEDs) and programs of works (POWs) can then be prepared. These, in turn, will determine the cost of the projects – readying them to be proposed for funding.

The visit of the TIEZA concept groups was at the instance of Cabinet Secretary Leoncio Evasco and Aumentado as part of the latter’s responsibilities as House Tourism vice chair.

The solon had said Bohol should offer more than the Chocolate Hills and the tarsier to keep its niche in the highly competitive tourism industry – at a reasonable price range.

The entry of more airlines to the province is a step in the right direction. Competition augurs well for each company trying to outdo each other in terms of rates and services, he said.

This should also be the case for the resorts and hotels in Alona Beach in Panglao and all other beach strips here.

To note, he warned, other provinces are starting to develop their respective beaches and are now offering river cruises as well.

“Sooner or later, beach tourism – a maturing industry in Bohol – will reach a plateau. Pairing it with just the tarsier and the Chocolate Hills might become too bland already for adventure seekers hence, the need to innovate, improve existing and add more facilities”, he explained.
