TAGBILARAN CITY, July 4 (PIA)—In the serious drive against drugs, is there really a need for Bohol to purchase special equipment to test illegal substances immediately after raids and busts?
The purchase in question is an expensive special drug test implement that can accurately tell even the qualitative content of a drug sample.
The question surfaced over the most immediate need to confirm if the bust haul was indeed drugs and not any other adulterating substance, that the quality is indeed high and that the quantity remains unquestionable in after operation reports.
An incident over a huge drug haul during a raid on a suspected drug personality in Tagbilaran causes so much stir as later laboratory tests results showed the haul was nothing but alum.
This raised eyebrows as accusations of reduced weight and volumes of illegal substances before these evidence get to the crime laboratory have compounded the reasons to test and helped push members of the Provincial Peace and Order Council (PPOC) to determine if, aside from the PNP Crime Laboratory set up, buying special equipment to test drugs is necessary.
Bohol police crime laboratory operatives helping the Philippine Drug Enforcement Agency (PDEA) in enforcing anti drug operations however said the equipment present now that the PNP Crime Lab in Camp Dagohoy suffices.
The equipment which police authorities propose would be used to determine the purity and degree of adulteration for confiscated methamphithamine hydrochloride otherwise called shabu.
“It can cost millions,” PSupt Nicomedes Olaivar however said.
Wanting to weigh the necessity of the equipment, council members asked how the current tests are done.
Accusations that authorities could have something to do with a possible swap of the confiscated items into something useless, or deducting sizable quantities of drugs from confiscated volume to allow suspects to post bail are rife.
But as to the drugs being adulterated, Special Weapons and Tactics (SWAT) Commander Supt Olaivar admitted that due to the street value of drugs, adding alum to shabu is a usual practice.
Meanwhile, PDEA Bohol agent Maria Chona Egam as well as PDEA 7 Deputy Director Wardley Getalla reported that drugs here are sold as low as P300 per small pack.
Adulterating these with alum increases the weight and simultaneously increases the price, heaping profits, PSuperintendent Olaivar shared to the council.
The SWAT head hinted that the equipment may be needed to perform confirmatory tests [on drugs] prior to a major buy-bust.
As such, he said a gas chromatography mass spectrometry (GC/MS) test on the purity percentage of a confiscated shabu can help police authorities determine the quality of the illegal substance confiscated.
The GC/MS testing methodology is used to confirm presumptive drug screen specimens by providing the molecules identification and their varying degrees, says LabCorp.com.
But, Bohol prosecutor Macario Delusa clarified that the degree of purity of a substance is not any obstacle to generate a case worth prosecution in courts.
This also means that even if the volume is adulterated, as long as it tests positive for illegal substances, it already warrants the filing of suits.
Meanwhile, PDEA Bohol agent Egam explained that operatives leading the buy busts or the raids are held responsible for the custody of the evidence gathered and are responsible for bringing these to the crime laboratory immediately.
She added that the crime lab does the initial confirmatory tests through re-agents and issues chemists’ findings sufficient for the filing of appropriate cases.
With this, the PPOC believes the acquisition of a GC/MS is not yet a priority, thus the council sidelined the proposal. (rac/PIA-7/Bohol)

TAGBILARAN CITY, June 28 (PIA)–When Bohol Provincial Police Office shifted its gears to implement the anti-swertres drive, the campaign amassed P28,460.00, nabbed 44 ushers, 11 runners and filed 47 cases in 52 anti illegal swertres operations from May to June 22.
As orders to get serious on illegal gambling emanated from the police higher-ups, Camp Dagohoy, Bohol Provincial Police Office issued several directives in the campaign against all forms of illegal gambling particularly swertres, PCSuperintendent Lorenzo Batuan reported at the Provincial Peace and Order Council (PPOC).
Batuan, in his prepared Powerpoint presentation enumerated these directives they also sent to the police stations to cruise their local drives too.
He said Camp Dagohoy sent to the police stations the memorandum from the national headquarters contained in the Letter of Instructions 05-2012 on the crafting of the Regional Anti-Illegal Gambling Special Operations Task Force dated May 4, 2012.
Camp Dagohoy also informed them of the Police Regional Office 7 implementing plan on the mandated operation of the Regional Anti-Illegal Gambling Special Operations Task Force dated May 8, 2012.
Moreover, he recalled the One Strike Policy memorandum from PRO7 dated November 5, 2012 which also detailed the Anti-illegal Gambling Campaign implemented earlier.
For the region, Camp Dagohoy has also transmitted through radio messages last March 3, 2016 on the Conduct of Illegal Gambling operations.
Another radio message from PSSUpt Dennis Agustin dated March 4, 2016 also directed a reinvigorated Illegal Gambling drive, particularly on “Suertres.”
Thress days later, PD Agustion again sent a radio message dated March 7, 2016 directing police stations to conduct aggressive anti-illegal gambling operations.
This, Batuan was was followed by a memo from PD Bohol last March 10, 2016 enforcing the One Strike Policy on Illegal Gambling Particularly on “Suertres.”
A week later, Camp Dagohoy again radioed a message dated March 16, 2016 now demanding accomplishment on illegal gambling’s anti “Suertres” drive.
This was followed by an even more stringent measure, allowing the One Strike Policy as a guide on all police anti-illegal gambling drives.
Armed with these and taking up the office orders as their shield, Bohol police operations also confiscated 4 motorcycles used in the illegal gambling, cellphones and tally sheets as evidence, according to Batuan.
Based on the police presentation of its anti swertres campaign, only 6 police stations could not put up accomplishments: Alicia, Anda, Candijay, Dagohoy, President Garcia and Sikatuna may really have no illegal gambling operations in their area, or the stations could not conduct any operations. TAGBILARAN CITY, June 28 (PIA)–Crimes in Tagbilaran City plunged 45% in May 2016 as against the same period last year, and so is its crime solution efficiency (CSE).
In May 2015, crimes recorded in City police logbooks reached 171 compared to May this year which only had 94 cases.
But in 2015, CSE was 59.06% for solving 101 cases over 171 cases logged while with 94 cases in 2016, city police officers only considered 51 charges solved as against the 94 cases filed. This equals to 54.25%, according to city operations chief, SPO1 Celso Orapa.
SPO1 Orapa reported at the City Peace and Order Council in lieu of PCSuperintendent George Vale, who begged off due to sore throat.
City police chief PCSupt. George Vale however introduced before the 33 council members present, the Orapa report, also picking as spoiler, the huge disparity in crime volume between the two compared dates.
While of the city police solved or at least filed appropriate charges to suspects in the 101 cases to tally a better batting average, only 51 charges have been filed pertaining to suspects involved in crimes out of the 94 cases logged in City police blotters in 2016, thus a lower efficiency.
Of the May 2015 crimes which totaled 171, index crimes reached 101 while non index crimes topped 70.
By the same month in 2016, total crime volume reached 94: with 69 index and 25 non index crimes, according to Orapa.
Comparing the crime statistics in the two months of separate years, police noted a 45% decrease in crime volume, 31% dive in index crimes and a huge 64% slide down on non-index crimes.
On both years however, theft still topped among index crimes: 64 in 2015 and 48 in 2016, SPO1 Orapa pointed out.
In both years too, the next top three crimes after theft are physical injuries, robbery and carnapping.
City chief Vale said they are now into eliminating suspects profiles in these theft cases, even as he hinted that boarding houses are most usually victimized.
In the city’s index and non index crime distribution, Cogon, Poblacion 2 and Poblacion 3 top districts where crimes usually happen.
At the meeting, Cogon Punong Barangay Nicanor Besas admitted he has identified and warned, rescued and apprehended the thieves, who are mostly minors.
While those who were stirring trouble with the law in 2015 are mostly goners, a new breed of younger siblings are now taking their places.
For this, in July, Tagbilaran City implements curfew to minors who are unaccompanied by adults, chief Vale said. (rac/PIA-7/Bohol)

DTI Bohol, through TESDA conducts a 2 ½ month training on Basic Cookery in Duero, Bohol. The training which ran from March 18 to May 21 this year, was one of the activities under the Bottom Up Budgeting (BUB) Program of the municipality, which is implemented by DTI. Some twenty nine (29) out-of-school youth, teachers and working mothers were trained on the preparation of different dishes and desserts, as well as on the proper use of kitchen utensils and equipment.
TESDA Certificates were issued to the graduates during the culmination exercises last June 23 at the Duero Function Hall.
