TAGBILARAN CITY, June 28 (PIA)–When Bohol Provincial Police Office shifted its gears to implement the anti-swertres drive, the campaign amassed P28,460.00, nabbed 44 ushers, 11 runners and filed 47 cases in 52 anti illegal swertres operations from May to June 22.
As orders to get serious on illegal gambling emanated from the police higher-ups, Camp Dagohoy, Bohol Provincial Police Office issued several directives in the campaign against all forms of illegal gambling particularly swertres, PCSuperintendent Lorenzo Batuan reported at the Provincial Peace and Order Council (PPOC).
Batuan, in his prepared Powerpoint presentation enumerated these directives they also sent to the police stations to cruise their local drives too.
He said Camp Dagohoy sent to the police stations the memorandum from the national headquarters contained in the Letter of Instructions 05-2012 on the crafting of the Regional Anti-Illegal Gambling Special Operations Task Force dated May 4, 2012.
Camp Dagohoy also informed them of the Police Regional Office 7 implementing plan on the mandated operation of the Regional Anti-Illegal Gambling Special Operations Task Force dated May 8, 2012.
Moreover, he recalled the One Strike Policy memorandum from PRO7 dated November 5, 2012 which also detailed the Anti-illegal Gambling Campaign implemented earlier.
For the region, Camp Dagohoy has also transmitted through radio messages last March 3, 2016 on the Conduct of Illegal Gambling operations.
Another radio message from PSSUpt Dennis Agustin dated March 4, 2016 also directed a reinvigorated Illegal Gambling drive, particularly on “Suertres.”
Thress days later, PD Agustion again sent a radio message dated March 7, 2016 directing police stations to conduct aggressive anti-illegal gambling operations.
This, Batuan was was followed by a memo from PD Bohol last March 10, 2016 enforcing the One Strike Policy on Illegal Gambling Particularly on “Suertres.”
A week later, Camp Dagohoy again radioed a message dated March 16, 2016 now demanding accomplishment on illegal gambling’s anti “Suertres” drive.
This was followed by an even more stringent measure, allowing the One Strike Policy as a guide on all police anti-illegal gambling drives.
Armed with these and taking up the office orders as their shield, Bohol police operations also confiscated 4 motorcycles used in the illegal gambling, cellphones and tally sheets as evidence, according to Batuan.
Based on the police presentation of its anti swertres campaign, only 6 police stations could not put up accomplishments: Alicia, Anda, Candijay, Dagohoy, President Garcia and Sikatuna may really have no illegal gambling operations in their area, or the stations could not conduct any operations. TAGBILARAN CITY, June 28 (PIA)–Crimes in Tagbilaran City plunged 45% in May 2016 as against the same period last year, and so is its crime solution efficiency (CSE).
In May 2015, crimes recorded in City police logbooks reached 171 compared to May this year which only had 94 cases.
But in 2015, CSE was 59.06% for solving 101 cases over 171 cases logged while with 94 cases in 2016, city police officers only considered 51 charges solved as against the 94 cases filed. This equals to 54.25%, according to city operations chief, SPO1 Celso Orapa.
SPO1 Orapa reported at the City Peace and Order Council in lieu of PCSuperintendent George Vale, who begged off due to sore throat.
City police chief PCSupt. George Vale however introduced before the 33 council members present, the Orapa report, also picking as spoiler, the huge disparity in crime volume between the two compared dates.
While of the city police solved or at least filed appropriate charges to suspects in the 101 cases to tally a better batting average, only 51 charges have been filed pertaining to suspects involved in crimes out of the 94 cases logged in City police blotters in 2016, thus a lower efficiency.
Of the May 2015 crimes which totaled 171, index crimes reached 101 while non index crimes topped 70.
By the same month in 2016, total crime volume reached 94: with 69 index and 25 non index crimes, according to Orapa.
Comparing the crime statistics in the two months of separate years, police noted a 45% decrease in crime volume, 31% dive in index crimes and a huge 64% slide down on non-index crimes.
On both years however, theft still topped among index crimes: 64 in 2015 and 48 in 2016, SPO1 Orapa pointed out.
In both years too, the next top three crimes after theft are physical injuries, robbery and carnapping.
City chief Vale said they are now into eliminating suspects profiles in these theft cases, even as he hinted that boarding houses are most usually victimized.
In the city’s index and non index crime distribution, Cogon, Poblacion 2 and Poblacion 3 top districts where crimes usually happen.
At the meeting, Cogon Punong Barangay Nicanor Besas admitted he has identified and warned, rescued and apprehended the thieves, who are mostly minors.
While those who were stirring trouble with the law in 2015 are mostly goners, a new breed of younger siblings are now taking their places.
For this, in July, Tagbilaran City implements curfew to minors who are unaccompanied by adults, chief Vale said. (rac/PIA-7/Bohol)

TAGBILARAN CITY, June 27 (PIA)—With increasing traffic related incidents heaping up cases and bloating crimes logged in municipal police blotters, Bohol Provincial Police Office reports a total of 84 more crimes in May over the previous month.
Reporting for BPPO police barracks chief PSSupt. Dennis Agustin, PCSuperintendent Lorenzo Batuan pointed out that the 217 index crimes in April rose to 224 in May this year.
At the Provincial Peace and Order Council Friday, June 25, Col. Batuan pointed to the usual culprits in the elevation of total crime volume in Bohol.
“As usual, the noted increase is due to road accidents resulting to Homicide, Damage to Properties, and Physical Injuries, he told PPOC members.
On the other hand, for non index crimes, BPPO operations chief also noted that of the crimes in April, Bohol tallied 393, a figure which further drowned with the 470 cases by May.
The police provincial headquarters recorded 610 crime volume in April, which also rose to 694 in May.
Of the 610 crimes logged in April, Col Batuan showed that 178 of the cases, or 34.26% are crimes in the blotter for traffic related incidents.
The figure eased a bit with May’s 694 crimes where 207 of them were traffic related incidents.
Traffic incidents in the blotter in Bohol stations reached 29.8% for May, still a considerable count considering that the 207 cases could have been significantly lower should people get on to it.
To illustrate the point, in April for example, BPPO snags 110 cases of physical injuries, 62 damage to property as well as 6 homicide cases.
When May came, Camp Dagohoy statisticians received total crime volume at 122, 77 of them caused damage to property and 8 cases of homicide.
PPOC Chair Governor Edgar Chatto once picked the good and well paved road networks as a lure for drivers to over-speed which almost always results to accidents.
Also, irregular under the table deals at the Land Transportation Office have been pointed out as largely contributing to the proliferation of incompetent and unskilled drivers.
Drivers who do not want to get in line and undergo the circuitous processing of papers are now paying the examiners at the LTO to obtain a license.
This is despite the fact that traffic enforcers who would dent on the campaign to rid the streets of irresponsible and unskilled, the road-worthy and the ill-maintained, could hardly take off with enforcement people getting embroiled in controversies. (rac/PIA-7/Bohol)

The “Geeks on a Beach” (GOAB) international tech and startup conference, which has greatly contributed in empowering Philippine startups, will return for the fourth year in the scenic island of Panglao in Bohol this August 25-26, 2016.
This was announced by TechTalks.ph and the new Department of Information and Communications Technology (formerly DOST-ICTO) which co-organizes the event since 2013 as well as the MVP companies — PLDT SME Nation, Ideaspace, SmartDevNet, PLDT Innolab, Smart Communications — which are co-presenting the event this year.
The 4th GOAB, a unique confab featuring the cutting-edge of the tech world in a laid-back atmosphere, is the first startup event to be held right after President Benigno S. Aquino III signed the bill creating the Department of Information and Communication Technology (DICT) last month.
“Even better days are coming. The Philippine startup community is one of the sectors that have lobbied for the creation of the DICT. We hope DICT will continue to work together with various public-private stakeholders to empower startup communities to drive faster economic growth,” said Mon Ibrahim,Deputy Executive Director.

He said GOAB can be a platform in putting Philippine startups at the forefront of change by opening doors to investors and capital from within the ASEAN region along with North American, European, Japanese and other big investors.
The first three GOAB confabs have yielded positive results, including the formulation of the Philippine startup roadmap which is now being pursued by the government and the community paving the way for local startups to achieve success.
Earlier this year, the Department of Trade and Industry (DTI) also launched SlingshotPH, a development program that helps startups accelerate their business.
Tina Amper, founder of TechTalks.ph which has been instrumental in conceptualizing GOAB, noted that the conference has grown to attract a bigger and more diverse audience since GOAB’s debut in September 2013 in Boracay.

TAGBILARAN CITY, June 23, (PIA) – Bohol pushes forward some P96.973 million worth of projects in support of peace, security and development and proposes for the Regional Development Council (RDC) in Central Visayas to endorse the lump of projects for funding to at last four concerned national agencies.
The lump of projects, 17 of them came out during various consultations with communities from the different towns in Bohol as facilitated by the Community Development Project (CDP) teams Purok Power Movement (PPM) or Prosperity Teams.
It may be recalled that the concerted efforts of Local Government Units, national government, civil society organizations, peoples’ organizations successfully mounted a unified effort to oust the hounding problem of insurgency, not much by the military force, but by directing the fight to alleviating poverty and creating jobs.
To maintain Bohol status as conflict and insurgency-free province, the Provincial Government ensured open lines of dialog between government and the populace through the deployment of CDP PPM teams, especially to distressed areas.
From these dialogs, consulted communities identified priority development projects that they believe could end the resorting to armed conflicts by opening up the tables for talks and negotiations.
After a series of validation and community workshops, development authorities identified four potential government agencies which Bohol could tap for funding support and have endorsed them to the Provincial development Council, according to Provincial Planning and Development Officer Atty John Titus Vistal.
Identified for Department of Public Works and Highways (DPWH) funding are the construction of concrete rubble and masonry with apron river dike to solve the flooding problems of Barangay Casbu, Guindulman town, the construction of a box culvert in Kauswagan Trinidad, construction of concrete water tank reservoir in Purok 7 proper and Purok 7 Annex in Barangay san Vicente, Bongbong and Kauswagan, also in Trinidad, as well as the contruction of a one-storey evacuation center cum multi-purpose building in Tambongan Candijay towns.
The four projects cost as much as P9.364 million, the request for RDC endorsement proposal states.
For the Department of Agriculture, proposed by Bohol for RDC endorsement are the improvement of 8.44 kilometers farm to market road in Pangpang, Ubay, the opening of a new 2-kilometer San Jose Mabini road and the opening and improvement of 2.43 kilometer Sua FMR in Inabanga as well as improvement of the 3 kilometer Montesuerte Carmen barangay road.
Also asking for DA funding are the improvement of a 2.73 FMR in San Jose Mabini, concreting and improvement of the 8.05 kilometer Sto Nino barangay road in Sto Nino, Talibon, another 6 km concreting of Sto Nino FMR and the improvement of the 2.5 barangay road in Villafuerte Carmen.
Still proposed for RDC endorsement to DA funding are 2.7 km concreting project for Faraon, Jagna FMR and the construction of a solar drier and pavement in Kauswagan (Purok 7 Matin-ao and Purok 6 Buenasuerte as well as Purok 1 in Tambongan Candijay.
These 10 projects rack up a total of P74.759 million.
For the Department of Education, Bohol peace team proposes for funding the construction of 3 classroom buildings for Panaghiusa, San Vicente and Bongbong all in Trinidad, and another 2 classroom 1 storey building in San Vicente of the same town.
All of these totals P11.650 million, according to the proposal presented during the second quarter RDC held at the Bohol Tropics Resort here.
From the Department of Social Welfare and Development, Bohol intends to tap assistance for the construction of a P1.2 million Day Care Center in Kauswagan, Trinidad.
According to the Bohol PDC which endorsed the projects, these are necessary to support and sustain the peace and socio-economic development in these vulnerable areas, by preventing the resurgence of arm conflict and insurgency.
The RDC on the other hand indulged in the move and successfully endorsed as proposed, the project for funding from the respective agencies. (rac/PIA-7/Bohol)

TAGBILARAN CITY, June 21 (PIA)–In ten months, army engineers completed a P3.6 million disaster resilient school building that can double as evacuation center for Campao Oriental in Getafe town.
Barangay chairman Pedrito Sobiono Jr., said the 3 class room building, which was part of ABS CBN Sagip Kapamilya Foundation’s help in earthquake rehabilitation, came as much needed help for the school which still have classrooms needing immediate rehabilitation, a week after the formal class opening.
The new building, which costs more that the P1.2 million allocated for every classroom stand in contrast to a single classroom beside it, with two of its walls totally toppled by the quake.
The agreement was for ABS-CBN Foundation to fund new fully furbished three classroom building, for Mariwasa to put up the tiles in the accompanying toilet per room, the army engineers to implement the project and for the community to render volunteer jobs as labor counterpart according the Bohol’s Bayanihan Project, Sobiono Jr., explained.
“It is generally more than P3.6 million,” Parents Teachers Association (PTA) President Albert Melecio added, pointing out that the “building could withstand 170 kilometer winds and is earthquake proof.”
“Over 400 parents took turns in volunteering a day every week and we figured it was just fair as we spent nothing to get the building,” Campao Oriental High School principal Bobet Cortez added.
ABS-CBN Foundation representative and television anchor Bernadette Sembrano picked on the incredible partnership in Bohol which had the army, Department of Education, Provincial Government, Municipal, barangay governments, groups like the PTA and her company had struck, even as she said partnerships always pose a huge challenge.
In his message of acceptance, principal Cortez abundantly thanked the donors: ABS CBN and Mariwasa, the army and the government for the brand new facility.
He also pointed out that aside from ABS-CBN and the army engineers, the heroes of the school are the parents and the students who selflessly struggled it out to complete the project.
“We, beneficiaries [of the project] need to take care of this [building] and make it conducive to learning,” Cortez urged.
Meanwhile, 302nd Infantry Brigade Commander Col. Arnulfo Matanguihan urged the students to take care of the building.
“Everything we put up should let you imagine the hardships our parents put, for their struggles, we have a building with 3 classrooms for this high school,” he said. (rac/PIA-7/Bohol)
