TAGBILARAN CITY, Bohol, July 19 (PIA)–Misaka sa 44% ang gigahing budget sa gobyerno alang sa mga State Universities ug Colleges (SUCs) sa umaabot nga tuig 2013.
Matud pa ni Budget and Management Secretary Florencio Abad, gikan sa kanhi P11.3 bilyong budget sa SUCs karong 2012, gisaka na kini sa P34.1 bilyon.
Giingong katuyoan sa pagsaka sa budget nga mapalapdan ug mapanindot ang kalidad sa edukasyon ug mapaayo pa ang katungod sa mga estudyante.
Parte usab kini sa kampanya ni Presidente Aquino nga himuong globally competitive ang mga tunghaan sa nasud.
Samtang gibutyag ni Abad nga makadawat ang University of the Philippines (UP) og P3.9 bilyong dugang sa ilang budget aron mokabat kini sa P10 bilyon.

TAGBILARAN CITY, Bohol, July 19 (PIA)–Dili prayoridad ni Presidente Benigno “Noynoy” Aquino III ang pagpasar sa bag-ong Mining Tax Law nga usa sa kondisyon sa pag-aprubar sa mga mining permit.
Matud pa sa Pangulo, daghan pang balaodnon ang angay unahon sama nalang sa Freedom of Information (FOI) Bill ug Reproductive Health (RH) Bill nga dugay na usab napondo sa Kamara.
“In effect, there are so many priorities, they really have to make a firm priority. So the mining, can, I think wait a little while.”
Sa pagkakaron, padayon pa gihapon nga gitimbang ni Presidente Aquino ang mga implikasyon kun magpadayon ang pagmina sa nasud ug bukas kini sa mga argumento sa mga pro ug anti-mining.

MALACAÑANG defended on Wednesday its conditional cash transfer (CCT) program, saying that the funding aid provided to marginalized members of society was an “investment on the people.”
In a press briefing in Malacañang, Presidential Spokesperson Edwin Lacierda said the CCT has provided the future generation of Filipino children with opportunities to earn an education and at the same time has given Filipino mothers a chance to live healthy lives in order to help them care for their families.
“I don’t see the reason, I don’t see the logic behind the resistance to the CCT other than the fact that it has de-politicized and has taken away patronage politics,” Lacierda said.
“It’s an investment on the people,” he added.
The CCT program provides Filipino families with up to P1,500 a month as long as the parents pledge to send their children to school and have their wives undergo regular checkups with a health practitioner.
Lacierda said the CCT has proven itself successful in Brazil and Mexico and has also been exhibiting the same success rate in 79 out of 80 provinces in the Philippines.
“The conditional cash transfer program is in 79 out of 80 provinces, 79 provinces are involved in the CCT program, except for the province Batanes,” Lacierda noted. (PCOO)

PRESIDENT Benigno S. Aquino III underscored the importance of improving the Philippines’ system of caring for its inmates saying it was the responsibility of all Filipinos to effect a lasting change and improvement on the country’s penology system.
In his speech keynoting the 21st Anniversary of the Bureau of Jail Management and Penology held at Camp Crame in Quezon City on Monday, the President said all Filipinos had to pitch-in to ensure that the correctional system can bring true rehabilitation to the lives of our inmates languishing in jail for their crimes.
He said that in the two-years that his administration has been in existence, improving the BJMP’s ability to care for inmates, through upgrading the agency’s infrastructure and equipment, was on top of his priority list.
Among these upgrades include: the construction of an additional 47 prison buildings to house 69,735 inmates around the country and the computerization of jail records under the National Inmates Monitoring System (NIMS).
He added that P500-million has already been allocated to construct 2,000 housing units for the personnel of the BJMP and the Bureau of Fire Protection while retired employees will be able to withdraw their pensions through their bank accounts via ATMs (automated teller machines).
He called on the BJMP to join government efforts to rid the bureaucracy of corruption through its various reforms being implemented and become true instruments of change. (PCOO)

TAGBILARAN CITY, Bohol, July 09 (PIA)–Gipagawas na sa Malakanyang ang mga bag-ong probisyong nakapasulod sa Executive Order (EO) 79 o Mining reform.
Sa usa ka press conference sa Malakanyang, miingon si Environment Secretary Ramon Paje nga magpabilin ang moratorium sa tanang bag-ong mining contracts tungod kay pending pa ang balaod kalabot sa revenue sharing tali sa gobyerno ug pribadong mining companies.
“No new mineral agreements shall be entered into until a legislation rationalizing existing revenue sharing schemes and mechanisms shall have taken effect,” base sa EO.
Bisan pa niini, giseguro ni Paje nga respetuhon sa gobyerno ang existing contracts sa mga mining company ug padayon nga susihon og maayo ang mga bag-ong mining applications.
Base usab sa bag-ong kamanduan, limitado na ang mga small mining operation sa gitawag nga “Minahang Bayan” ug bugtong ang Republic Act 7076 o People’s Small Scale Mining Act ang pagasundon sa small scale miners.
Gipahayag usab ni Paje nga idili na ang paggamit og mercury sa small scale mining activities.
