A prominent member of the peace negotiating panel of the Government of the Philippines (GPH) bared the sincere commitment of the Aquino administration to end the armed conflict with the Moro Islamic Liberation Front (MILF) through the crafting of an accord favorable to both parties as he expressed optimism that the long wanted peace will be attained with the
signing of an agreement between the two panels soon.
In a teleconference held during a press briefing in Malacanang on Wednesday, GPH chief negotiator Marvic Leonen reiterated that the government remains focused on exerting necessary efforts to end the long-standing conflict with the MILF.
“The GPH, as is our principal, His Excellency President Benigno Simeon Aquino III, remains sincerely committed to working towards a negotiated, comprehensive, political settlement with the MILF to address the Bangsamoro question,” Leonen said.
“Today we move forward with a healthy amount of optimism recognizing the need now, more than ever to be guided by lessons from the past… we look forward to coming weeks of more thorough perhaps more difficult conversations with the MILF and various affected sectors,” he added.
Leonen cited the urgency of formulating a solution as soon as possible to pursue development in the affected areas which will eventually push for more progress within the entire nation.
Leonen together with the other members of the GPH peace negotiating panel are still in Kuala Lumpur, Malaysia attending the 27th Formal Exploratory Talks with the MILF.
On Tuesday the government and the MILF made a breakthrough during the talks by identifying preliminary decision points on principles that will be serving as the framework for the eventual signing of the peace pact. (PCOO)

The Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) announces that 13,925 elementary teachers out of 32,798 examinees (42.46%), 56 Accelerated Teacher Education Program (A.T.E.P.) graduates out of 305 examinees (18.36%) and 7,149 secondary teachers out of 28,764 examinees (24.85%) successfully passed the Licensure Examination for Teachers (L.E.T) given last March 11, 2012 in 12 testing centers all over the Philippines.

THE Philippine Overseas Employment Administration warns Filipino workers, especially women, against accepting offers of employment that would require them to leave illegally using exit points in the southern parts of the country.
Administrator Hans Leo Cacdac said workers deployed through the backdoor exits would usually end up either stranded without work in a foreign country, or forced to accept low-paying household jobs or as farm hands in remote plantations or establishments used as front for prostitution.
Cacdac said human traffickers use exit points in the southern provinces to deploy workers without proper work documents to countries such as Malaysia, South Korea, China, Morocco, Lebanon, Syria, and other Middle East countries.
“From the southernmost parts of Mindanao and Palawan, traveling by sea to Malaysia is the more convenient way for a human trafficker to move its victims to their final country of destination,” Cacdac added.
The POEA administrator said that just recently, the Philippine Overseas Labor Office in Kuala Lumpur reported that five Filipino women are being held in a night club in Malaysia which is controlled by a large syndicate involved in human trafficking for prostitution.
The report said the syndicate transported the victims through the Zamboanga-Sandakan-Kota Kinabalu-Johor Bahru route.
Cacdac said recent studies on human trafficking in the Philippines indicated that most of the victims were travelers deceived by their recruiters about their real jobs or the conditions of their employment overseas.
“Hence, I would advise aspiring OFWs to be doubtful when recruiters offer Mindanao and Palawan as exit points. Please be very, very careful and always check whether the recruiter, foreign employer, and the job order are in POEA records,” Cacdac concluded. (POEA)

THE Department of Education’s Center for Students and Co-Curricular Affairs (CSCA) has come out with an application procedure to guide students who want to apply for the 2012 Special Program for the Employment of Students (SPES). There are 150 slots opened by the
DepEd Central Office to accommodate qualified student applicants for this program.
SPES is an annual summer employment program that encourages students to make their vacation productive by working during summer thereby earning extra which they can use during regular school days. The program is spearheaded by the Department of Labor and
Employment (DOLE) and supported by other government agencies.
Qualified applicants will be employed for forty days and will be paid minimum wage, 60% of which will be paid by DepEd and 40% by DOLE. DepEd SPES will also be given an additional daily allowance on top of their salaries.
The application date is from March 1 to 28, 2012 from 10:00AM to 6:00PM, Monday through Saturday. Qualified to apply are students who are at least 15 years old but not more than 25 years old. He/she must be enrolled this school year (in-school) or if not, must have intention
to enroll next school year (out-of-school). The combine annual net income of both parents must not exceed P143,000 and that applicants must have passed all the subjects during the current school year. Moreover, applicants must possess office skills with priority given to those with computer-related skills.
To apply for registration, students must first like the Facebook fanpage of www.facebook.com/csca.deped Applicants must answer the self-assessment test provided in the fanpage and email it to depedspes@gmail.com. The CSCA will email back the schedule of interview and the applicant’s control number which the applicant must print and bring during the scheduled interview.
The complete requirements to be submitted prior to the interview are: biodata/resume with 2 x 2 recent photo, self-assessment form and birth certificate. For college students-applicants, they must submit recent grades and school registration preferably in the second semester;
for high school students, form 138 preferably with fourth grading marks must be submitted. For out-of-school youth, they are required to present grades available before dropping out of school and Certificate of Indigence issued by the barangay where OSY resides.
Also required for submission are income tax returns of both parents. If non-filers of ITR, they must bring an affidavit duly certified by the BIR that the annual net income of both parents does not exceed P143,000. (DepEd)

The Trade Union Congress of the Philippines (TUCP) yesterday welcomed the introduction of e-jeepneys and its monthly salarization scheme to its drivers as a possible introduction of a paradigm shift to alleviate the plight of thousands of Filipino drivers and reduce emission of fossil-fuel pollution.
“The introduction of regular monthly salary to e-jeepney drivers could probably change the daily calculus of our drivers in terms of income and working environment. Nowadays, with the boundary system, they are earning a measly 300 to 400 pesos take home pay after a day’s 10-hour rigorous work. Yet, if they are paid with e-jeepneys’ regular salary, well, this can spell an improvement in their way of life,” said Democrito Mendoza, TUCP President.
Mendoza also emphasized that with the current e-jeepney concept as introduced, drivers will not just enjoy the security of a dignified waged earner but they will also contribute in minimizing the pollution in their working environment.
“With the e-jeepney, drivers’ exposure and their contribution to the pollution on the streets where they work is dramatically lessened. If pollution in their working environment is minimized, they tend to be more productive,” Mendoza added.
Mendoza made the reaction in view of the granting of Land Transportation Franchising and Regulatory Board (LTFRB) franchise the other day to 21 e-jeepneys to ply some select routes in Makati City beginning tomorrow March 1.
There are 203,000 estimated registered fossil-fuelled jeepneys with the Land Transportation Office (LTO), and around 50,000 of which are in Metro Manila. ###
