The Department of Trade and Industry (DTI) in Negros Island Region (NIR) recently launched five Negosyo Centers to assist Micro, Small and Medium Enterprises (MSMEs) in the region.
The cities of La Carlota and Victorias in Negros Occidental, and the cities of Canlaon, Guihulngan and Tanjay in Negros Oriental now have their own Negosyo Centers.
DTI NIR and Region 7 director Asteria Caberte recently led the launching of the Negosyo Centers last week. “This is a big help to MSMEs, because instead of going all the way to Bacolod or all the way to Dumaguete for their business name registration, this transaction is now available in their Negosyo Centers,” she said.
A Negosyo Center is a place where MSMEs can be assisted in starting a business, as well as to sustain their operations through mentoring and trainings. “Negosyo Centers make it easier for entrepreneurs to build their businesses and make their companies grow. It used to be tedious for entrepreneurs to process their licenses and other requisites to start a business. Now, they just have to go straight to these centers”, Director Caberte explains.
“Counselors stationed at the centers are expected to provide business counseling and advisory services to MSMEs such as pricing of products, trainings in product development, packaging and retail trace management,” she said.
The DTI will also utilize Negosyo Centers as a platform to assist in the development of returning Overseas Filipino Workers (OFWs).
The department entered a Memorandum of Understanding (MOU) with the Overseas Workers Welfare Administration (Owwa) to implement joint projects for Overseas Filipino Workers (OFWs) and their families who intend to pursue entrepreneurial undertakings.
The MOU formalizes the partnership of OWWA and DTI to jointly conduct developmental trainings under OWWA’s Enhanced Entrepreneurial Development Training (EEDT) and other related activities. Through DTI’s assistance, OFWs will have access to training and technical support in starting an enterprise, as well as opportunities to attend special events such as conferences, exhibitions, symposia, caravans, and other promotional activities initiated by DTI and the private sector.
Caberte said DTI’s mentoring program will complement OWWA’s reintegration initiative thus, the latter can now immediately refer to their agency which will then cover OFWs as “mentees” in its provision of assistance like market intervention, technology, productivity, pricing and branding of products, among others.
Caberte revealed that the DTI recently entered into an agreement with the Philippine Center for Entrepreneurship – Go Negosyo to implement a project entitled “Kapatid, Angat Lahat”, an initiative which encourages medium and large corporations, or the “Big Brother”, to help Micro and Small enterprises (MSEs), or the “Small Brother”, through the use of Inclusive Business (IB) models.
“The Mentor Me Program, Under the Kapatid Angat Lahat aims to help Micro and Small Entrepreneurs scale up their businesses thru the weekly coaching and mentoring by business owners and practitioners on different functional areas of entrepreneurship to be held in Negosyo Centers (NCs) nationwide,” Caberte said.
The Go Negosyo Act or Republic Act No. 10644, authored by Senator Paolo Benigno “Bam” Aquino., has given DTI the challenge of establishing business centers in strategic areas in the country to provide business registration assistance, advisory services, information and trainings to local entrepreneurs and prospective business persons. “With former Go Negosyo Executive Director Ramon Lopez as Secretary of the DTI, there will be stronger support for all business persons especially the micro and small entrepreneurs.” Caberte discloses.
She added that with the Go Negosyo Act, the DTI, with the support of LGUs (local government units) and other government agencies, expects to further boost its assistance to MSMEs to grow and flourish, and intensify the promotion of entrepreneurship in the country.

MAKATI—Department of Trade and Industry (DTI) Secretary Ramon Lopez assured the information technology and business process management (IT-BPM) industry that it can rely on the government as is its partner in carrying out plans, during the general membership assembly meeting of the Information Technology and Business Process Association of the Philippines (IBPAP) on 22 September.
In his keynote speech, Sec. Lopez emphasized the important role that the IT-BPM industry plays in enhancing the country’s competitive advantage as a premiere destination for voice and non-voice services.
“The Philippines has been growing at more than twice the global market growth rate over the past five years,” he said, adding that the total global opportunity for outsourced IT-BPM is expected to grow from $166 billion to $250 billion by 2022.
With the demand expected to double by 2022, the trade chief called on industry players to work with the government in pursuing a new gameplan that will enable the industry to sustain its positive growth trajectory, create more jobs and contribute to inclusive growth.
As the IT-BMP Industry Roadmap 2011-2016 nears conclusion with target revenues of up to $25 billion and an employee base of 1.3 million by year end, the new industry roadmap 2017-2022 is slated to be made public next month.
Sec. Lopez added that the IT-BMP sector’s contribution translates to a high value added of about $19,000 per capita by year end, which is projected to further level-up as the sector aims to acquire higher value projects on software development, healthcare information management, creative services and products and engineering services.
“Our objective in our partnership with you in this next phase is to create an ecosystem that will further foster sustained and more inclusive growth for the IT-BPM sector,” Sec. Lopez said, as he expressed hope that IBPAP will continue promoting the country’s competitive advantages and growth potential in both existing and new areas of outsourcing.
In the same juncture, Sec. Lopez outlined policy reforms and other government initiatives for the IT-BPM industry, including the implementation of the Training for Work Scholarship Program (TWSP), which has benefited more than 230,000 graduates from 2010 to May 2016.
The partnership between the Commission on Higher Education and IBPAP resulted in the creation of the Service Management Program (SMP), a specialization track for business and IT schools that aim at developing manpower suited for the IT-BPM industry.
He said that IT-BPM activities may avail several tax incentive packages provided by the Board of Investments (BOI) and the Philippine Economic Zone Authority (PEZA), adding that the DTI is supporting the modernization of the country’s investment incentives regime.
“In granting incentives, our focus will be on creating decent jobs in the Philippines and as such, bias against foreign investors and against those serving the domestic market will be removed,” Sec. Lopez said.
Founded in 2004, IBPAP is the “enabling association” for the IT-BPM industry in the country, supported by various stakeholders, including the government, Philippine and foreign chambers of commerce, and allied industries such as property, telecommunications, and employee benefits.

The Department of Trade and Industry (DTI-IPG) Undersecretary for Industry Promotion Group Nora K. Terrado cited Zeenoh, Inc., an entertainment software company that specializes on Internet of Things, video games, animation and other software applications as it received the Best Innovative SME Award in the ASEAN Business Awards 2016 held in Vientiane, Laos last September 5, 2016.
“We are happy to know that many of our local SMEs are being recognized by our neighbors as we urge them to continue to innovate and embark on available support services of the government,” said DTI Industry Promotion Group Undersecretary Nora K. Terrado.
Jhondie Abenaza, CEO and founder of Zeenoh Inc., was a full time software engineer when he decided to start his own business. He took the Department of Trade and Industry’s free business course in 2007 which prepared him with the basics of setting up his own enterprise as a sole proprietor. A year later, Zeenoh was founded on September 10, 2008 as a pioneering game development company in the country.
Zeenoh started as an outsourcing partner for top video game studios from Japan, Korea and USA. As an end-to-end service provider for developing video games, it evolved into developing its own original content (Intellectual Property). The company started with mobile, web, PC, console and is now developing virtual reality applications. Zeenoh’s notable games developed are Patintero Playtime, released for mobile in 2010 and Nightfall: Escape, the first globally known full-3D game locally owned and made.
Abenaza encourages dreamers like him to take advantage of the entrepreneurship resources provided by the Department of Trade and Industry (DTI), and looks forward to the collaborative opportunities presented by the recently established QBO Innovation Hub.
Terrado emphasized its support to local entrepreneurs and innovators as it prepares programs and services for the Startup Ecosystem Development Plan (SEDP). “We want our MSMEs, particularly those in the startup sector, to continue to venture with their creative solutions and innovative products and services as we further our strategies in penetrating the global digital economy,” added Terrado. SEDP is expected to help enhance the climate for startup businesses, increase the success rate of Filipino innovative enterprises in introducing their products and services in the local and international markets.
As part of the DTI’s bold initiatives in supporting innovative enterprises in the country, QBO Innovation Hub was launched last August 8 in partnership with Ideaspace Foundation where support services are offered for innovators, explorers, investors, academic institutions, start-up mentors and enablers as well as a broad spectrum of partners and stakeholders from both public and private sectors. Located at the DTI International Building in Makati City, the hub aims to encourage more startups and innovation entrepreneurs in the country.
Recently, the Philippines improved 9 notches in the 2016’s Global Innovation Index, ranking as the 74th most innovative country among 128 surveyed in a report released by the World Intellectual Property Organization (WIPO), Cornell University and INSEAD.
