MANILA, May 25 (PIA)–Ang nasodnong kagamhanan nigahin og P6.5 bilyon ngadto sa 74 ka pilot nga lalawigan alang sa implementasyon sa Konkreto at Ayos na Lansangan ang Daan Tungo sa Pangkalahatang Kaunlaran o KALSADA program, matud pa sa Department of Interior and Local Government (DILG).

Matud pa ni DILG Kalihim Mel Senen Sarmiento, ang KALSADA program nagtinguha sa pagtabang sa mga local government units (LGUs) sa progresibong pagpa-ugmad sa kahimtang sa ilang mga kadalanan pinaagi sa paghatag og technical ug capacity development assistance sa mga lalawigan pinaagi sa mga training, mentoring ug coaching kalabot sa local road management apil na usab ang pagpondo alang sa upgrading, improvement ug rehabilitasyon.

Matud pa ni PAGASA Climate Monitoring and Prediction Section nga si Anthony Lucero, ang sunod-sunod nga nasinating pagbubo sa ulan sa pipila ka parte sa nasod epekto sa climate system.

Tungod niini, makasinati ang nasod og madag-omon nga kalangitan ug katag-katag nga pag-ulan matag hapon.

Gipahinumdoman na usab sa weather bureau nga mag-andam na ang publiko sa daghang pag-ulan ilabi na nga gipaabot ang pagsulod sa La Niña sa ikaduhang kwarter sa 2016.

PNoy signs law creating new DICT

President Benigno Aquino III has signed on Monday into law the Republic Act 10844, creating the Department of Information and Communications Technology (DICT).

According to Presidential Communications Operations Office (PCOO) Secretary Sonny Coloma, the DICT will be headed by a secretary who will be assisted by three undersecretaries and four assistant secretaries.

The two of the three Undersecretaries and the two of the four Assistant Secretaries need to be career officers while one of the four Assistant Secretaries shall be a licensed professional electronics engineer.

Coloma also said that law also requires that the Secretary, as well as the Undersecretaries and Assistant Secretaries, have “… at least seven (7) years of competence and expertise in any of the following: information and communications technology; information technology service management; information security management; cybersecurity, data privacy, e-Commerce, or human capital development in the ICT sector”.

Moreover, the new law effectively abolishes all operating units of the Department of Transportation and Communications (DOTC) with functions and responsibilities dealing with communications. These are the Information and Communications Technology Office (ICTO), National Computer Center (NCC), National Computer Institute (NCI), Telecommunications Office (TELOF), National Telecommunications Training Institute (NTTI).

Meanwhile, the DOTC will be renamed as the Department of Transportation.

Six-month transition is need for its effectivity and for its full implementation of the transfer of functions, assets and personnel. “… the existing personnel shall continue to assume their posts in holdover capacities until new appointments are issued,” the law stated. (PCOO/PIA)

“Such concerns may have arisen from lack of information on and understanding of the policies and processes put in place by government to ensure a smooth transition into and full implementation of the K to 12 program, particularly on the inception of a senior high school program that will add two years, grades 11 and 12 to the free universal basic education program as mandated by the Constitution,” matud pa ni Coloma.
Una nang gipasabot ni Department of Edu¬cation (DepEd) Kalihim Bro. Armin Luis¬tro nga abagahon sa gobyerno ang pagpatungha sa senior high school students tungod sa government subsidy pinaagi sa voucher system.
Gibanabanang 90 porsiyento sa grade 11 enrollees sa private schools, state universities ug colleges (SUCs) ug local universities and colleges (LUCs) ang benepisyaryo sa voucher system.
Naggahin na ang DepEd og P12 bilyon alang sa 1.5 milyong mosulod sa senior high school program karong tuig.
