DTI, DPWH launch ROLL IT Project in Region 1 More industry and infrastructure development projects seen to advance business

San Fernando, La Union – The Department of Trade and Industry (DTI) and Department of Public Works and Highways (DPWH) Region 1 rolled out the new convergence program that would promote economic growth and infrastructure development in the region. The Roads Leveraging Linkages for Industry and Trade or ROLL IT Program aims to further the growth of investments and other economic activities in the country through more road projects leading to manufacturing and economic zones. 5 Launched in November 2016, the two government agencies signed a memorandum of agreement (MOA) for the ROLL IT project implementation on road connectivity for industry and trade development. Under the agreement, DTI will identify areas where industry sectors need road facilities and connectivity. The ROLL IT Convergence Program will be one of the strong platforms of the promise of a Golden Age of Infrastructure for the Philippines, through a target of national infrastructure budget of 7% of Gross Domestic Product, roughly equivalent to around P8.2 trillion. Present during the ROLL IT launching were representatives from the Board of Investments (BOI), supporting non-government organizations (NGOs), United States Agency for International Development (USAID) Advancing Philippine Competitiveness (COMPETE) Project. A total of 21 project proposals to be enrolled in the program were submitted to USAID-COMPETE for evaluation. Most of proposals concern the conduct rehabilitation and construction of access roads from manufacturing sites to marketing areas. PH’s economic priority deliverables in ASEAN reaffirm inclusive growth agenda

The 31st High-Level Task Force on ASEAN Economic Integration (HLTF-EI) convened on February 15-16 in Manila, gathering high-ranking ASEAN trade officials to discuss the implementation of the ASEAN Economic Community (AEC) Blueprint 2025. HLTF-EI Chairperson and Permanent Secretary of the Ministry of Foreign Affairs and Trade of Brunei Darussalam Dato Lim Jock Hoi said that ASEAN needs to remain strong and united as the region navigates and charts its course ahead “collectively as ASEAN.” Representing the Philippines, Undersecretary for Industry Development and Managing Head of the Board of Investment Ceferino Rodolfo laid down the Philippine priority deliverables for 2017, highlighting the country’s agenda on inclusiveness and innovation with a focus on increasing trade and investments, integrating micro, small, and medium enterprises (MSMEs) in the digital economy, and developing an innovation-driven economy. “Inclusiveness should be intrinsic to the ASEAN agenda. The AEC Blueprint 2025 development framework will be most effective if it results from inclusive and open multi-stakeholder participation, one that is informed by the perspectives of people, especially the marginalized,” Undersecretary Rodolfo said. By JUNE S. BLANCO REP. Erico Aristotle Aumentado (Bohol, 2nd District) takes seriously the “teaching a man to fish” part of the saying rather than the “giving a man a fish” part. He says “teaching” gives a man independence through skills he learns from training – and empowers him to provide for his family. On the other hand, “giving” merely turns such a man into a mendicant, and in the process, robs him of dignity. His efforts at teaching skills have earned Aumentado the National Kabalikat Award from the Technical Education and Skills Development Authority (TESDA). TESDA recently celebrated its 23rd anniversary during which it conferred awards to partners in attaining its goals. Aumentado had tapped the rich pool of TESDA trainors in different fields to train his constituents, hence the award given at the TESDA Auditorium, at the TESDA Complex, in Taguig City, Metro Manila. The solon said TESDA cited him as legislative partner in promoting manpower and skills development for his constituents, especially those who cannot afford to pay for higher education. Through these years, Aumentado’s office has been, and continuously is being a partner in the development of the Boholano workforce. TESDA Central Office statistics show that Aumentado’s office – always ready to be of service to the public – had benefitted 8,168 Boholanos who availed of the trainings and scholarship programs from 2014-2016. Tech Talk: Gov. Chatto: Bohol ICT Industry Next Major Source of Jobs

Bohol Governor Edgar Chatto told attendees to the ICT Council Meeting that Bohol’s Information and Communications Technology or ICT industry will be the next major source of jobs for Boholanos. The meeting was held at the Governor’s mansion on September 17, 2010 and was attended by the representatives from PLDT and Globe Telecom, DepEd, BLCI, BWUI, BOHECO, DTI, Bankers Association, academe and the various ICT industry players. Ms. Emmelou Versoza-Delfin from the Commision on Information and Communications Technology reported that the top 10 New Wave Cities or cities that are potential locations for call centers and other business process outsourcing does not include Bohol yet. In the scorecard maintained by the CICT, Bohol scored 100% on cost of operations, but has a very poor 46% on manpower criteria. Surprisingly, Bohol scored on the high 70s for infrastructure and business activity and this was due to the presence of airport, seaports and the active business community represented by the Bohol Chamber of Commerce and the ICT Council. In the past years, government officials were not optimistic about the ICT industry due to the perceived requirement of a fiber optic connection from Bohol to Cebu. However, the officers from PLDT and Globe Telecom explained that the method of data transport is irrelevant because the telco companies will deliver the specifications based on the service level agreement or SLA and capacity using whatever data transport technology is used. The two telcos presented their current capabilities in Bohol. Bohol Hosts 12th PSITE National Convention

Bohol is once again a host to a nationwide gathering of individuals, this time from the IT education sector. The 12th Philippine Society of IT Educators National Convention was held last February 24-27, 2010 at the Bohol Plaza Resort and Restaurant, Dayo Hill, Mayacabac, Dauis, Bohol. An estimated 250 participants coming from all over Philippines attended the said convention. A soft opening was held in the evening of February 24, 2010, with a talk from Intel, coupled with dance performances of HNU’s Diwanag Dance Theatre and Cultural Troupe. The event formally opened in the morning of February 25, 2010 with HNU’s Himig Diwa rendering the invocation, the Lupang Hinirang and Awit sa Bohol. The event was graced with the presence of Atty. Handel Lagunay, the Bohol Provincial Administrator, giving the Welcome Remarks in behalf of Governor Erico Aumentado while the keynote message was given by Mr. Carlo Subido, the Business Development Manager of Intel Philippines. There were plenary sessions on topics such as Flattening the IT Education Sphere, Addressing ICT Education Gap Through Partnership and Service Science, Management and Engineering (SSME). There was also a presentation on Educating Voters: An ICT Challenge and on the ITE Undergraduate Thesis Project Framework. In between these talks were presentations from the different sponsors of the event. In the evening, the participants were entertained by a serenade from Himig Diwa and dance numbers from Dr. Cecilio Putong National High Sschool’s Bukang Liwayway, headed by Mr. Oscar Real.
