Matud pa ni BIR Commissioner Caesar Dulay, hingosgan pa sa ilang buhatan ang Oplan kandado, E-Payment ug E-Filing Programs. Sa katapusang parte sa 2016, nilambo pa ang tax collections sa BIR. Pres. Duterte, bukas nga pasidunggan og Medal of Valor ang tanang SAF 44

Can Automated Elections Eliminate Cheating?

The May 2010 elections is the first time that counting of ballots will be automated by the COMELEC. The system is now practical with the availability of cellular service throughout most of the country. It has many advantages over the manual process but many are concerned if it will really eliminate cheating. The Automated Elections main advantage is that it eliminates many steps taken in the past where where manipulation can happen resulting to “dagdag-bawas”. By automating the counting, the system eliminates the tedious and very error-prone manual counting process. The public school teachers should really be happy that they don’t have to deal with it after everyone has voted because at the end of the voting period, the counting is also done because the votes are recorded as soon as the machine accepts the ballot from the voter. All voters should feed their ballots to the machine directly and not through someone else, to ensure that your ballot will not be replaced. By automating the submission of the results to a central location, the system eliminates another error-prone and easy to manipulate procedure. In the past, the ballot count is submitted by the precincts to the municipal or city hall and then aggregated. Then the provincial results are aggregated up to the national level. It takes quite some time before the ballot count is eventually consolidated on the national level, and this gives the manipulators a lot of time to do their magic tricks. LMP Bohol to meet Wednesday in Bilar

LEAGUE of Municipalities of the Philippines, (Bohol Chapter) meets for its bi-monthly meeting this Wednesday, October 14, relays Chairman Roberto Salinas. The league meeting, to be hosted by LGU Bilar through Mayor Fanuel Cadelina would be held at the Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) Farmer’s Training Center in Zamora Bilar. Gov’t, civil society craft national human rights action plan

For the 4th area consultation in crafting additional local inputs to the National Human Rights Action Plan (NHRA), more than 100 officials and partners from the government executive agencies and civil society from regions 6, 7 and 8 converged in Cebu City last Thursday (October 8). The Cebu leg is the fourth in a series of area consultations that begun in Manila in August 2009 and to be completed in December through a national summit. The area consultation is a problem solving mechanism. It aims to instill national ownership of the plan in as many stakeholders as possible. The consultation hopes to address human rights issues at their roots. It involves more than identifying wrongdoers and exhorting government to improve on its obligations. The next and last consultation will be held in General Santos for cluster 5 comprising regions 11, 12 and ARMM. Hopefully, the output of the series of consultations throughout the country is a legislative agenda on Human Rights. This piece of document will then be presented to the international community specifically, the United Nations that monitors human rights commitments. NERBAC 7 receives public service award from CSC

The National Economic Research and Business Assistance Center in Central Visayas (NERBAC–7) received a public servce award from the Civil Service Commission (CSC). This was the result of the CSC’s conduct of the Public Service Delivery Assessment (PASADA) covering the period August 26, 2008 and August 2009 with a rating of “VERY GOOD” in exhibiting the value of customer care and meeting the expectations of the transacting public for prompt, courteous, responsive, facilitative and pleasant service. NERBAC is a project created by RA # 7470 that aims to reduce red tape, improve effectiveness and efficiency in government services. Bohol anti poverty stand set in Maribojoc Oct 17

ARTISTS from Bohol’s community theaters would lead the local action to press governments and their leaders across the globe to realize their commitments to the Millennium Development Goals (MDG). This as the deadline for the 2015 comes fast and that poorer nations still have to make a dent on the extreme poverty situation despite the pledges of financial commitments from wealthy nations. To insist on the urgency for action, the Boholano community picks activities to show solidarity with the poor of the world by standing up in one venue this October 17, Saturday. The move is to dramatize the call for the government to hear the demands of ending poverty and inequality, claims organizer Lutgardo Labad. Here, amateur theater artists, cultural dancers and an expected huge number of Boholanos would converge at the Maribojoc Cultural Center to make their own statement to advance the commitments of nations as incorporated in the MDGs, he added. Organized with the National Commission for Culture and the Arts, Bohol Arts and Cultural Heritage Council, Capitol and communities of Maribojoc, Cortes, Antequera and Anda along with city based artists, the action also hopes to generate Boholano commitment to help overcome extreme poverty. Capitol condones “tax fines” on delinquent real property

CAPITOL gives a chance for delinquent real property taxpayers here to settle their accounts in a amnesty condoning the 2% monthly penalties for their unpaid taxes on properties. The real property tax (RPT) amnesty is the subject of Provincial Ordinance 2009-021 whcin provides the guidelines for the implementation of the tax fine condonation, says Vice Governor Julius Caesar Herrera recently. Board Member Bienvenido Molina pushed the move to bring down the tax amnesty after Capitol-initiated tax campaigns gathered that real property tax owners with back payments are willing to settle. The tax campaigns gathered that delinquent taxpayers are willing to pay for the basic and the Special Educational Fund component of the taxes. They think however that the 2% monthly penalty burdens them. Provincial Treasurer Eustaquio Socorin, during last Friday’s meeting cited that the move to come out with the ordinance on the amnesty is a win-win solution to increase the internal revenue collection of the province as well as usher in the general revision of the real property taxes. He also explained that the amnesty can be availed only once and applies only to the 2% imposable penalty. The amnesty also applies only to those able to pay for the basic tax and special educational fund not later than March 10, 2010, or all condoned penalties would be re-imposed. The amnesty, he added only works for owners of lots, which were published delinquent as of 2008. Not covered by the amnesty are those who entered into a compromise agreement with capitol relative to their tax delinquency and those real property owners whose lots have been published for auction...
