IBP Bohol assures non-tolerance to member’s drug -involvement

TAGBILARAN CITY, December 12 (PIA)–Following allegations of some lawyers’ links with drugs, the Integrated Bar of the Philippines, (IBP) Bohol Chapter in a statement, assured they will not tolerate any member’s involvement in illegal drug trade. Through a public statement posted in his facebook account, Bohol IBP President Atty. Teodoro Lagang on Tuesday evening stressed: If anyone in our ranks is proven to be involved in the illegal drug trade, then we will be the first to denounce him or her. Hinting that the IBP as an organization has been smeared by the careless persecution, lawyers unite in saying they do not object the investigation and prosecution of members in its ranks so long as it is done in accordance with existing laws, rules, and legal processes. “If a lawyer is involved in the illegal drug trade, then the consequences for such illegal activities will be the sole responsibility of that lawyer and it has nothing to do with his or her profession,” IBP said. As its commitment to the fight against drugs, the IBP Bohol has been conducting seminars to law enforcement officers to enhance their legal knowledge and help them be more effective in the fight against illegal drugs. “The IBP Bohol Chapter, through the LAELEP Program, has also been extending free legal assistance to our law enforcers who have cases filed against them in connection with the performance of their duties,” IBP said. Through the Legal Assistance for Effective Law Enforcement Program (LAELEP), the IBP has also been extending free legal assistance to law enforcers who gain counter-suits while in the performance of their duties. Military says local rebels now ‘insignificant threat’

INSURGENTS in Bohol have become insignificant that authorities have downgraded the “single fighting front” into a section level, a high-ranking military officer said. Considered then as a formidable force of three guerilla fronts gripping Boholanos in reign of fear, the local members of the outlawed Communist Party of the Philippines New People’s Army (CPP-NPA) were forced to regroup outside the province following effective convergent anti-insurgency efforts by the civilian and military authorities here. The remaining rebels who could not leave Bohol disbanded, while 13 insurgents are now being processed for the government’s integration back to the mainstream, army’s Major Eduardo Malig-on said. “At least in the whole area under the military jurisdiction of the 802nd Brigade led by Col. Alan Luga, I can say that they [rebels] have been left ineffective due to our joint efforts with local governments, the private sector and the communities,” he said. “Rebels have become insignificant they could not successfully put up a tactical offensive”, he adds. At the weekly Kapihan sa PIA, the army officer recounted how insurgents’ attacks on vital installations: cell site towers in Carmen and Candijay towns ended up. Quick action and coordination among private security guards and the immediate community helped foil the attempt, Maj. Malig-on shared. Himself the 802nd Brigade’s Civil Military Operations (CMO) Officer, Maj. Malig-on said the military now, armed with their best CMO tool; their discipline takes over the vacuum. The government forces then cements communities and empowers people to defend from themselves and withstand the possible return of the rebels, while introducing more livelihood opportunities to supplement family income. Palace confirms PGMA coming for Bohol Day

WHILE reports have been sketchy, Capitol sources have revealed Malacanang’s confirmation of the attendance of President Gloria Macapagal Arroyo (PGMA) to the 155th Foundation Anniversary and Bohol Day celebration this July 22. “We received a communication from the Office of the President through assistant secretary Ronald M. Jorvis confirming the attendance of the president,” Provincial Administrator Tomas Abapo relayed to the media during the weekly Governor’s Reports. Earlier, Bohol local officials led by Governor Erico Aumentado and Vice Governor Julius Caesar Herrera have aired the desire to have the president as guest of honor and speaker to the Bohol Day in 2009. When the president comes, it would be her second this year; she was here last April 1 to launch the Samasama para sa Kalikasan youth environment program and this time for the Bohol Day. Governor Erico Aumentado, who has been so vocal about the President’s support for the infrastructure development drastically helping change the economic landscape in Bohol has called the Arroyo as the patroness for Bohol’s development and progress. In fact, in recognition to PGMA’s outstanding contribution to the over-all development of the province, Bohol officials are reported to hand the Datu Sikatuna Award of Excellence to the President when she comes, Capitol spokesperson June Blanco revealed. RDC asks CV agencies to submit respective ERPs

THE REGIONAL Development Council (RDC) in Central Visayas (CV) moves to unify all specific plans and programs here into an integrated regional action plan so it dovetails into the national economic resiliency plan (ERP). To attain such, RDC Chairperson Gwedolyn Garcia issued a memorandum directing all heads or regional line agencies, government-owned and controlled corporations or financial institutions, state universities and colleges, local government units and Congressional representatives to submit respective programs and projects to the council through its secretariat. Doing so would allow the RDC to integrate into the Central Visayas plan of action on the ERP and come up with an efficient and highly coordinated implementation and monitoring of such here. Despite the country’s strong macro-economic fundamentals that have cushioned the Philippines from the impact of a global economic downtrend, the need to pump-prime the economy to sustain it pushed for the ERP. The ERP hopes to ensure sustainable growth and attain the higher end of the country’s growth targest by saving and creating as manay jobs as possible. This, economists said, should protect the country’s most vulnerable sectors from getting the full brunt of the crisis, stabilize prices improve the people’s competitiveness in time for the economic bounce. To get all these, the government proposed implementation of budget interventions such as the full and quick spending of this year’s budget, hasten spending on small infra projects, widen social protection programs and create jobs while protecting jobs. In Central Visayas, Chairman Garcia, who is concurrently the govenor of the region’s economic hub stressed the need for the region to be protected from the effects of global economic...

Pres. GMA, Guest of Honor During TBTK’s Bohol Day

It is not often that the President of the Philippines can welcome arriving balikbayan or foreign guests at her official residence in Malacanang Palace, in the nation’s capital of Manila. Much more, it is not always that the Chief Executive, with all her workload schedules and numerous social functions to attend to, day by day, can still accept the invitation to be the Guest of Honor of a provincial homecoming celebration, to be held the week after. If the Presidential presence is the gage of success for a grand affair, then the thing speaks for itself, the twelve(12) day 2009 TBTK Global Homecoming scheduled from July 14-26, can be considered as one. For right on day one, our Boholano balikbayans and their foreign guests, after arrival from the Ninoy Aquino International Airport in Manila, have a scheduled audience on the afternoon of July 14, a Tuesday, with Her Excellency, Pres. Gloria Macapagal-Arroyo. The Boholano delegation will be led by Congressman Edgar Chatto, Bohol Gov. Erico Aumentado and the TBTK Chairperson Betty Veloso-Garcia. After which, they will be given a guided tour at Malacanang Palace, and to be served with cocktails at the Heroes Hall . As if given the privilege to meet the Head of State in person and being accorded all the VIP treatment, still not enough, President Arroyo will fly to Bohol the week after, to be with them for the Bohol Day celebration scheduled on July 22, a Wednesday, hosted by the Provincial Government of Bohol, headed by Governor Erico Aumentado. What more, her DENR Secretary Lito Atienza, will also be in Bohol on July 25,...
