1. What is RA 10913 or the Anti-Distracted Driving Act?
RA 10913 or the Anti-Distracted Driving Act is a new law that prohibits motorists from using communication devices and other electronic entertainment and computing gadgets while vehicles are in motion or temporarily stopped on a traffic light or an intersection. A motorist, as defined under this law, is a person who is driving a motor vehicle.
2. What vehicles are covered by this Act?
This act covers both public and private vehicles. It also covers wheeled agricultural machineries, construction equipment, and other forms of conveyances such as bicycles, pedicabs, trolleys, “habal-habal”, “kuligligs”, wagons, carriages, and carts that may either be human-powered or pulled by an animal as long as the same are operated or driven in public thoroughfares, highways or streets.
3. What does this law prohibit?
Prohibited acts made while driving include but not limited to: making or receiving calls, writing, sending or reading text-based communications, playing games, watching movies, performing calculations, reading e-books, composing messages, and surfing or browsing the internet.
4. What are the actions exempted from this law?
Motorists are allowed to use their devices to make or take emergency calls to authorities in cases of a crime, accidents, bomb or terrorist threat, fire or explosion, instances needing immediate medical attention, or when personal safety and security is compromised.
5. Can we use hands-free devices like microphones and earphones?
Yes. Motorists can use the aid of hands-free function and applications as long as these do not interfere with the driver’s line of sight. This means that no communication or electronic gadget should be affixed on the car’s dashboard and steering wheel. In addition, drivers are only allowed to wear earphones when making or receiving calls. Using earphones to listen to music falls under “similar acts” in Section 4B of the law, in addition to reckless driving violation penalized under other relevant laws. Dashcams may be placed above the dashboard or behind the rear view mirror as long as it does not obstruct the driver’s line of sight.
6. Can we still use traffic and navigational apps like Waze and Google Maps while driving?
Yes. Although motorists are being advised to set their preferred destination on these applications prior to their departure. Gadgets with these applications may be installed in areas shown in the picture below, or other areas that will not obstruct the driver’s view. In cases when motorists need to find alternate routes while in traffic, they are advised to first pull their vehicles aside.
7. Who are authorized to apprehend violating motorists?
The DOTr – Land Transportation Office (LTO) is the lead implementing agency of the Act. The LTO also has the authority to deputize members of the PNP, MMDA, and LGUs to carry out enforcement functions and duties.
8. How will we know if drivers of private vehicles with heavily-tinted windshields are violating the law?
Aside from high-definition cameras that can monitor lights from devices inside heavily-tinted vehicles, the law will also be strictly enforced by enforcers on the ground who were well-trained to determine from the movement of the vehicle whether or not a driver commits distracted driving. A Memorandum Circular setting specifications on the regulation of tints shall be released by LTO soon, upon consultation with tint manufacturers.
9. What are the penalties?
Violators will be penalized with a fine of five thousand pesos (Php5,000) for the first offense, ten thousand pesos (Php10,000) for the second offense, and fifteen thousand pesos (Php15,000) for the third offense with a three-month suspension of driver’s license. Violations incurred beyond the third offense shall be penalized with the revocation of driver’s license and a fine of twenty thousand pesos (Php20,000).
10. Are operators of Public Utility Vehicles (PUV) also liable for violations made by drivers?
Yes. Operators and owners of Public Utility Vehicles (PUV) and other commercial vehicles shall both be held liable for the violations committed by their drivers.
11. When will this be implemented?
The Anti Distracted Driving Act shall be implemented nationwide starting May 18.

MANILA, 11th May 2017: Bell Telecommunications Philippines, Inc. (“Bell Tel”) clarified that it does not have any existing co-location agreement with either the National Grid Corporation of the Philippines (“NGCP”) or the National Transmission Corporation (“Transco”) relating to installation of telecommunication structures in any of the NGCP-controlled sites. Transco is the National Transmission Corp., which owns the country’s power grid while NGCP is Transco’s private concessionaire.
“Bell Tel does not have any existing assets in any NGCP-controlled location as there is no existing co-location agreement with NGCP nor Transco,” said Bell Tel co-General Manager Ramon Aesquivel. Bell Tel is one of the subsidiaries of Vega Telecom, Inc., which was jointly acquired last year by Globe Telecoms Inc. (“Globe”) and PLDT Inc. (“PLDT”) from San Miguel Corporation (“SMC”).
Citing a letter to NGCP President Henry Sy, Jr., Transco President Melvin Matibag claimed during a media briefing that he has received reports about “dismantling and deinstallation” of telecommunication facilities supposedly owned by Bell Tel located at NGCP sub-stations, high voltage towers and high voltage poles. Matibag also cited purchase orders, signed by Aesquivel and Bell Tel co-General Manager Aileen Regio, supposedly to implement the said “dismantling and deinstallation”.
Aesquivel stressed, however, that the initial investigation conducted by Bell Tel showed that the purchase orders cited by Matibag were intended for other sites, none of which are NGCP locations.
“Bell Tel has not authorized the dismantling of any telco facility in any NGCP site because Bell Tel does not have existing facilities in those locations to begin with,” Aesquivel emphasized. “”If indeed there is ongoing dismantling of telco facilities within NGCP sites, those are not owned by nor are related to Bell Tel in any way,” he said.
He added that Bell Tel is currently undertaking its own investigation on this matter, including how a Bell Tel purchase order issued to one of its contractors ended up with someone unauthorized or not party to the intended purpose of the purchase order.

Earlier last week, Auza.Net accepted the challenge to bring Bohol’s favorite FM station Kiss 102.3 FM to the world via live audio streaming on the web. The company brings in the experience of implementing the DYRD-AM Worldwide broadcast for the last 9 years. The new website www.kiss102fmbohol.com will be officially launched on May 1, 2017. Test broadcast is currently on-going.
Mr. Jerome Auza of Auza.Net and Mr. Peter Dejaresco of Kiss 102.3 FM sealed the partnership and are both excited to finally stream the live broadcast of the FM station on it’s own website. On the roadmap is the implementation of a mobile app for the streaming service, as well as integration with social media sites.
Auza said that the project was implemented in record time in order to be available for the May 1 festivities during the Tagbilaran Fiesta. The on-the-job trainees of the Auza.Net assisted Auza in the implementation of the project. The setup involved using a virtual private server in Singapore and US to provide for the bandwidth needed to implement the online broadcast. HALAL: A FOCUS AREA ON PH ECONOMIC DEVELOPMENT. Aside from gaining understanding on Halal products, concerned bureaus and offices of the Department of Trade and Industry (DTI), several government agencies and non-government organizations had substantial discussions on the potential of Halal products as an area of growth for the Philippine economy in an inter-agency seminar on Halal fundamentals in Ortigas on 20 April. At the policy level, DTI Secretary and Halal Export Development and Promotion Board (HEDPB) Ramon Lopez assured National Commission on Muslim Filipinos (NCMF) Commissioner Analiza Flores-Malayang and the Halal Board Members that Muslim leaders are always welcome in the HEDPB to better execute Halal development policies and initiatives, as well as ensure the voice and interests of Filipino Muslims. NCMF said that the Halal industry can also help the government in its poverty alleviation strategy by involving Filipino farmers in the Halal products production, thus promoting countryside development. The country’s Halal industry currently has 1.3% share of the USD2.6 trillion-worth Halal market worldwide. Commissioner Malayang added that establishing Halal warehouses, dressing plans, freezing areas, transportation mechanisms and other facilities is an area of exploration for investors. A serious and sensitive matter, Halal must be understood both by the consumers and the producers, according to NCMF. Visiting Professor Ustadh. Esmael Ebrahim also lectured on the dynamics of halal in the Philippines. DTI takes similar initiatives to convene dialogues to promote the country’s Halal sector.

The devil and the deep blue sea moment proved to be much tougher than it seems.
The incident in Inabanga last Tuesday ignited the glowing coal burning in us. We, who have picked the pen as our weapon in telling people how we have fared against the escalating demands of civilization thought we were braver than the rest. We thought with a journalist’s responsibilities as our blanket of authority and the idealism stoking the embers of service for God and men, handling information is easy. No it is not.
We opened our radio sets Tuesday morning for the customary breakfast news while a steaming mug of black brew sits on a platter. It was supposed to be just like any ordinary breakfast. But the news about the bandits being able to settle in the remote upstreams of the lazy Inabanga River unsettled us.
Then, we were elated and tried mentally composing our supposed to be aptly worded salute to the joint police and army force, for getting the 11 bandits. Seconds later, we were thinking again.
Hardly have we emptied the mug, we have lost count of how we have revised and re phrased the manner we could relay the information. So we decided to get a clearer picture by getting to the site and hearing it from the horses mouth.
There were coordination meetings, such where operational details would normally keep the media off. But at least there would be one single source of information, we thought.
We thought wrong. Nobody was speaking and everyone was asking questions nobody can answer.
Such is the beginning of the victory that the terrorists have achieved in Inabanga.
When local officials and the military failed to consider what they know that terrorism thrives in fear, failing in the critical job of bringing information down is exactly feeding the fodder.
We thought managing crisis is a strength of our local officials. What they did with Inabanga is sure thing not anything nearer than we thought.
When you have an information vacuum in a crisis, believe us, there speculations come rushing in to fill the abyss.
When you have people whose times to relay information is to the national media, then you deprive the more culturally grounded information workers the opportunity to dissipate the boiling babel.
So, why when calls for screening information which officials did not tell, trust that the people who obtained them would readily take the task.
So we have a babbling insanity at out midst, and we can hardly control it.
Here, you can hardly blame people when they think and decide for themselves based on the limited information they get.
And we have a terror getting fanned across, eating everything in its path.
