TAGBILARAN CITY, October 17 (PIA)–Gitudlo ni Pope Francis si Monsignor Alberto Uy sa Diocese sa Talibon isip bag-ong obispo sa Diocese sa Tagbilaran niadtong Octobre 13. Si Msgr. Uy ang ika-12 nga obispo gikan sa lalawigan sa Bohol ug ika-7 nga obispo sa Bohol sukad namugna ang diocese, 75 na ka tuig ang niagi. Uy nikuha sa iyang philosophical studies sa Immaculate Heart of Mary Seminary sa dakbayan sa Tagbilaran ug theology, una sa St. John Mary Vianney Theological Seminary sa syudad sa Cagayan de Oro City diin natapos niya iyang Bachelor in Sacred Theology degree ug Masters in Pastoral Ministry. Nakumpleto niya iyang licentiate sa Sacred Theology sa Loyola School of Theology sa syudad sa Quezon. Niadtong 2006, nakuha ni Msgr. Uy iyang doctorate sa Sacred Theology sa Pontifical Gregorian University sa Rome, Italy. Gi ordinahan pagka-pari si Msgr. Uy alang sa Diocese sa Talibon niadtong Abril 14, 1993. JICA vows continued partnership with Bohol; supports DRR training of LGUs

The Japan International Cooperation Agency (JICA) vowed to continue supporting the development of Bohol Province as a disaster-resilient growth center in the Visayas. JICA said this during the recent Bohol Resiliency Congress: Post Earthquake and Yolanda Assessment 2016 as part of the 3rd year commemoration of the 2013 Bohol Earthquake. “JICA and Bohol’s development cooperation has grown year after year. From our early support to Bohol’s development plan in the 1970s to the recent disaster risk reduction and management (DRRM) trainings of the local government and communities, Bohol proves to be a model showcase of a successful cooperation between Japan and the Philippines,” said JICA Senior Representative Takahiro Morita. To further boost DRR in Bohol, JICA dispatched recently a group of LGU officials from the Municipality of Tubigon to train in Japan, including participants from Bohol’s Provincial Disaster Risk Reduction and Management Office (PDRRMO) and Bohol Island State University (BISU). The training is part of the on-going development cooperation Enhancement of Capacity for Participatory Disaster Management on Prevention, Preparedness, Response, and Recovery in the Municipality of Tubigon, Bohol (Bohorizon Project) being implemented by the Nagoya Institute of Technology (NITech) with the LGU of Tubigon and BISU. The delegates from Bohol visited Nagoya City Disaster Management and Measure Bureau Prevention Center, public schools, and public works office to study Japan’s disaster prevention measures and river engineering system. Move to unify anti-rabies ordinances gets EBA nod

GOVERNOR Erico Aumentado vowed Thursday to send a memorandum to all local executives in an attempt to unify all municipal ordinances to the newly passed Bohol Anti-Rabies Ordinance. Aumentado’s action came as the Bohol Rabies Prevention and Eradication Council (BRPEC) met at the Mansion to resolve issues that hinder the province-wide implementation of anti-rabies prevention and eradication program. BRPEC has initially sought the governor’s help to resolve the issue non-uniformity of applicable laws in the dog registration and vaccination in the towns. The program calls for massive dog registration and vaccination, dog-population control, elimination after impounding, bite management, public education as well as putting up local mechanisms to bring the campaign to the communities with barangay workers as front-liners. With different enforceable local laws legislated in the towns, the council members has asked the governor for help to guide local program implementers as to which law would assure sustainability to the program which aims to make the province rabies free by 2010. Sustainability can be assured if barangays are allowed to get shares in the implementation as well as in the collection of dog registration and vaccination fees. The fees would assure a revolving fund for vaccine and dog-tag acquisition as proof of vaccination. The provincial ordinance mandates that dog registration would be P50 for a female and P100 for a male dog. It also states that 50% of the money collected goes to the provincial government as anti-rabies program revolving fund while 30% goes to the frontline barangay government while the remaining 20% goes to the municipal government. SIx election officers will be sent to Mindanao to help in the Autonomous Region in Muslim Mindanao (ARMM) elections this August 11. It will be the first automated election to be done in the nation. LTO warns officials not to use government vehicles for private use

The vehicles for the government officials are not to be use for private trips, as said by Land Transportation Office (LTO). LTO have now started a province-wide campaign the misuse of these vehicles as they have now become a target. One division of the LTO, is in-charge for vehicles caught in such misuse. The LTO Tagbilaran district supervising officer Joel Maloloy-on said that he received comments from people that a few vehicles were seen used for private trips in offices, malls and schools. TSKI lost P66T in 7 ‘Once-a-month’ robs

ROBBERS took more than P66, 832.50 from collectors of a single lending firm from at least 7 highway robberies in the first 7 months of this year, police reports said. The unabated incidents of robberies falling upon collectors of Taytay sa Kauswagan Incorporated (TSKI) has prompted members of the Provincial Peace and Order Council (PPOC) to call the firm Tulis Sa Kadalanan Inc. The unabated robberies hitting TSKI was despite an early Bohol police instruction for the firm to devise a plan so as not to present an opportunity for the crime to happen. But TSKI still sends its men to remote areas collecting cash from their borrowers all over Bohol. According to briefing notes read by Bohol police chief Ssupt. Edgardo Ingking, during the recent PPOC meeting at Cantaongon in Loon town, the most recent incident involving TSKI was July 1, at Getafe town, and involving P13,117.00. A call to Getafe police bared that on July 1, at about 11:35 am. two unidentified men in improvised masks blocked the team of Amy Omandam and her motorcycle driver between barangays Campao Oriental and Buyog of Getafe town. Using short firearms of undetermined caliber, robbers took the money from Omandam and then fled towards Buyog, said SPO1 Meliflo Paca of Getafe police station. TSKI fell victim to similar road robberies including P9,000 cash and 5210 mobile phone and the collector’s Honda Wave motorcycle which robbers took on January 23 in Sta. Cruz Sagbayan.
