TAGBILARAN CITY, Jan. 06 (PIA)–The P6.5-billion project dubbed as KALSADA, one of the biggest nationally-funded projects will be officially launched here on Friday, January 8.
Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA), is an innovative devolution program that aims to institutionalize good governance by enabling and shepherding local government units on Local Road Management, according to Department of Budget and Management (DBM) Secretary Florencio Abad.
The program will rehabilitate and upgrade provincial roads and transfer these road assets permanently to the provincial government, which will maintain them.
The program will also develop the Provincial Road Network Development Plan (PRNDP) for each province and promote the use of an online open data portal as a mechanism for monitoring and evaluating the provincial roads.
Provinces were selected based on their compliance with the Department of Interior and Local Government’s (DILG) Seal of Good Financial Housekeeping and submission to the DBM of their Local Public Financial Management Assessment Report.
The P6.5 billion fund has a breakdown per province according to a formula that considers performance and need scores such as previous provincial utilization of SLRF and provincial road network length of the provinces that have complied with the requirements for consideration.
Sec. Abad, Secretary Jose Singson of the Department of Public Works and Highways (DPWH) and DILG officials will lead the ceremony at 4:00 in the afternoon at the Dagohoy Room of Bohol Tropics Resort, this City.
Gov. Edgar Chatto, who is the head of the Technical Working Group (TWG) of the KALSADA Program will also lead provincial officials and other guests to the event.
Together with KALSADA program, the New Bohol Tourism Video will also be launched together with the Updates on the Bohol Domestic Fiber Optic Network (Bohol DFON).

The year ended and another year started with firecrackers exploding and pyrotechnics lighting up Bohol skies.
Firecracker exploding, pyrotechnics display and noise making has been a tradition which Filipinos borrowed and adopted as their own.
The tradition roots from the Chinese, who thought bad luck is as chicken as the dog which runs with its tails tucked every time an explosion happens.
For the bad luck that has hounded Chinese families during the previous year, scaring it off would mean good luck as the new year opens. Or so, they thought.
In fact, for some believers, exploding and lighting up pyrotechnics is not enough.
Like the Filipinos penchant for the back-up systems in everything, lighting firecrackers and pyrotechnics need to be accompanied by other attempts at bringing in good luck: the round fruits on the dining table for example, are just some of them.
In the Philippines, the use of firecrackers and pyrotechnics have always been seen as a free zone.
Everyone with the money to purchase some, can basically ignite them: the more people you scare the better.
Of course, this is not rooted from a belief that bad luck does come from people, although some would gladly ascribe the jinx to them.
So, when people start thinking exploding pairs with scaring people to death, in a country with regulations that are left un-imposed, firecracker makers craft the scariest of them all, so there’s Goodbye World or Goodbye Philippines for that matter.
And, next to that, expect people to get hurt. And so does making useless stumps from what was once arms and limbs are every New Year’s aftermath.
And from the Bureau of Fire Protection (BFP), Supt. Renato Marcial, made the rounds on TV and radio talk shows to pound home the proposal for a total ban on firecracker use by civilians on Christmas and New Year’s Eve.
Indeed, it sounds radical, as this is always viewed as contrary to tradition.
For a once or twice a day revelry now proposed to be banned, the BFP might be too alarmist, so they say.
But then, the Department of Health’s latest bulletin says injuries relating to firecracker use, most of them occurring during the New Year countdown and the parties afterwards, have hit really alarming counts.
While this happens to be, according to the DOH, 57 percent lower than the five-year average for the same period in 2010-2014, the figure becomes threatening especially if one of them is your kid.
Traditionalists however insist that there is such a thing as responsible use of firecrackers.
This means that firecrackers use by private individuals, households and civilians is banned but let the professionals do the scaring.
Now that firecrackers are exploded even in limited, dangerous environments, expect injuries.
Not, however in a controlled environment or designated area where the risks are contained and rubbish easy to clear.
Davao has shown that it can be done. The next thing we need to do is copy what Davao has done.
That however can not work with the kind of leaders we have whose fire are just as a fleeting as a firecracker.
Would a rather different kind of fired leader come out?

The event’s theme focuses on enhancing connectivity towards greater heights for Bohol’s development as the provincial government recognizes strengthened local road management, tourism initiatives and ICT component integration as major factors in growth and development in the province.
Exhibits on Innovations and Challenges of Bohol’s Road Programs will also be displayed at lobby of Dagohoy Hall.
It will feature a chronology events from being IRA dependence, to the road nationalization program, Chatto’s two R.A.’s namely the Tourism Act of 2007 focusing on convergence of DOT and DPWH and the declaration of Bohol as Eco Cultural Tourism Zone, PGBH partnerships with PRDP-DA and PRMF until the KALSADA Program.
The “Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) “Good Roads for Inclusive Growth” is part of the 2016 National Expenditure Plan. It is intended for the rehabilitation and upgrading of provincial roads, the transfer of these road assets permanently to provincial government balance sheets as assets and for maintenance, the development of each provinces’ Provincial Road Network Development Plan (PRNDP) and a mechanism of monitoring and evaluation of provincial roads, according to DBM.
These road networks link national roads to areas of economic development, allow access to basic services, and serve as important conduits during conflict, crises and calamities. The project allows each of the 73 provinces an average of 61.5 kilometers of road for rehabilitation, 24.6 kilometers for improvement works, and 12.3 kilometers for upgrading.
Bohol Experience
The PRNDP/KALSADA template has been provided by the experiences of Bohol and other selected provinces where the Philippine Provincial Road Management Facility (PRMF) has been piloted.
There are 10 pilot provinces of the PRMF, a program mainly aided thru the Australian Assistance for International Development (AusAID) and Department of Foreign Affairs and Tariff (DFAT) in partnership with the DILG and provincial governments concerned.
The Program is based on the Resolution of the LPP led by Gov. Alfonso Umali of Oriental Mindoro and Gov. Chatto LPP national secretary-general.
BUB Consultative Meetings
Before the KALSADA Launching, Sec Abad is set to meet with barangay officials for the Bottom-Up Budgeting (BUB) Project.
Abad is expected to inform the local leaders that under the” high-impact budget reforms in pursuit of inclusive growth” where 1,590 cities and municipalities participate in a demand-driven budget-planning process.
For 2016, the amount of P24.7 billion will support the implementation of more than 14,000 projects across the country. “Through BuB, we have institutionalized people’s participation in the budget process to gain a better understanding of their needs and requirements, and ensure that these are met,” Abad said.
