The petition for the Temporary Restraining Order (TRO) for the in-question City Square contract was raffled. However the results weren’t good after the case was raffled to Regional Trial Court (RTC) Judge Susimo Arcamo.
Atty. Victor de la Serna noticed that Judge Arcamo is familiar with the City Mayor. In fact the public is already aware that Arcamo is frequently seen in the City Mayor’s office. Insiders also says that Arcamo even eat lunch at the City Mayor’s office too.
As such, Atty. de la Serna filed a motion for elevation for Arcamo to inhibit the case. The public also noticed how the City Hall is familiar with the the RTC judges while even members of the Judiciary have to distance themselves from local officials.
