PRESIDENT Benigno S. Aquino III convened the Climate Change Commission to adopt the National Climate Action Plan in compliance with the country’s international commitments especially to the United Nations Framework for Climate Change Convention.
President Aquino chairs the Climate Change Commission, an independent and autonomous body that has the similar status of a national government agency.
Albay Gov. Joey Salceda, who met President Aquino at the Palace Tuesday, said the plan is about adaptation to climate change and mitigating its impact particularly on the economy.
The action plan will also become the basis of any assistance that will come from industrialized countries in Europe and the US, which are being blamed for global warming because of massive use of fossil fuels in their industries.
The national action plan will be presented to the climate change conference to be held in Durban, South Africa, and it will be the basis of compensatory measures that rich countries have committed to pay.
Included in the national plan are the guidelines and framework on how the country can use the assistance once it is approved in Durban.
The Philippines will join other countries in pushing for financial assistance to fight climate change as the country’s negotiators leave late this month for Durban.
Last December, negotiators agreed to create a green climate fund that could be accessed by vulnerable countries like the Philippines. They are expected to tackle in the Durban meeting the way to get the money once the fund is approved. (PCOO)

Former US Vice President and Nobel Peace Prize winner Al Gore urged Filipinos to urgently address the effects of climate change felt around the world.
Gore was in the country to talk on climate change and present the updated Asian version of “An Inconvenient Truth,” a multi-media presentation on the threat of climate change and solutions to global warming.
With only a decade or so left to address the problem as what scientists claim, the US vice president said it is fortunate that environmental issues confronting the world are reversible.
He said a clear manifestation of global warming, is the occurrence of storms worldwide.
Gore also enjoined the government to work with concerned groups or agencies and to review policies on the environment.
He said the country could adopt clean energy sources to address climate change. (PIA Bohol)

PUTTING UP palliative but sustainable solution to inefficient community garbage disposal, environment authorities here call on concerned individuals to join hands and plant mangroves.
Coming in as a major part in the activities drafted by the Department of Environment and Natural Resources (DENR) for the month-long observance of the Environment Month in June, mangrove planting teams from the DENR Penro and Cenro offices get to Tagbilaran, Dauis, Panglao on June 10 and in Clarin town on June 21 to do their share of mitigating the effects of humanity to the environment.
Aside from mangroves stopping soil erosion and spawning areas for a myriad of marine resources, mangrove ecosystems are also efficient sieves that screen off garbage and stop them from going out to pollute our seas, explains PENRO Canda, who is also an excellent forester.
Mangroves also protect coastal communities from erosion, storm surges and even tsunamis as the mangrove root system is excellent in dissipating wave energy, according to wikepedia.
Mangroves slow down tidal water enough that its sediment is deposited as the tide comes in, leaving all except fine particles when the tide ebbs, building their own environment, it continued.

AGRICULTURE Secretary Bernie G. Fondevilla has urged over 600 delegates to the National 4-H Convention to help the government in addressing critical threats of climate change which is largely attributed to man’s abuse of Mother Earth.
In his speech, Fondevilla said that in order for the government to achieve its agri-fishery development and modernization amid climate change challenges, there must be a stronger and sustained collaboration among stakeholders – the DA, LGUs, other policy makers and implementers, farmers, fishers, entrepreneurs and other industry players.
The 4-H national convention is an annual event spearheaded by the DA’s Agricultural Training Institute (DA-ATI) through its farm youth development program. It is attended by the farm youth, members of the Volunteer Leaders Association of the Philippines (VLAP) and the FYDP coordinators. There are more than 5,000 4-H Clubs organized in the barangay/municipalities in the country with about 150,000 members. (PIA-Bohol)

President Gloria Macapagal-Arroyo, together with 44 other leaders from Asia and Europe who participated in the 7th Asia-Europe Meeting in Beijing, China; adopted the “Beijing Declaration on Sustainable Development.”
The world leaders met to discuss measures that will strengthen further their partnership as well as issues of common interest.
This year’s summit was focused on the current financial crisis, food security, climate change and the Millennium Development Goals (MDGs).
The Leaders, in adopting the Beijing Declaration, agreed that sustainable development is the solution to all these concerns. (PIA/Bohol)
