Many of Bohol polling prescincts fail to open up on time as election paraphernalia arrived late and
some of these election materials were still apparently en route from the city as of 8:00 AM.
This even as Commission on Election (Comelec) in Manila reportedly completed the delivery of
election paraphernalia as early as 2:00 PM of October 24, 2010.
In Bohol, many of such materials however arrived this 4:00 AM on election day, and apparently
couldn’t make it in time for the supposed simultaneous poll opening at 7:00 AM.
Bohol Comelec Supervisor Eliseo Labaria, in radio intervies confirmed earlier monitoring reports that
polls in some areas may be delayed.
Media reported that poll officials were still gathered at the municipal hall in several towns as late as
6:00 AM to pick their poll paraphernalia.
With the arrival of poll materials at 4:00, Labaria added that these have to be sent to the sent to the
different towns as immediately as they can.
In a radio interview at around 6:00 AM, Atty Labaria said that there were instances where some
election paraphernalia inluding supplies were already delivered but the ballots were delivered in
batches and some of them were delayed.
According to Malou Cempron of the local provincial COMELEC, the materials that arrived at 4:00 PM
were the latest of the batch which would be used duirng the local polls.
She added that the Bohol Comelec office prepared vehicles to dispatch the remaining paraphernalia
to the towns at 4:00 am so the polls could open as scheduled. She however could not discount that
fact that the materials may still be enroute as several poll centers open at 7:00.
Meanwhile, Atty Labaria added that all polling precincts that fail to start on time can extend up to
5:00 PM, to make up for the lost time. (PIABOhol)

ALL ballots to be used for the Philippines’ first nationwide automated polls will be printed within the week, days before its April 25 deadline, the Commission on Elections (Comelec) said.
“Printing of ballots” will be finished “within the week,” Comelec Commissioner Gregorio Larrazabal said at a press briefing on Monday.
This was confirmed by Cesar Flores, president of the Asian office of Smartmatic, the company contracted by the Comelec to print ballots and supply poll machines.
Smartmatic will be able to finish ballot printing by April 23 or 24 because it was able to meet its target of printing a million ballots a day in the past few weeks.
As of Monday, 46.860 million of the more than 50 million ballots to be used in the May polls have already been printed, Larrazabal said.
Earlier, the Comelec brought a fifth Kodak printer to the National Printing Office in Quezon City — where the ballots are being printed — to speed up the process.
The Comelec plans to invite the media and the Joint Congressional Oversight Committee on Poll Automation on the day when the last ballot rolls out of the printer, Larrazabal added. (PIA-Bohol)

Commission on Election (COMELEC) – Bohol is now on preparations for the receiving of the registration of new voters for the coming 2010 elections. The said registration will be from December 2, 2008 – December 15, 2009.
Atty. Eliseo Z. Labarya, Provincial Elections Supervisor, declares that they have started to pull-out old records of voters. Labarya says that there will be an increase of voters by 10% this 2010 than the number of voters for the Barangay And Sannguniang Kabataan (SK) elections last October 2007. He adds that the direct voting and counting machine used in the ARMM elections is suggested by COMELEC for the elections here for faster results.
