From trash to treasure: An upcycling project rises in Bohol to help impoverished communities

 

The wallets, fans, and key holder samples were created by Rowena, Telyz, and Angelita — all members of a women’s group in Barangay Cogon in Tagbilaran, Bohol.

The souvenir items were made from used plastic shopping bags and snack wrappers.

The women were trained by a 27-year old Japanese volunteer Chisato Kanno dispatched under the Japan International Cooperation Agency’s (JICA) Japan Overseas Cooperation Volunteers (JOCV) Program.

“Bohol has a thriving tourism industry, but waste management is a challenge. I am introducing a system to the community on recycling plastic, and creating products that they can sell for income,” said Kanno.

With help from JICA, Bohol’s local government, Department of Trade and Industry (DTI), Department of Education (DepEd), and barangay Cogon, an upcycling facility project was launched in Tagbilaran, the first of its kind in the Philippines to use digital fabrication equipment.

“Upcyling” is converting unwanted objects like plastics into usable ones without degrading its quality.

In Tagbilaran City, about 10 tons of waste materials, particularly plastic shopping bags are discarded on average.

Through upcycling, waste materials like plastic are collected then washed and cleaned. The plastic materials are cut and pressed using a machine to form new plastic sheets that are then transformed into new products.

The heat press machine was designed by another Japanese volunteer dispatched in Bohol’s Department of Trade and Industry, Shiro Takaki. Takaki assembled the upcycling equipment using a previous JICA-assisted project and the country’s first fabrication laboratory in Bohol.

Through the project, women of Barangay Cogon saw how trash could be redesigned to become someone else’s treasure, while helping low-income families.

“My husband has no fixed salary so I’m happy to help support our household by being part of this project,” said Rowena, 37 years old.

“My role is to link the city hall, provincial government, barangays, and other institutions to support these women in sustaining the project and marketing the products,” added Kanno.

Kanno, who graduated from a cross cultural communication degree in Senshu University in Kanagawa Prefecture in Japan, said, “Japan and the Philippines are different in lifestyle and in the way we work, but we can overcome the cultural differences by working together as one.”

“The women in the barangay participate in the design process and they are proud to create something new that can also help uplift their lives,” she said.

DTI conducts 2017 NCC Customer Experience Survey

The National Competitiveness Council (NCC) through the DTI is again conducting its 6th run of the Customer Experience Survey for Renewal of Business Permit. The said survey is conducted once a year during the renewal period of business permits. For this year, the survey will be conducted from January to February and is targeted to cover 164 local government units (LGUs). It aims to determine satisfaction level and assess performance of LGUs in terms of Business Permits and Licensing System (BPLS) standards for renewal process of business permit.

To comply with Pres. Duterte’s pronouncement during his inaugural speech for government agencies to reduce requirements and processing time for all government transactions, the DTI together with the DILG and the newly created DITC signed the Joint Memorandum Circular (JMC) No. 01, Series of 2016 which aims is to revise the standards in processing business permits and licenses in all cities and municipalities in the country. In the new JMC, the standard processing time for the renewal of business permit takes only 1 day or less with only two requirements needed: 1. Barangay clearance and 2. Basis for computing taxes, fees, and charges (e.g. Income Tax Returns).

VAT exemptions sa seniors, PWDs magpabilin taliwala sa tax reforms

 

MANILA, January 30 (PIA)–Giseguro sa Duterte administration nga walay kabag-ohan sa ginadawat nga exemption sa value added tax (VAT) sa mga senior citizens ug persons with disabilities (PWDs) sa gidusong tax reform karon sa gobyerno.

 

Kini ang gi-anunsiyo ni Department of Finance (DoF) Undersecretary Karl Kendrick Chua atol sa press briefing sa Malakanyang niadtong Biyernes, Enero 27.

 

Ang good news po dito, ang senior citizen VAT exemption at sa PWD ay hindi tatanggalin pero ang gagawin po natin ay aayusin po natin ‘yung sistema. For example through a national ID para ‘yung leakage ay maiwasan, na ang benepisyo lang ay mapupunta sa tamang tao,” matud pa ni Chua.

 

Gitin-aw ni Chua nga tinguha sa ipatuman nga tax reform nga mapakunhod ang poverty rate sa nasod gikan sa 22%, himuong 14% nga mahimong dalan aron ang Pilipinas mahimong middle-income nga nasod sa tuig 2022.

 

Matud pa ni Chua nga ang tax reform parte sa 10-point socioeconomic agenda ni Presidente Rodrigo Duterte.

Early registration sa mga pampublikong tunghaan, gisugdan na

MANILA, January 30 (PIA)–Gisugdan na niadtong Sabado, Enero 28 ang early registration program sa Department of Education (DepEd) alang sa tanang bata nga motungha sa kinder, grade 1 hangtud grade 10 sa mga pampublikong tunghaan sa nasod sa umaabot school year 2017-2018.

Matud pa ni DepEd Kalihim Leonor Briones, tumong sa early registration nga matumbok og sayo ang posibleng problema nga atubangon sa mga opisyal sa tunghaan, mga ginikanan ug mga batang motungha sa dili pa moabot ang regular nga enrollment sa Hunyo.

Gipasalig sa DepEd nga hatagan nila dayon og pagtagad ug solusyon ang unsa mang problema nga motumaw sa early registration.

Matud pa ni Briones nga target nila sa sayong pagparehistro ang mga batang may edad 5 ka tuig nga mosulod sa kindergarten ug ang mga motungtong sa grade 1 hangtud grade 10.

Modagan ang early registration hangtud Pebrero 24, ning kasamtangang tuig.

Samtang gimanduan ni Briones ang mga school division, superintendent ug principal sa tibuok nasod sa pagpahigayon og mga aktibidad aron mapahibaw sa publiko ang kalabot sa early registration sama sa pagpahigayon og house-to-house campaigns ug pakigtinabangay sa mga opisyal sa barangay.
