THE Department of Budget and Management (DBM) today announced that disbursements topped at P124.1 billion for February—14.3 percent higher than expenditure levels posted in the same period in 2012—exceeding the 11-percent year-on-year spending jump posted earlier in January.
The DBM also reported that cumulative disbursements for the first two months of the year amounted to P282 billion, P31.2 billion or 12.4 percent higher than the P250.8 billion posted in January to February 2012. This is the highest growth recorded since 2007.
Notable growth was also seen in infrastructure and capital outlay (CO) spending, which rose year-on-year by 40.8 percent to P32.3 billion as of end-February. Disbursements for Maintenance and Other Operating Expenditures (MOOE) also jumped by 40.5 percent to P47 billion for January to February, besting the P33.5 billion tracked in the same period last year.
“We expect to see further improvements in budget implementation, given the expenditure reforms we’ve advanced over the last two years. As we continue to fine-tune the budget process and make it even more efficient, we urge departments and agencies to optimize their allocations and ensure that these translate to the quick delivery of high-impact services to the public,” Budget and Management Secretary Florencio B. Abad said in a statement.
He added that the country’s recent investment grade rating from Fitch will help buoy the Aquino administration’s expenditure strategy, particularly for investments in infrastructure, agri-fishery industries, business process outsourcing, and other strong-performing sectors.
“The country’s strong fiscal performance will allow the Administration to devote more resources to programs and projects aligned with President Aquino’s Social Contract with the Filipino People. Meanwhile, it’s critical for us to sustain our spending performance, so that departments and agencies can continue implementing their projects, and ultimately, meet their set targets for the year,” Abad added. The Department of Education’s Public-Private Partnership (PPP) for School Infrastructure Project (PSIP), which aims to address shortages in public school classrooms through partnerships with the private sector, has made it as the lone entry from the ASEAN to the internationally-acclaimed Partnerships Awards 2013.
The PSIP is a qualifier for the ‘Best Pathfinder Project’ category.
Previous winners were mostly from Europe and the Americas. The awarding ceremony will take place at Park Plaza Westminster Bridge in London on 23 May 2013, a statement from the Department of Education said.
Partnership Awards is an annual event organized by the United Kingdom-based Partnerships Bulletin and PPP Bulletin International to recognize and reward outstanding achievements in PPP worldwide.
“The shortlisting of DepEd’s PSIP to the Partnerships Awards 2013 is a recognition from the global PPP community that we are on the right path,” PPP Center Executive Director Cosette Canilao said.
The ‘Best Pathfinder’ category is a recognition given to public infrastructure projects that demonstrate the best ‘first of its kind’ in a sector or region.
“We are being noticed for doing things that we are supposed to do for generations of learners. Being included in the shortlist is already like an icing on the cake,” said Education Secretary Armin A. Luistro.
For this year, only entries and nominations for deals signed between 1 January 2011 and 31 December 2012 were accepted. Industry professionals representing both the public and private sector will judge the entries.
The DepEd’s PSIP is the Philippine’s first PPP social infrastructure project. It aims to supplement the current initiatives and program of the government to address the current shortage of public school buildings nationwide. (DepEd)

Gibanabanang bilyon ka pesos ang nawala sa tax collection sa gobyerno tungod sa smuggling og gasoline products.

Ning bag-o lang, makapatala og tulo ka kumpirmadong kaso sa maong sakit sa China diin duha niini ang unang namatay. Gawas pa sa bag-ong upat nga na-igo sa maong virus nga puro naa sa kritikal ang kondisyon.
“Ito pong H7N9 ay kakadiskubre lamang na virus sa China na sanhi ng pagkamatay ng ilang tao. As of now wala po tayong dapat ikabahala dito, although dapat naka-standby tayo anuman posibleng mangyari. Ang imbestigasyon po ay kasalukuyang isinasagawa sa China para malaamn po ang extent ng problema,” matud pa ni Suy.
