City Health Officer Dr. Antonio Porticos declines to comment regarding the issues surrounding the outfall drainage. Issues like the water quality of the Tagbilaran seawaters, the bad smell coming out of the drainage , and the loss of livelihood of vendors in Caingit.
Porticos adds that he can’t comment due to orders from above stating that the issue will be taken up by City Sangguniang Panglungsod Chair Kagawad Edi Borja. Media asks him if the City Government has plans to answer the issue on the outfall drainage. Porticos, who is usually media-friendly, refuses to comment any further.
However, the public is dismayed on the City Government’s ways to evade the outfall drainage issues in the midst of debates regarding public health and the financial transactions of City officials.

On Dec. 3, 2008, the Sangguniang Panlalawigan (SP) approved unanimously Resolution No. 002-2008, urging the Department of Environment and Natural Resources, through Secretary Jose Atienza, to stop the issuance of wildlife farm permits that allow possession and display of tarsiers for business or commercial purposes.
It blamed the DENR for the proliferation of permits in Panglao, Loay, Albur, Anda and Sagbayan.
The board also approved on first reading the proposed Ordinance 015-2008, which prohibits the possession and display of the tarsier and imposes penalties on violators.
The legislative measures came amid concerns by provincial officials and tourism industry stakeholders who had pushed for stronger steps to protect the tarsier, which has been classified as an endangered species by the DENR.

The Caingit Vendors & Fishermen Association along with the Booy Barangay council awaits the results of the water sample near the outfall drainage that they requested from the Department of Health (DOH) – Bohol. They have requested faster results as to know if the waters in Caingit are still safe to bathe in. The Association’s President Abner Lontoc said that there have been a decrease in visitors in the aforementioned area since the drainage was opened. He adds it has already affected their daily income.
Booy Barangay Captain June Telmo had already submitted to the City Mayor’s Office their Resolution No.2008-0211 stating to immediately close the drainage near the shell Depot at Graham Avenue.

The Provincial Government has said to stop the display of tarsiers for commercial purposes. In a session on Dec. 2, 2008, the Sangguniang Panlalawigan have united to thrust the Resolution No. 002-2008 addressing the Department of Environment and Natural Resources to stop the issuance of Wildlife Farm Permits that allows the display of tarsiers for business purposes.
The legislative measures met up with the calls to stop the neglect of tarsiers since they are one of the mascots of the tourism industry in the nation.
At the session, Hotelier Anos Fonacier from the Philippine Tarsier Foundation Inc. faced the lawmakers and urge them with the resolution. He adds that the center for tarsiers are useless if the tarsiers are displayed in places where tourists flock. The foundation executive continues that if the unknown issuance of the aforementioned permits will continue, he center will stop with its operation.

Atty. Victor de la Serna states that the issue of the Drainage Outfall is still the City Government’s responsibility. He adds that Gov. Erico Aumentado’s stand to “Close the Drainage” is correct, especially now that the City Mayor’s stand is constantly changing in regards to the Drainage Outfall Issue. De la Serna recommends that the city government must also check other areas in the city affected by the outfall.
International Ship Captain Jude Mendez said that the rise in waste and flooding just can’t be helped by opening the drainage. He suggests that the floodwater will be thrown to the quarry instead of just letting it flow through the drainage outfall which directly faces the Tagbilaran City Port to avoid further pollution.
While Aumentado awaits the final recommendation from Department of Environment and Natural Resources Sec. Lito Atienza in his letter to “Close the Outfall” after lab results from San Carlos University showed a huge presence of coliforms. This decision to close the drainage was rapidly done to save the Tagbilaran Bay from furthermore damage. Aumentado adds that this issue would have been easily evaded if the City Government stayed true to their word of creating a Waste Water Treatment Facility& Recycling Plant and as well as fixing the problems in regards to the drainage such as illegal sewage connections.
