Palace says government to spend more in second half of 2011

THE Aquino administration will carry out more aggressive spending in the second half of 2011 particularly in major infrastructure projects even as it ensures that public money will be spent wisely, Presidential Spokesman Edwin Lacierda said.

In a regular press briefing on Wednesday in Malacanang, Lacierda said the Aquino leadership has to fix the excesses of the past administration by restructuring and reviewing the whole process of allocating and releasing money.

“It took some time for us to do that. We don’t want to waste taxpayers’ money. That’s precisely why there was under spending – to make sure that the money we spend will be spent prudently and wisely,” he said.

He reiterated that there was under spending in the first half of the year because the present administration has to clear some processes, do some changes and studies to avoid the mistakes of the past administration.

Lacierda also noted that Budget Secretary Florencio Abad assured the senators this week during a budget hearing that the country could expect increased spending in public infrastructure in the next half of the year after the government initiated the reform measures.

Some senators have raised the necessity for an aggressive spending in the first half of the year to boost the local economy which could protect the country from possible fallout from the U.S. economic slowdown following a credit rating downgrade. (PCOO)

Government-MILF exploratory talks set on Aug. 22

THE Philippine government and the Moro Islamic Liberation Front (MILF) peace panels are scheduled to hold formal exploratory talks on Aug. 22 to 24 in Kuala Lumpur, Malaysia. Government peace panel chairman Marvic Leonen said both parties have agreed to fast-track negotiations and implement agreements before the end of Aquino’s term in 2016.

Leonen said the government peace panel was confident about reaching a political settlement of the conflict in Mindanao as the MILF was no longer demanding independence.  Leonen said the “historic” meeting between Aquino and the MILF chief indicated the administration’s sincerity and commitment to achieve a negotiated political settlement with the MILF.

Aquino and several Cabinet officials met unannounced with Murad in Tokyo on Thursday to discuss ways to move the peace talks forward.

Leonen said both parties agreed to work on solutions that are “feasible, practical, and politically and economically viable.” (End)

DFA: Alert level 1 up in UK amid riots

THE Department of Foreign Affairs (DFA) said on Wednesday alert level 1 has been raised in London as violence persists in the area.

DFA spokesperson Raul Hernandez urged overseas Filipino workers to be extra careful and vigilant of violence.

He said the Philippine government has not yet imposed of travel and deployment bans to London.

On Tuesday, the Philippine Embassy in London issued an advisory to the Filipino community in the United Kingdom to be vigilant and to exercise due caution in light of the riots that occurred around London and in other UK cities over the past days.

“The Embassy urges all Filipinos to stay away from high street areas, to avoid large gatherings and to avoid joining or going to places of riots or get involved in any public disturbance,” Charge d’Affaires, a.i. Reynaldo A. Catapang said.

The Embassy has also called on the Filipino community leaders and members to contact the local police immediately and/or the Embassy if there are any untoward incidents in their respective areas or to report any information on Filipinos who may have been injured or seriously affected by
the riots.

The Embassy remains in close contact with UK authorities and Filipino community leaders and is closely monitoring events and developments. It has also activated a round-the-clock monitoring team to continuously ascertain the situation. (End)
