A TOTAL of 24,092 inmates who are detained in 414 city, district and municipal jails nationwide under the Bureau of Jail Management and Penology (BJMP) are expected to vote in the May 10 national and local elections.
BJMP Director Rosendo Dial on Thursday said the figure represents 44 percent of the total jail population of 58,766 inmates nationwide.
The 24,092 inmates availed themselves of voters’ registration conducted by the Commission on Elections (Comelec) last Oct. 26.
Of the number, Dial said 5,677 inmates are detained in the National Capital Region, which maintains 23 district jails.
Davao City though has the most number of registered inmates in a jail with 1,008 voters.
The BJMP chief said the Comelec will put up special polling precincts in jails with more than 100 voters, and their respective jail wardens will have to coordinate with the local Comelec offices to set up the polling precincts. (PIA-Bohol)

The Commission on Elections (Comelec) advised on Sunday the voters to verify their registration records at local Comelec offices to avoid confusion in finding their names and precinct numbers on Election Day.
“We encourage people to visit the Comelec offices in different cities and municipalities to just verify their records,” Comelec Commissioner Gregorio Larrazabal said.
He said that with seven weeks left before the May 10 elections, voters should allot some time to verify their records so as to know if they are in the Comelec watchlist or not.
The Comelec came up with the watchlist to prevent suspected double or multiple registrants from voting more than once in the country’s first automated national and local elections. (PIA-Bohol)

BOHOLANO leaders and even candidates running this May 10 elections are expected to sign up on a Covenant for Climate Change Mitigation and Adaptation Strategies during the upcoming Province-wide Climate Change Summit set next week.
Expected to put up their pledges during the Summit setMarch 29-30 at the Bohol Tropics Resort are Congressional and Provincial Candidates as well as local leaders.
Convened by the Provincial Government of Bohol in partnership with Philippine Australia Alumni Association Inc., Bohol Chapter, the summit adopts the theme “meeting the Challenges of Climate Change at the Local level through Adaptation and Mitigation Strategies.
Organizers at the Bohl Environment Management Offfice said it is high time to egnerate early commitments from politicians so it would be easier to make them accountable when they fail to realize their commitments. (PIA)

The Commission on Elections (Comelec) confirmed on Sunday that more than 700,000 voters were found to have double or multiple registration records that could trigger accusations of irregularities in the May 10, 2010 national and local elections.
The Comelec in Resolution No. 8791 said their Information and Technology Department found out about the 704, 542 voters with double or multiple registration records using algorithmic matching.
The resolution, promulgated last March 10, resolved to abate the other registration records of voters found to have double or multiple registration records according to the provisions of the Omnibus Election Code.
The Comelec also directed the Board of Election Inspectors (BEIs) not to allow the voters with multiple registration records to vote in their respective precincts in the May 10 polls.
It also resolved to delete the registration records of said voters in the next Election Registration Board (ERB) hearings.
In an earlier Minute Resolution last October 20, the poll body resolved that in cases where registrants are found to be registered in two or more districts/cities municipalities, the latest registration shall prevail.
Accordingly, the voters shall be allowed to vote only in the district/city/municipality of their latest registration. (PIA-Bohol)

TEACHERS serving as Board of Election Inspectors (BEIs) in the May 10 elections will receive P1,300 on top of the P3,000 honorarium, according to a resolution promulgated by the Commission on Elections on March 4.
As per Comelec Resolution No. 8786, each BEI member will receive an additional P1,300, which includes P500 for the inspection, verification and sealing of the book of voters; P500 for the testing and sealing of machines; and P300 for one-time transportation allowance.
Teachers who serve as BEI are entitled to receive P1,000 honorarium for three days of poll duty: the day before the elections, election day, and the day after.
The BEI is composed of a chairman, a vice-chairman, and a poll clerk, all public school teachers. The Comelec will deploy 240,000 teachers to man 74,000 clustered polling precints nationwide.
Each of the school heads, principals, and supervisors who are not part of the BEI but will help supervise the conduct of elections at the precincts will also get P3,000 honorarium, while janitors and messengers who will be assigned in schools serving as polling precincts will receive P1,500. The board of canvassers in the municipal, city, and provincial levels will get P5,000.
Education Secretary Jesli Lapuz and Comelec chair Jose Melo signed a memorandum of agreement (MOA) to ensure the fair compensation of public school teachers as they perform their electoral duties on May 10.
After sealing an agreement, DepEd undersecretary Franklin Sunga and Comelec Commissioner Gregorio Larrazabal settled on a teacher compensation package, which included the P1,300 additional pay for BEI members. (PIA-Bohol)
