SSS, Philhealth ug Pag-ibig, molagda og MOU sa Kasambahay Law

TAGBILARAN CITY, Bohol, Aug. 07 (PIA)–Gitakdang molagda og usa ka Memorandum of Understanding (MOU) ang tulo ka ahensya sa gobyerno alang sa pagpatuman sa ‘unified registration system’ alang sa mga kasambahay.

Matud pa ni Labor Secretary Rosalinda Baldoz, nagkauyon ang Social Security System, Philhealth ug Pag-Ibig Fund agig pagsunod na usab sa gitakdang Kasambahay Law.

Gipasabot ni Baldoz nga ubos sa maong sistema, mahimong dali nalang alang sa mga employer nga iparehistro ang ilang mga kasambahay o katabang sa SSS, Philhealth ug Pag-Ibig Fund tungod kay dili na nila kinahanglan pang muadto sa mga nahisgotang ahensya aron makig-transaksyon.

Kini nagpasabot nga kun naparehistro na ang employer ang iyang kasambahay sa SSS, tanang mga impormasyon ipa-ambit sa ahensya sa Pag-Ibig ug Philhealth.

Gibutyag usab sa kalihim nga nga nagpagawas na ang Department of Interior and Local Government (DILG) og Memorandum Circular 2013-61 nga nagtakda og sumbanan alang sa pagpatala sa mga kasambahay sa tanang barangay sa tibuok nasud.

Ang maong DILG circular ang mahimong giya alang sa tanang mga Mayor ug Kapitan sa Barangay alang sa local nga pagparehistro sa mga kasambahay nga gitakda usab sa balaod. (PIA-Bohol/ecb)

Gov’t eyes early passage of 2014 budget

Secretary of Budget and Management Florencio Abad expressed his confidence on the timely passage of the proposed P2.268-trillion 2014 National Budget—aimed at sustaining the country’s fiscal momentum and promote inclusive growth—as deliberations on the government’s expenditure program kick off in the Lower House on August 7, 2013.

“We look forward to discussing the finer details of the 2014 National Budget with our colleagues in Congress, and are likewise confident that the Lower House will pass the expenditure program within schedule, as instructed by President Aquino. The timely passage of the Budget will be critical in ensuring the swift implementation of the Administration’s priority programs and projects next year, especially as we intensify our efforts at enhancing the expenditure process to bring rapid, inclusive, and sustainable growth to the country,” Abad said.

The Budget Hearings of the House Committee on Appropriations will cover the period from August 7 to September 9, 2013, starting with a budget briefing led by the Development Budget Coordinating Committee (DBCC). The DBCC is composed of the DBM, National and Economic and Development Authority (NEDA), Department of Finance (DoF), and Bangko Sentral ng Pilipinas (BSP).

The Budget chief said that the DBM expects the proposed expenditure plan to undergo careful scrutiny during deliberations, particularly with respect to the Administration’s budgetary support for anticorruption and good governance, social development, economic services, national peace and security, and climate change response and mitigation.

The Committee on Appropriations is also expected to pay particular attention to the new Performance-Informed Budget structure that defines the government’s spending program for 2014.

“We designed the 2014 budget so that it is decidedly output- and outcome-based. We’re no longer looking at a budget document that merely lists allocations and budgets; instead, we’re looking at an expenditure program that very clearly shows the country’s own development goals, as well as the Administration’s strategy for achieving those same objectives.

“We trust that the new face of the National Budget will encourage efficient and fruitful discussions during budget deliberations, in addition to helping our lawmakers approve President Aquino’s spending program in record time,” Abad said. (DBM)

Gi-inspeksyon na usab kini sa PCG ug napamatud-ang naa pa sa maayong kondisyon ang patrol ship nga mahimong magamit sa mosunod nga 20 ka tuig.

Gov’t addressing reported al-Qaida terrorist threats

MALACAÑANG said on Sunday that the government is intensifying its intelligence gathering efforts in order to address reported plans of international terrorist group al-Qaida to attack targets this month.

The United States has issued alerts to its diplomatic posts around the world warning of an al-Qaida attack on Western interests any time soon. The alert expires on August 31.

In a press briefing aired over government-run radio station dzRB Radyo ng Bayan, Deputy Presidential Spokesperson Abigail Valte said efforts have also been centered at fortifying alleged targets of the terrorist group.

“We consulted the National Security Adviser and the NSA had advised us that we are already intensifying intelligence gathering, and we continue the hardening of targets which are the focus of these alerts such as the US Embassy,” Valte said.

She said the government was concerned about the terror alert and has remained in constant communication with the NSA for further updates.

“Of course, we take into consideration the alert that has been issued and then, according to the National Security Adviser, we are intensifying our intelligence gathering to address the issues that were raised in the alert,” Valte said. (PCOO)

PNoy declares Aug. 9 as regular holiday in observance of ‘Eid’l Fitr’

President Benigno S. Aquino III has declared August 9, which falls on a Friday, as a regular holiday throughout the country in observance of Eid’l Fitr (Feast of Ramadan).

The Chief Executive issued the declaration through Proclamation No. 629 signed on August 1 by Executive Secretary Paquito N. Ochoa Jr., in line with the Republic Act No. 9177 that declared Eid’l Fitr or Feast of Ramadan as a regular holiday throughout the country.

Eid’l Fitr is celebrated by the Muslim World for three (3) days after the end of the month of fasting.

“To promote cultural understanding and integration, the entire Filipino nation should have the full opportunity to join their Muslim brothers and sisters in the observance and celebration of Eid’l Fitr,” the President said.

“In order to bring the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness, it is necessary to declare Friday, 9 August 2013, as a regular holiday throughout the country,” he said.

Ramadan is the month when Muslims observe a strict fasting for a period of 12 hours daily, from sunrise to sunset.

Ramadan is also a month of sacrifice and purification as the Muslims worldwide fast, pray and act with kindness towards the poor and less fortunate. (PND)

Visayas trees now in print

manual of nativeDespite a sudden downpour last July 24, guests from across Cebu Province witnessed the unveiling of the first publication that compiles Philippine trees in the Visayas region and aims to provide comprehensive information about these indigenous tree species.

Ramon Aboitiz Foundation Inc. (RAFI) launched the Manual on Native Trees in the Visayas at the Eduardo Aboitiz Development Studies Center, Cebu City. The manual is a compilation of 101 Philippine native trees found in the Visayas.

The trees are grouped alphabetically according to the family classification each belongs to, and presented with descriptions that include their official names, scientific names, local names, methods of propagation and uses. Also included are practical tips on how to plant a seedling and how to nurture it to full growth. A glossary is provided to help readers in understanding technical words.

The book launching was attended by Cebu Vice Governor Agnes Magpale, mayors from different municipalities of Cebu Province, and representatives from various government agencies, civic organizations, and academic institutions all over Cebu.

Dominica Chua, RAFI chief operating officer, and Magpale formally presented Manual of Native Trees in the Visayas to the public through an unveiling of an enlarged version of the book cover.

Free copies of the book were given to identified guests and partners.

“RAFI has special preference for native trees due to their many benefits to surrounding flora and fauna,” Chua stressed.

During the program, a presentation of the results of this year’s Run 2 Plant 4 GREENIN Philippines was also done by Marge Gravador, executive director of RAFI’s Integrated Development unit.

The free running and indigenous tree planting event was held simultaneously in over 40 municipalities of the Province of Cebu last June 29.

Another initiative of RAFI in promoting biodiversity conservation is the RAFI Native Trees Nursery in Barangay Busay, Cebu City. The nursery houses 200,000 seedlings of 218 native tree species.

Manual on Native Trees in the Visayas was conceptualized to contribute to the achievement of Goal 7 of the Millennium Development Goals, which is to ensure environmental sustainability by reversing the loss of environmental resources.
