BOARD of Elections Inspectors (BEI) can be asked to assist voters who are illiterate, says Atty Rodolfo Villares recentty.
During the daily program Mga Gutlo sa Kaalam uban sa Commission on Elections, new city election officers cited provisions of the Omnibus Election code which allows the BEI to assist illiterate or handicapped voters.
He also said the law allows two more persons to assist the voter; a relative within the fourth civil degree of affinity or consanguinity and ahousemate who has the full trust and confidence of the voter.
Of course, those who will assist are bound by law not to divulge in any manner anything the voter wants him to reflect in the official ballots.
The point popped upon the question whether party watchers would be allowed to assist voters.
No, they are not, Villares reiterated, as he hints that such a move can be illegal if pressed.

A reshuffling of elections officers all over Bohol came in effect last April 19 has assured the people that no election officer may show bias to his local chief executive.
New Tagbilaran City Election Officer Atty. Ricardo Villares bared this as he stressed that the rigodon should put election officers away from the allegations that they are conniving with the mayors and other local officials to assure their victories.
Villares, who came from vote-rich Loon also said the Commission on Elections has almost finished its preparations for the elections.
Other than testing and sealing the Precinct Count Optical Scanners (PCOS) the Comelec would also have to attempt to transmit the results of a test run within the next few days.
Bohol election officer Eliseo Labaria Jr also said he hopes polls in Bohol would go smooth and peaceful, urging losing candidates to candidly accept defeat and stop being sore losers by spinning tales of being cheated. (PIA Bohol)

BOHOLANOS await in thrilled expectation the public presentation of the latest round of public opinion gathered by the Holy Name University survey team.
The public presentation, set on Friday at 4:00 PM at the HNU Audio Visual Hall would include topics on awareness and trust ratings of insividuals and institutions involved in the upcoming elections, Boholano opinion and attitudes on vote buying, interest in politics, campaign exposure of candidates, past voter participations, voter commitments and knowledge on prescint locations.
The most sought however among the topics to be presented would be voters’ preference on all national and local elective positions fielded by known candidates.
Credibility wise, HNU social weather station has been almost accurately forecasting elections returns in the past 13 years and which has made them one of the most trusted survey institutions in Bohol.
