(rac/PIA-7/Bohol)

The Department of Trade and Industry (DTI) is encouraging the public to help fight scammers by reporting text scams.
During the Christmas season, many may have received text messages from unknown sources informing them that they have been charged by the phone company or that they have won in a raffle promo which they have not entered and then they are asked to send a load to a mobile phone or deposit money to a certain account.
These SMS fraudulent messages may be reported to the following :
Report message and mobile number to National Telecommunications Commission (NTC) at tel # 926.7722 orhttp://www.ntc.gov.ph/publicassistance_textmessage.php
or report these numbers to http://www.globe.com.ph/stopspam (Globe)or http://smart.com.ph/corporate/smart-to-know (Smart)
or call *888
.
The DTI has released the following tips on how to detect text scams:
1. The text message was sent through an 11-digit mobile number (ex. 09123456789) instead of a special three or four-digit number. Legitimate raffle or promo sponsors have a special three or four-digit code from the mobile network providers that are used to register and notify participants through short messaging service (SMS);
2. A subscriber has won a brand new car or a big amount from a raffle or contest when in fact, he didn’t join any;
3. A subscriber is asked to either call the sender, send load or deposit a certain amount of cash as processing fee or tax payment prior to claiming the prize;
4. A subscriber is rushed to claim the prize. Legitimate sales promotions are required to give winners 60-day period from the date of notification or announcement to claim the prize/s. More importantly, winners of promos with prizes exceeding P500 are required to be notified through registered mail, and not through text messages alone, per the Consumer Act of the Philippines;
5. Text scams use bogus DTI permit number. Promo activities are required to have a permit from DTI, however, dubious text promos use bogus permit numbers to deceive subscribers. Consumers can verify the legitimacy of the promo with DTI.

CORTES, Bohol, December 24 (PIA)—About three to five active lawyers are implicated in illegal drugs, a key National Bureau of Investigation (NBI) official here said.
In a report that he delivered before the Provincial Peace and Order Council (PPOC) meeting at the Governor’s Mansion Thursday, NBI Bohol executive Officer Atty. Arcelito Albao however did not name those he implied.
In its active support to President Rodrigo Duterte’s war against drugs, the NBI in Bohol in coordination with other law enforcement agencies has initiated its anti-drugs operations and has been contributing to the accomplishments of the Philippine Drug Enforcement Agency (PDEA).
For months, members of the PPOC have been urging the police officers who builds up their suits against arrested drug personalities to make sure they have a tenable case to finally complement their efforts in finally making Bohol drug free.
For months too, PPOC members point out that the dismal accomplishments in convicting drug criminals may either be a problem with the police filing the case or that there is a flaw in the system that may include those in the prosecution system.
Integrated Bar of the Philippines (IBP) Bohol Chapter President Teodoro Lagang, in an interview said the NBI has already told him about the report and in fact has been taken as an item in their last IBP meeting.
He also added that the IBP in Bohol is coming out with a manifesto expressing their officials stand on the issue.
The statement would be off the press when the IBP meets again to tackle the issue even as Atty. Lagang expressed dismay at the accusation that lawyers are also embroiled into the drug business.
In the past, a lawyer was shot in the vicinity of the Hall of Justice, the lawyer was among those in the defense of drug offenders.
While it was not ascertained in the report that the lawyers implicated are users or are in the business actively in the defense of drug personalities or that it constitutes the violation the NBI saw, the IBP is not taking the issue sitting down, hints Atty. Lagang.
In the past, a lawyer has been pinpointed as a favorite defense lawyer for drug personalities, giving meat to the allegations that drug syndicates would just get their men by paying through the courts. (rac/PIA-7/Bohol)

CORTES, Bohol, December 24 (PIA)— Governor Edgar Chatto hands Bohol’s assistance to a law enforcement program which provides legal assistance to state actors in the fight against drugs and criminality.
That day coincides when the Provincial Peace and Order Council (PPOC) noted a better batting average by getting more convictions than acquittals in the prosecution of drug offenders.
After several months of tracking dismaying accomplishments in the conviction rates as against those cases filed by authorities, members of the PPOC noted 11 drug convictions as against 4 acquittals and 2 dismissals.
In the Philippine Drug Enforcement Agency report which the Department of Interior and Local Government read, it also showed that in the period from October to November 2016, a total of 193 drug related cases were filed.
The assistance goes to the Integrated Bar of the Philippines (IBP) Bohol Chapter through its president Atty. Teodoro Lagang, for Bohol’s Legal Assistance to Effective Law Enforcement Program (LAELEP).
LAELEP is a program lodged at the IBP and entails the IBP giving of free legal assistance to law enforcement agents who may be getting counter-charges while in the performance of their legal duties.
In the implementation of the LAELEP, the program also extended to providing law enforcement agents the capacity to be more efficient in their case build up to get a better conviction rate.
The support system assures that state operatives in the performance of their duties do not necessarily dip their hands into their pockets just to defend themselves.
This too came as the PPOC noted that plenty of cases have been prosecution turn-downs largely due to insufficiency of evidence, failure to follow the custody of evidence protocols, and several technicality issues.
At the turn-over of the assistance to IBP for LAELEP, Gov Chatto explained that the fund was the initial tranche and another one would be given as soon as the IBP can use up the aid.
The governor also reminded those in attendance to the simple rites that the fund would be subject to normal auditing rules.
For the IBP, Atty Lagang assured the PPOC that the money would go to the intended projects even as he announced that an activity6 of the IBP for the program has been stated this week. (rac/PIA-7/Bohol)
