Aris: Let’s go nuclear

REP. Erico Aristotle Aumentado of Bohol’s 2nd District is looking at more sources of energy to meet the increasing demand of industries, and the population.
On top of fossil fuel, geothermal, hydro (water), solar and wind that are currently in use, top on the chair of the House committee on science and technology’s sights is nuclear power.
To allay people’s fears of a repeat of the Chernobyl, Russia and Fukushima, Japan nuclear plant accidents, however, Aumentado, together with Zamboanga del Norte 1st District Rep. Seth Frederick Jalosjos, filed House Bill 3651 seeking to create a nuclear energy regulatory body.
Aumentado said the proposed Philippine Nuclear Regulatory Commission (PNRC), under the Office of the President, will control and oversee the use of nuclear energy for peaceful and developmental purposes.
The commission, as described in the bill, is patterned after the regulatory bodies of Asia-Pacific countries like China, Indonesia, South Korea, Japan and others.
Its task will be consistent with the technology in the prevention of possible hazardous effect of nuclear power.
He said world history would show that nuclear-powered energy has not sown devastation in any country. Damages in Japan wrought by earthquake and tsunami were more devastating than that caused by Fukushima.
The proposed commission, he explained will be functioning with lessons learned from Fukushima and Chernobyl in mind.
He said it is about time that the country will develop nuclear technology. While so far solar energy has been successful, this cannot be expanded considering that the Philippines does not have the luxury of space.
If this is continually and limitlessly pursued, there will come a time that solar panels will encroach into agricultural lands. This means, he said, agricultural production will suffer. The best move, he added, will be to go nuclear – but with safety measures strictly imposed.
At the same time, attractive incentives will be offered to Filipino nuclear scientists to entice them to come home. They may work for the government, or for the private sector.
His bill, he assured, covers nuclear laws based on current international standards. It addresses gaps and omissions in radiological energy preparedness response, radioactive waste management, transport of radioactive materials, licensing of nuclear facilities and materials, among others.
The new source, he expects, will finally reach the farthest island barangays and most far-flung mountainous areas if the Philippines is to graduate from being a third world country into a developed one.
Apparently, the solon got his namesake father and immediate congressional predecessor Erico Boyles Aumentado’s visionary gene. He said he does not want the rug to be pulled out from under his feet: he does not want to wake up unprepared on the day that power has become insufficient.
Just like buildings are now designed to survive earthquakes of over 7.2 magnitudes and withstand super typhoons, he said he wants to develop and harness energy before the people will feel the pinch of power outages and their attendant inconvenience.

Bohol bids for NWC Reinstatement for Tagbilaran City, Bohol

TAGBILARAN CITY, October 7 (PIA)—The bid to get Bohol back into the list of next wave cities (NWC) for prospectors of information technology’s business process management (IT-BPM) starts anew this week as private and public sectors bring Digital Bohol Summit here October 15 and 14.

Set in an auspicious time when an earthquake in Bohol effectively cancelled the supposedly best time for the city and the province to showcase why it is the next best place for a BPM venture in 2013, the ICT summit now would be a chance at redemption for Bohol’s failed dream of showing off its potential as NWC call center hub.

“It is our desire that Tagbilaran City maintains its presence in the ICT/BPM radar and become an investment location for the industry,” Governor Edgar Chatto said.

The government has identified the IT-BPM as the biggest thing for the Philippines, with the potential for jobs and advancement neatly tucked in it.

Organized by the Provincial Government through its Bohol Investment Promotion Center (BIPC) in coordination with Bohol ICT Council, Tagbilaran City and the Bohol Chamber of Commerce and Industry, the Summit brings to Bohol key information communication technology big wigs who would be witnessing the launching of the local ICT BPM development roadmap billed as “Digital Bohol Project.”

City Hall through Jeanette Laila Busano said “the summit will introduce and feed a roadmap for “Digital Bohol” — a plan for holistic digital inclusion in Bohol that aims to set the standard for how local leaders can collaborate to harness technology to empower business, government and civil society — the project will start in Tagbilaran City as the pilot and model city.”

Picking “Harnessing ICT, Powering Bohol” as its theme, the two day summit would be having the country’s secretary for the Department of Information Communication and Technology (DICT) Atty Rodolfo Salalima as well as DICT Director Monchito Ibrahim as keynote speaker and the electronic innovations at the DICT.

The launching of Digital Bohol also formally lays the ground plan of bringing Bohol’s competitive advantage to the fore, says BIPC head Maria Fe Dominese.

The launching program also accommodates the oath taking of Digital Bohol Student Councils, Quadripartite technical working group and coordinators while an overview of the Open Collaboration with East Asia New (OCEAN 16) Champions also happen.

City Mayor John Geesnell Yap who is a staunch supporter of digital innovations has committed to financially support the event.

Other than keynote addresses from government, business, and civil society leaders, the Summit also brings out plenary sessions on entrepreneurship and digital contraptions, the Philippines and the global community; interactive brainstorming sessions centered on how to scale emerging, youth-led social solutions; demos of cutting-edge new technologies including drones and 3D application and other relevant topics. Aris brgy bldg spree now worth over P161M

A TOTAL of 230 out of 346 barangays in Bohol’s 2nd District are now building barangay halls, expanding or adding rooms to existing ones or building multipurpose buildings that also serve as evacuation centers in case of calamities.
This after Rep. Erico Aristotle Aumentado gave these barangays an average of P700,000 each from the amount he inserted into the budget of the Department of Public Works and Highways (DPWH) in the current General Appropriations Act (GAA).
Aumentado expressed confidence that he will complete the distribution to the remaining 116 barangays within this, his second term as congressman.
Just like his namesake father and immediate congressional predecessor Erico Boyles Aumentado, the son said the amount is for counter-parting with the funds of the concerned barangay and such other funds that it may source elsewhere. This way, the solon explained, the barangay can build bigger projects.
He cited the barangay hall and covered court of Sto, Niño, Inabanga now under construction costing P850,000 and P2 million respectively.
The covered court can double as an evacuation center should the need arise. Aumentado said this realization came in the heels of the 7.2 magnitude earthquake that hit Bohol on October 15, 2013.
He explained that while scientists have said an earthquake of such magnitude strikes only once in around 100 years, Bohol cannot discount the probability of, God forbid, floods, typhoons, fires and other calamities. This prompted him to pursue the construction of multipurpose buildings with rain collectors.
The rain collectors can provide water especially in islands. The stored water buttresses the supply from artesian and deepwells, or even from waterworks systems. The latter will save the barangays in payments for water bills. It can even be the main source should the waterworks pumps break down.
Other barangays, he said, added rooms to their barangay hall to double as a meeting place for say, women’s organizations. Still others are allocating one room to serve as office, meeting place and clinic for barangay health workers to give first aid to residents who might need immediate attention while waiting for transportation to the hospital.
Corollary to this, Aumentado is also distributing medical equipment to the barangays. This time, the funds are from the Department of Health (DOH). The equipment include, but are not limited to, weighing scales, stretchers, blood pressure apparatus and nebulizer.

Photography Enthusiasts Join Scott Kelby Worldwide Photowalk-Tagbilaran

Boholano photography enthusiasts joined the Scott Kelby Worldwide Photowalk-Tagbilaran which started from Chillpill Cafe in CPG East Avenue and concluded at the K of C Recreation Center on October 1, 2016. The group of around 35 professional and budding photographers participated in the international Photowalk celebration of Scott Kelby which has been running at its 9 years.

The activity was organized by local walk leaders with a theme to capture street life and foster camaraderie among photographer’s community. It was sponsored by the Bohol Bloggers Collective, FORGE Inc. and Bright Learning Center ( Kumon K of C – Tagbilaran). The youngest walker is 4 year old Joshua Auza who uses his tablet to capture images. He received a special recognition and a Php100 gift coupon from Chillpill Cafe.

The local leader of Tagbilaran City photowalk incorporated the Opening of Childrens Month highlighting the advocacy of Anti Child Pornography and Anti Human Trafficking were in asking the photowalkers to invite friends and family to take part in the annual celebration.

“This years walk is about highlighting the power of photography and photographers to convey a message that a family that stood together against Child Pornography and Human Trafficking is a family that strengthens the morals of the society. Thats why we invite all photographers with DSLR or phone camera to join us,” Jumjum Ouano of FORGE, Inc. – Local walk leader.

The activity ended with a small gathering and awarding for minor prizes. A local exhibit and at the same time awarding of the photowalk prizes for local selection is up for at the last week of the month. At the same time the photo-walkers output can be viewed publicly.

The participants concluded the event at the K of C recreation center with a short message from Jerome Auza, a participant and an amateur photographer.
