US Ambassador to the Philippines Philip Goldberg will visit Bohol on February 5, 2013.
He will witness, together with Gov. Edgar Chatto, the signing of the Memorandum of Understanding between USAID represented by Mission Director Gloria Steele and Tagbilaran City represented by Mayor Baba Yap.
The United States Agency for International Development (USAID) has named Tagbilaran City as one of the beneficiaries of its Cities Development Initiative (CDI) program which is aimed to support secondary cities to spur local economic growth. Tagbilaran is the first city in the Visayas region to be named as a CDI.

NEW BOHOL AIRPORT, A MODEL AIRPORT – NEDA
Gov. Chatto Presides PIEC Meeting
The New Bohol Airport in Panglao will be seen as a model for infrastructure and environmental sustainability. National Economic Development Authority (NEDA) region 7 director Efren Carreon revealed on Tuesday during the 2nd Plenary Meeting of the Panglao Island Executive Committee (PIEC).
One of few Overseas Development Assistance (ODA) infrastructure projects that has incorporated environmental sustainability, Carreon said valuable lessons can be learned from the New Bohol Airport Project as NEDA works closely with the Provincial Government and the Japan International Cooperation Agency (JICA).
Presided by Gov. Edgar Chatto, along with co-chairpersons Dauis Mayor Miriam Sumaylo and Panglao Mayor Nila Montero, the 2nd plenary meeting of the PIEC welcomed the presence of JICA Deputy Director Toru Yoshida.
The JICA official who flew from Japan for the meeting is convinced the environmental sustainability component of the project has been successful in its activities to put in place policies on tourism and conservation as well as waste management.
The more crucial part of the project is materializing the outcomes as the construction of the airport will start soon, he said, encouraging local government units to level up efforts to commit to the purpose of the project component, which is to craft a road map to ensure that the necessary measures and steps will be taken to safeguard Panglao Island’s natural resources from adverse effects once there is increased tourist traffic.
Both local lady chief executives of Dauis and Panglao reiterated commitment to strengthen local laws on environmental protection and management, backing legislative measures of their respective Sangguniang Bayans, and committing to enforce legislations.
In initial reports of the technical working group on tourism and conservation, standards for carrying capacities have been determined for specific and popular tourism activities such as diving, caving, and snorkeling, among others.
In waste management, the technical working group visited several wastewater treatment facilities in the Visayas to benchmark for the proposed wastewater treatment facility in Panglao Island.
Chatto, for his part, expressed full support to the PIEC as it strives to put in place the mechanisms to safeguard the environment as he revealed that the Department of Transportation and Communications (DOTC) is finalizing its documentation process and should be able to facilitate the signing of contracts this month for the much-awaited airport project. TAGBILARAN City, Bohol, Jan 22 (PIA) – Theater of the future, or Teatro Porvenir finds a new slot in history when the famed Andres Bonifacio stylized biography gets to be staged in Bohol: in a cockpit.
Lutgardo Labad, a multi-awarded Boholano theater director and musical scorer as well as National Commission for Culture and the Arts (NCCA) Theater Committee Director said the Baclayon theater, home to traditional cockfights for over a century will become the theater for the future as it will stage the performance of Teatro Porvenir.
The play, written by Tim Dacanay and Edward Perez explores by imagination the country’s heroes as theater artists and threads on the life of Andres Bonifacio, Macario Sacay and Aurelio Tolentino to a direction that is not even mentioned in any historical books.
In Teatro Porvenir, Tim Dacanay and Edward Perez based their story from an interview of one Katipunero who said Bonifacio, before starting the Katipunan, doubles up as a moro-moro and sarzuela stage actor.
In fact, this insinuates that Bonifacio’s revolutionary ideas were not perhaps from the European radical extremists but could be from the messages of protest inserted in the moro-moro and sarzuela plays.
Now, for the paly to be staged in Bohol, in an abandoned Baclayon cockpit, it must be historic, cultural worker observers claimed.
Labad, a Baclayanon openly wished the move to bring the theater to the unique architecture of the cockpit that resembles the theaters-in-the-round of old, enhances communication and dramatic interaction with the audiences.
He said he hopes the move will assist in the revitalization of local community based theater, arts and heritage as well as resurgence of cultural tourism recently which got affected by the earthquake and the super storms.
Labad, artistic director of teatro Bol-anon and Kasing sining: Arts with the heart organizer, also thanked the Uy family of Baclayon for allowing them to explore the possibility of using the cockpit, a private ancestral property for cultural use.
In Bohol’s staging, Teatro Porvenir, which would run on Feb 6-7, 13-14 and 20-21, is Kasing Sining’s offering for February’s Arts Month. (RAC/PIABohol)

TACLOBAN, Jan. 17 (PIA)–Gipalig-on ni Pope Francis ang pagtuo sa mga bitima sa bagyong Yolanda sa Santos nga Misa nga iyang gipangunahan sa Tacloban Airport.
Sa iyang wali, miingon ang Santo Papa nga mibisita siya sa Tacloban aron ipasalig nga wala nagpasagad ang Diyos.
Giingong gi-respeto niya ang sentimyento sa mga biktima kun nawad-an kini og pagsalig, panginabuhian ug mahal sa kinabuhi.
Matud pa nga ang tanang kalisud nga naagian sa tawo matag adunay kalamidad, naagian usab sa Diyos sa dihang gilansang kini sa krus.
Matud pa sa Santo Papa, nasabtan ug nadungog sa Diyos ang gi-agian sa tanan.
“I come to tell you that Jesus is Lord and he never lets us down. He was consecrated as Lord on that throne and there he experienced all calamities that we experienced. Jesus is Lord, and the Lord from the cross, is there for you. Therefore, he is capable of understanding us as we heard in the first reading,” matud pa ni Pope Francis.

TAGBILARAN CITY, Bohol, December 3, (PIA) –Over the alleged dog shooting in Sikatuna in late October, that got reported on national television, authorities insisted that it was a stray dog.
And citing paragraph c of Provincial Ordinance 2007-002, authorities said the owners responsibility includes maintaining control of their dogs and not allowing them to roam the streets or any public place without a leash.
It may be recalled that news which came out on national television late October focused on a complaint of a dog owner.
It dealt on a family dog which was shot by town rabies program authorities, during a stray dog elimination drive, in consonance with the provincial drive to keep Bohol rabies-free, by instilling responsible pet ownership by vaccination, dog population control by spaying or neutering and keeping them off the streets as menace to pedestrians and motorists.
The shooter however missed hitting the fatal point of the moving target, that the dog escaped, returned home and expired several hours later.
Consequent investigation by the OPV task Force sent for a fact finding mission revealed that the shot dog was not a registered and thus unvaccinated dog, which a teacher and the family claimed as their own.
“It would be hard for them to establish ownership,” task force members said.
“Besides, if they would insist on claiming the dog, they could be meted out with the penalties for failing to register and vaccinate their dog, submit the canine for mandatory vaccination and provide their dog with adequate food and shelter,” he continued, during an interview.
“The owner is negligent in taking care of the dog,” the fact finding report stated.
In the first place, there would have been no shooting had the owner complied with the law, it said.
LGU Sikatuna is not remiss in the general conduct of the rabies program for they have exhaustively conducted information dissemination about the program and the ordinance during ABC meetings and barangay assemblies, Provincial Veterinarian and Bohol Rabies Prevention and Elimination Program Action Officer Dr. Stella Marie Lapiz said.
Had the owner complied with the law, that particular dog would not have been considered threat to the general public and it would not have been subjected to field control through euthanasia specifically with the use of physical methods like the use of a specified fire-arm, the report stated.
Department of Agriculture Administrative Order 13 s., 2010 provide that using a fire-arm not lesser than 22 caliber and used by a sharpshooter police or army member will do. (RAC/PIABohol)
