PRESIDENT Benigno S. Aquino III wants a concerted and “proactive” effort between the Philippine Navy and concerned government agencies with its counterparts in the United States in salvaging and extracting the USS Guardian, a U.S. Navy Avenger-class mine countermeasures ship, that ran aground in the Tubbataha Reef in the Sulu sea last Thursday (January 17), Transportation Secretary Joseph Emilio “Jun” Aguinaldo Abaya said on Monday.
In a press briefing in Malacanang, Abaya said the President instructed the Task Force to look into the cause of the ship’s grounding to ensure that no more “additional damage” happens to the reef considered as a national treasure.
The Task Force, Abaya said, is composed of representatives from the Coast Guard, the Philippine Navy, the Philippine National Police and the Armed Forces of the Philippines Western Command and the DOTC.
“The President is mindful of that national treasure that we have – the very asset of the Tubbataha Reef and he wanted to make sure that we be proactive in this: that we minimize damage, that we have close coordination with the Americans, that we should not just allow them to conduct their salvage operations on their own,” Abaya said.
He added that DOTC undersecretary Eduardo Oban, Jr. and Philippine Navy Admiral Jose Luis Alano will soon be meeting with Rear Adm. Thomas Carney, commander of the Logistics Group Western Pacific to discuss salvaging and extracting operations for the USS Guardian.
He said among the steps to be taken to remove the vessel and protect the reef from further damage include, assessing, de-fueling, re-floating and installing oil-spill booms around the area to prevent oil and fuel from spreading. (PCOO/I-gg)

MALACAÑANG announced on Tuesday the appointment of Lieutenant General Emmanuel T. Bautista as the new Chief of Staff of the Armed Forces of the Philippines replacing outgoing AFP Chief of Staff Gen. Jessie Dellosa who is set to retire.
Deputy Presidential Spokesperson Abigail Valte made the announcement in a statement released by Malacanang.
She said Bautista, who is currently the Commanding General of the Philippine Army and who is a member of the Philippine Military Academy’s “Dimalupig” Class of 1981, will assume his new position on January 20, 2013.
Valte thanked Dellosa “for having served the country and our uniformed personnel with exemplary dedication and commitment.”
Lt. Gen. Bautista is currently the Commanding General of the Philippine Army and prior to his appointment had served as Commander of the 3rd Infantry Division of the Philippine Army. A graduate of the Philippine Military Academy’s ‘Dimalupig’ Class of 1981, he completed his Masters in Public Administration at the University of the Philippines, Diliman. (PCOO)
Aquino to confer Legion of Honor with the degree of Chief Commander on Dellosa
PRESIDENT Benigno S. Aquino III will confer the Presidential Legion of Honor with the degree of Chief Commander and citation on outgoing Chief of Staff of the Armed Forces of the Philippines (AFP) General Jessie D. Dellosa in ceremonies to be held at the AFP General Headquarters in Camp General Emilio Aguinaldo, Quezon City on Thursday.
The conferment rites will be simultaneous with Dellosa’s retirement and turnover of command of the AFP to his successor Lieutenant General Emmanuel T. Bautista.
Upon his arrival, the Chief Executive will be accorded full military honors with 21 gun salute.
During the conferment ceremonies, the President will be assisted by Defense Secretary Voltaire T. Gazmin and Dellosa’ s wife Mary Rose. After the presentation of the award to Dellosa, the change of command ceremony will immediately follow.
The President will then deliver his keynote speech before an estimated 600 guests composed of former Presidents, members of the Diplomatic Corps, Cabinet Secretaries, Senators, Congressmen, Supreme Court Justices, Foreign Armed Forces Attaches, former secretaries of the Department of National Defense, former Chiefs of Staff of the AFP, officials of the Philippine Army, Philippine Navy, Philippine Air Force, and Philippine National Police, Quezon City local government officials, veterans, and members of the AFP Affiliated Organizations and the Philippine Military Academy Class of 1979.
Dellosa served as the 43rd Chief of Staff of the AFP following the retirement of General Eduardo Oban, Jr. on December 13, 2011. Dellosa, a former aide-de-camp to the late former President Corazon Aquino, is a member of Philippine Military Academy “Matapat” Class of 1979. (PCOO)

THE Aquino administration expressed elation over the reported success of the Department of Labor and Employment (DOLE) in enhancing the services extended by Phil-Job Net in providing at least 100,000 job vacancies at any given time, a Palace official said on Tuesday.
Deputy Presidential Spokesperson Abigail Valte said during the regular press briefing in Malacanang that the administration is looking forward to the continuing development of the Phil-Job Net website to be able to give assistance to the job seekers.
“We are pleased to share the report of Labor and Employment Secretary Rosalinda Baldoz to the President regarding Phil-Job Net (www.phil-job.net), the official job portal of the Philippine Government,” Valte said.
“For the first time in its history, the number of vacancies on the website has outpaced the number of applicants. As of today, there have been more than 264,000 vacancies posted by employers compared to a little over 117,000 applicants. The number of vacancies is also at an all-time high compared to only an average of 40,000 a month as of July 2010,” Valte said.
Since Secretary Baldoz took over the helm of the DOLE, Valte said she enhanced the services provided by Phil-Job Net to include job postings from skilled workers as well as legitimate employers.
Under Baldoz’s stewardship, Valte said the DOLE has also expanded the website’s coverage to provide at least 100,000 job vacancies at any given time.
“We look forward to their continuing development of the Phil-Job Net website into an even more responsive and inclusive tool for both job seekers and job matching, which redounds to the benefit of our countrymen,” she said. (PCOO)
