DILG orders LCEs to ensure peaceful observance of Holy Week

Secretary Mar Roxas ordered all local chief executives (LCEs) to ensure a peaceful and safe observance of Holy Week in their respective localities.
In a memorandum circular, Roxas ordered the LCEs to convene their local peace and order councils to plan actions in anticipation of the “heavy movement of people from various places that shall focus on ensuring adequate transportation, [and] medical emergency services.”
He also directed all LCEs to “establish close coordination with concerned local authorities, cause the mobilization of law enforcers, traffic enforcers, barangay tanods, Barangay Peacekeeping Action Teams, public safety officers,” and “ensure cleanliness and orderliness by mobilizing all resources in garbage collection and disposal, and clean-up operations of public places.”
Earlier, Roxas called on all DILG employees to consider applying a “programmatic, deliberate and sustainable” approach not only in their work but even in their personal lives, as they reflect this Holy Week.
During the flag-raising ceremony, Roxas said this is the framework that he and the other DILG officials employ in implementing programs and projects.
He explained that programmatic means “coherent across disciplines – hindi silos. hindi kanya-kanya,” while deliberate means “malawakan, integrated na pagtingin sa isang programa, sa isang gawain; hindi bara-bara, hindi patsamba. It’s the same every time, all the time.”
On the other hand, he explained that a sustained method is “an approach to work, an approach to life, that is stable, hindi pansamanatala lamang, hindi ningas-cugon.”
He also advised DILG employees to “plan your work, plan your approach then work your plan, para hindi ka naliligaw. That’s the reflection that I wanted to leave with you this morning.” (DILG/PIA)

ONE-EYED KING

Sports, like they said is discipline. Discipline builds character, character makes man.
Nobody, not even those Herculeses among mortals can claim they can sustainably hold on to their primes, without discipline.
Aware of this, the Provincial Government in partnership with the Department of Education implements the annual sports development program, aimed at exactly that same thing: character building as the beginnings of sculpting the man from the beast.
So, the Boholympics must be matches in heaven. The governor, who values competitive pursuits to get the best in everyone, sees that there are no losers here. He did not see the losers however.
What the governor did not see, did not know, or does not want to act on it, is that the past Boholympics, is a triumph of evil and a true waste of time and money.
Take for example, in age group competitions, organizers demand birth certificates to level the playing field and make sure everything is fair.
Certainly, documents don’t lie they said. So where lies the catch?
Here’s a clue. Pair the documents names with the pictures of the athletes and you will know how an official can always claim innocence.
All for the stellar glory of a win.
Do organizers know? Of course, these athletes are to represent Bohol, we must not lose.
Fielding over-aged athletes is good, they become one-eyed men in the land of the blind.
Now this fairly explains why Bohol could hardly land in the much stricter national competitions.
If at the Boholympics, we aim to build discipline, then maybe exacting discipline from the organizers would be a start.

DTI warns consumers: Watch out for substandard Construction materials sold

TAGBILARAN CITY, Bohol, March 23, (PIA) – Consumers should be aware that despite strict monitoring by government agencies tasked to implement product standards, some enterprising businessmen still sell products that could not pass the test of strength needed to construct disaster resilient structures.

This as the Department of Trade and Industry (DTI) recently confiscated some P258,326 worth of substandard construction materials already displayed in 6 establishments from Tagbilaran City and in Tubigon town.

The DTI along with a group from the Fair Trade and Enforcement Bureau issued notices of violations to the same stores for selling construction materials that could not pass the Philippine National Standards (PNS), according to the DTI in Bohol.

According to the DTI, so as not to be fooled into buying substandard construction materials especially in plywood, deformed bars and galvanized iron sheets for roofing, consumers must do the following:

Check the basic markings on the plywood and galvanized iron (GI) sheets prior to purchase.

These basic markings include company name, trade name and the address of the manufacturer.

Also, the DTI said consumers must check the thickness in millimeter (mm); width in mm and the date of manufacture (month and year).

G.I. sheet markings must contain the phrase “For Roofing Use” on its face, DTI reminds.

DTI 7 Director Aster Caberte has said the agency is closely monitoring standards compliance for consumer products and construction materials, especially during this time that Bohol LGUs are currently undergoing reconstruction and rehabilitation efforts after the October 2013 earthquake.

She said the DTI dies this according to the mandates of Republic Act 7394 or the Consumer Act of the Philippines

The consumer Act mandates DTI to conduct monitoring and enforcement activities on the proper marking and labelling of consumer products.

“We have notified our field offices in the provinces to increase the frequency of their market visits to check on more products, including electrical supplies,” Caberte concluded. (rac/dti/PIABohol)
