Congress filed a Bill to legalize Habal-habal operation

A Bill at the House of Representatives 3726 grants local government units to regulate and control the use of motorcycles for hire known as habal-habal. The Bill  seeks to devolve the regulatory and franchising powers over its operation to the cities and municipalities.

The mandate of the said National law shall be enacted after the House of Representative passes the bill on the third and final reading. The measure is a substitute Bill filed, respectively, by Rep. Edgar Chatta, Ramon Durano 5th dist.of Cebu and Antonio Cuenco, 2nd dist of Cebu.

The Congressman of the first district of the province said that the regulation of habal-habal will augment the revenues of LGUs through franchise fee collections, business permits and other regulatory fees.
