Dugang pa ni Abad, apil sa mga eligible sa PEI ang mga civilian personnel nga nagtrabaho isip regular, contractual o casual positions, appointive man o elective o mga nagtrabaho isip full time o part-time.
Apil na usab niini ang mga military personnel sa Armed Forces of the Philippines, Department of National Defense ug uniformed personnel sa Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, Philippine Coast Guard ug National Mapping Resource Information Authority.
“Our efforts to reform the bureaucracy will be successful only if we can make the most of the talents of our public servants. The PEI is one of the ways through which we hope to motivate our government workers so they are better-positioned to serve the Filipino public,” matud pa ni Abad.
“Before the Administration took over, there was no set date for the release of PEI. In 2010, however, President Aquino decided to fix the release period to December each year, not only to establish national government savings in a credible, transparent way, but also to help our 1.25 million government employees deal with yuletide expenses,” dugang pa ni Abad.
