PH Economy Improvement: When did it start?

By: Jerome Auza I cringe every time I see a chart on my Facebook wall showing economy indicators “improving” during the Pres. Benigno Aquino administration. The way most of these charts are shown do indicate that a lot has improved in this administration, which is true, by the way. The problem is that these charts are not showing a complete picture and oftentimes fail to show the achievements by the previous administration. You see, I deal with charts and charts data every day of my professional life. And with the computerized tools currently available for anyone to generate charts and publish them, it is easy to intentionally or unintentionally mislead the readers by showing a chart to highlight an improvement. So I raise an eyebrow if I see telltale signs that a chart can be misleading. For example, someone declared that “Unemployment, went down consistently. From 7.3% in GMA’s administration, to 5.8% now.” Then the graph in Figure 1 is shown: What’s wrong with this chart is that the percentage numbers shown do not start from zero and thus you see a zoomed in line which shows a downward trend. It shows that the unemployment rate improved in 2010, when Aquino became president. But what if we look at all the data from further back? In Figure 2, we see a longer trend from 1996. The biggest drop in unemployment rate happened in 2005. Is this because of GMA’s achievement in generating jobs at that time? It’s hard to say because the unemployment definition was changed at that time. The old definition of unemployed considered only two criteria: 1)...

Viral Sikatuna dog shooting Due to owner’s negligence

TAGBILARAN CITY, Bohol, December 3, (PIA) –Over the alleged dog shooting in Sikatuna in late October, that got reported on national television, authorities insisted that it was a stray dog. And citing paragraph c of Provincial Ordinance 2007-002, authorities said the owners responsibility includes maintaining control of their dogs and not allowing them to roam the streets or any public place without a leash. It may be recalled that news which came out on national television late October focused on a complaint of a dog owner. It dealt on a family dog which was shot by town rabies program authorities, during a stray dog elimination drive, in consonance with the provincial drive to keep Bohol rabies-free, by instilling responsible pet ownership by vaccination, dog population control by spaying or neutering and keeping them off the streets as menace to pedestrians and motorists. The shooter however missed hitting the fatal point of the moving target, that the dog escaped, returned home and expired several hours later. Consequent investigation by the OPV task Force sent for a fact finding mission revealed that the shot dog was not a registered and thus unvaccinated dog, which a teacher and the family claimed as their own. “It would be hard for them to establish ownership,” task force members said. “Besides, if they would insist on claiming the dog, they could be meted out with the penalties for failing to register and vaccinate their dog, submit the canine for mandatory vaccination and provide their dog with adequate food and shelter,” he continued, during an interview. “The owner is negligent in taking care of the dog,”...

Catigbian seeks 2nd opinion On Date Park’s rehab plan

TAGBILARAN CITY, Bohol, December 1 (PIA) –Catigbian towns wants a final word on the possibility of rehabilitating its earthquake-ravaged premier adventure tourism park. Catigbian Mayor Virgilio Lurot and tourism officer Ardissa Estavilla told members of the local media that with the scarce funds available and the need to priorities on the town’s development agenda, they would need to know if there is still hope for Dagook Adventure Tourism Experience (DATE) park. A wholesome family adventure park, DATE Park is located in over 20 hectares of local government unit-owned land traversed by a creek which is highlighted by Dagook Falls. Made a themed Green Recreational Eco-Adventure Tour (GREAT) for families, the park boasts of a canopy walk, a monkey bridge, a mountain slide zipline and trekking trails that is designed to keep families bonded tighter after a day’s experience. Constructed via a loan which the town obtained, plus local government’s internal revenue allotment and convergence of funds, DATE park soon grossed a meager income that allowed local leaders to spread the tourism benefits into social infrastructure investments. But before the town could totally relish on the park’s income, a strong earthquake hit Bohol and seriously affected the physical integrity of the park. According to Estavilla, the Mines and Geo-Sciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) has conducted a post-earthquake Ground Penetrating Radar (GPR) Survey on the park and it showed unsettling information. As to what kind of unsettling information, the tourism officer however was not specific, other than stating the Monkey Bridge sagged because a portion of the cliff it was anchored fell into the...
