TAGBILARAN CITY, November 4 (PIA)—What could have happened if then Bohol Governor Carlos Polestico Garcia did not speak fluent spanish? Well, he could not have met and be endeared by then President Manuel L. Quezon. And he could not be placed under the tutelage of the country’s top politician to write his name in history. But even if he did speak fluent Spanish, if not for a big political figure in Bohol who died, he may still be nailed to a seat in an obscure province minding its intramural processes. But the death of Senator Jose Arsenio Clarin, the senate speaker protempore and the country’s third most powerful man seemingly opened a way for the Boholano teacher, poet and governor to be starting his shortened way to the country’s top seat, sums up Bohol historian Jose Marianito Luspo. Professor Luspo was retellingat the radio forum on air the accounts as told to him by fellow Tagbilaranon Jose Maria Rocha, the Boholano Presidents executive secretary. The sudden death of JA Clarin had President Quezon’s executive secretary Jose Yulo (who would later be appointed Justice Secretary) come to Bohol to finalize the funeral arrangements and lay the way for the guests. IT was when he met the governor for the coordination that Yulo noted Garcia speaking impeccable Spanish. Rep. Aris’ surgical mission beneficiaries “pampered”
By JUNE S. BLANCO HUNDREDS of patients with cleft lips, cleft palates and teeth problems can now freely smile without worry of being made fun of, teased or bullied, due to their facial deformities. This after Rep. Erico Aristotle Aumentado (Bohol, 2nd District) invited anew the medical-surgical team of the Faces ofTomorrow (FOT) headed by its director, Dr. Brian Rubinstein, who will perform the corrective surgeries on these patients at the Medical Mission Group Hospital and Health Services or the Bohol Cooperative Hospital in Dampas District, this city. Aumentado said the team members come from different states in America while the Abounding in Love Foundation is the non-profit organization that connects Filipino children to cleft lip and palate surgeries. Abounding also provides ongoing medical, educational and spiritual support after surgery. All donations it gets go directly to help these disadvantaged children. The surgeries will start on Monday, Feb. 12. But listing is now on-going until Sunday, Feb. 11. As in the previous missions, patients will received not only the free surgeries, but, especially for those coming in from other provinces, they will also receive fare refunds and fare for the trip back, free board and lodging – and even toys for the children. They had heard about Aumentado’s surgical medical through the news and public service announcements over the radio. Patients staying over for post-surgery checkups or waiting for their turn at the operating table will be provided with free board and lodging. Those coming in from the towns will get subsistence allowance for their meals. In 2015, the Philippines business process outsourcing (BPO) revenue was nearly US$22 Billion compared to the US$27 Billion of OFW remittances. The BPO industry is forecast to reach US$48 Billion by 2020. Bohol still lags behind many other provinces and cities in this industry with only a handful of homegrown BPO and KPO (knowledge process outsourcing) companies operating as of last year. Unfortunately for Bohol province, we experienced a setback in our efforts to attract large BPO companies to locate in the province after the 2013 earthquake. The next two years were spent on rehabilitation. The Bohol ICT Council, led by its Chairperson Ms. Delilah Biliran, is spearheading initiatives of the province in attracting BPO operators from Cebu, Manila and other cities to open up a facility in Bohol. The council had some level of success last year as we got a few seriously interested companies who did feasibility studies and conducted dialogues with the various stakeholders. However, the final decision to locate in Bohol is still elusive. Bohol must take a slice of the BPO industry if we are to ensure that the Boholanos have more job opportunities without having to migrate to other cities. We are promoting Bohol as an ecotourism destination and BPO jobs are a perfect complement to ecotourism because the BPO industry do not consume raw materials and do not have hazardous waste by products.
