ASEAN on RCEP: recalibrate, arrive at an acceptable ‘landing zone’

Following the Philippine hosting of the 5th Ministerial Meeting on the Regional Comprehensive Economic Partnership (RCEP) agreement on 10 September, as part of the 49th ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings, ASEAN economic ministers expressed strong commitment to take a more pragmatic and realistic approach to conclude the 16-party agreement.   The Department of Trade and Industry (DTI), the lead agency for the AEM Meetings reported that as part of the approach to conclude RCEP, ASEAN economic ministers instructed negotiating leads and teams to recalibrate long-held negotiating stances and positions, to arrive at an acceptable ‘landing zone’, and not hinder negotiation progress.   Top economic officials of the 10 ASEAN Member States and ASEAN FTA Partners— Australia, China, India, Japan, Korea, and New Zealand—discussed the way forward for the earnest conclusion of RCEP negotiations. The recent RCEP ministerial meeting enabled clear takeaways as Ministers mapped out the way forward in further progressing market access and text based negotiations on the core negotiating areas embodied in RCEP.   With this guidance received from the ministers, the Incheon Round in October 2017 will be deemed important in defining the future course of the negotiations and steer it to a close. Two chapters have been concluded thus far, including the Chapters on Economic and Technical Cooperation, and Small and Medium Enterprises that underscore RCEP’s development dimension.   “The RCEP has entered a critical phase and, as in any negotiations there are familiar challenges arising from multiple parties with differing stages of development and varying interests,” said DTI Secretary and 2017 AEM Chair Ramon Lopez.   ASEAN has exhibited its strong leadership in managing the... read more

PH, ROK to bolster agriculture, manufacturing cooperation

More collaborative initiatives are expected from the Philippines (PH) and the Republic of Korea (ROK) as discussion on trade and investments progresses, with focus on strengthening bilateral cooperation on agriculture and manufacturing industries. In the recent bilateral meeting between Department of Trade and Industry (DTI) Secretary Ramon Lopez and Minister for Trade, Industry and Energy Kim Jyun Chong on 8 September 2017 at the sidelines of the Philippine hosting of the 49th ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings in Pasay City, both sides considered expanding cooperation on tropical fruits and meat products. With the current initiatives to improve commitments under the ASEAN-Korea Trade in Goods Agreement, ROK Trade Minister Kim indicated openness to look into PH request for improved access for Philippine bananas, mangoes, and pineapples to the Korean market. Both sides also agreed to tap respective agriculture officials to expedite the ongoing accreditation process for other Philippine agricultural products namely, durian, mangosteen, avocado, and okra. Meanwhile, Sec. Lopez favorably considered market access for Korean strawberries and heat-treated pork and chicken products. In promoting inclusive growth and strengthening the PH’s micro, small, and medium enterprises (MSMEs), PH and ROK initiated a feasibility study involving the Philippine Mold and Die Center. Such collaboration highlighted the potential of the mold and die industry, which is considered as the mother of manufacturing industry and a priority sector of PH development. PH expressed confidence that the implementation of said project would support the government in providing better access to expensive mold and die machineries for entrepreneurs.   ROK also expressed its support for the PH’s electric vehicle industry and its benefits to industrial... read more

The death of my oldest running Linux machine

By Jerome Auza In 2005, I purchased components to build one of the computers I used as a server at Auza.Net. This computer has served the company for more than 10 years. It finally refused to power up on November 21, 2015. From all of the computers I have used, this was the longest operating computer ever. I haven’t replaced any component during this period. Most of the time it is running 24/7. At one point, the CPU fan stopped working so I had to put a USB powered external fan to cool the CPU. In July 8, 2007, it powered the first ever real-time worldwide broadcast of DYRD-AM via its website www.dyrdam.com. Several months later, it also powered the data capture of the Textklamo service of the same station. Dusty and crippled beyond repair, I removed the CPU from the server rack, gave it a final check before I hugged it goodbye. Well, I didn’t really hug it but it’s the thought that counts, right? In its 10 years of operation, I hardly had to do any maintenance. It has streamed a few years worth of broadcast of DYRD-AM. It has processed thousands of TxtKlamo messages. It has drawn for me thousands of monitoring charts. This is even more proof of the stability of the Linux operating system. The only times it would shutdown is when I am not able to run the generator in time before the UPS runs out of reserved power. Goodbye computer with local IP address 192.168.15.23. You will be...

Castillano takes over COMELEC-Bohol on Jan. 21

TAGBILARAN CITY, Bohol, Jan. 11 (PIA)–Cebu provincial election supervisor Atty. Lionel Marco Castillano will have to temporarily leave his post as the routinary reshuffling of election supervisors and officers takes effect on January 21. He will be assigned temporarily here in Bohol while Bohol provincial election supervisor Atty. Eliseo Labaria is just waiting for an order from their central office in Manila according to Commission on Elections (Comelec-Bohol) information officer Juvenal Beniga during yesterday’s general assembly of the members of the Association of United Development Information Officers in Bohol (AUDIO-Bohol). Beniga said, the Comelec, as a practice reshuffles staff before an election to maintain its neutrality or to meet an operational need such as when another officer is needed in a place or has a relative running for a political position in their area. A month after the election, the officer or supervisor is returned to his post to continue his regular duties. The original schedule of the routinary reshuffling was yesterday, January 10, but Comelec moved it to January 21 in response to the request of election officers in the region to be given enough time to adjust to the transition. Meanwhile, Beniga reminded all the information officers present during this year’s AUDIO-Bohol first general assembly of the election gun ban that will start on January 13. He said the Comelec, as well as the Philippine National Police (PNP) has been reminding those who have been granted permits to carry firearms outside residence that these permits have been suspended until June 12. Baniga said that the election gun ban is for all public and private citizens and all...

He was also able to put up several irrigation projects that enabled farmers to increase agricultural output, allowing Bohol to be self sufficient on rice.  He was also responsible for enabling electricity to be provided to remote towns and even some islands that were left out due to difficult access by the electric cooperatives.
